Wohlmuth, City Manager DATE: December 12, 2013 Recommendation By Minute Motion: 1) Surplus the Deer Grass Street name sign; 2) Authorize the City Manager to sell the sign to Mr. William Anderson. Background The City of Palm Desert typically replaces its non -emergency signage, such as street name signs, every 15-20 years. The reflectivity of the signage is significantly reduced, and numbers and letters will peel off over the years. The City purchases the sign blanks, and City crews stencil the name, block addresses, and City emblem on each blank. The total cost for new reflective signs is approximately $40 each. The old signs, once removed, are recycled, and the City receives approximately $4 per old sign. I received a call from Mr. William Anderson, who lives on the corner of Alamo Drive and Deer Grass Drive. Mr. Anderson has lived on Deer Grass for 36 years, and when he saw the Public Works crews removing the old sign and replacing it with the new Deer Grass Street name, he inquired as to whether the City would sell the old Deer Grass sign to him. Mr. Anderson wishes to hang the old sign in his garage with the receipt. He is willing to pay $10 to $20 for the sign. Given the condition of the old sign, I would recommend a price of $10. Although $10 is over twice what the City would receive from the recycler, there are policy implications. Staff Report Consideration of Surplus of Street Name Sign and Sale of Sign Page 2 December 12, 2013 The City desires to be careful about real street name signs ending up in houses or garages, as it may perpetuate sign theft or even theft for the recycling value. And although the City will receive over twice the recycling value, this sign or others have not gone through any type of public auction. However, I believe this request is a legitimate request by Mr. Anderson and would stand behind the recommendation to: 1) Surplus the Deer Grass old sign; and 2) Sell the sign to Mr. Anderson for $10.
