CALL TO ORDER Chairperson Snyder convened the meeting at 9:00 a.m. II. ORAL COMMUNICATIONS Commissioner Miller stated that she spoke to one of the Historical Society volunteers about the Desert Magazine building, and the concern that it is not being preserved as a historical site. Ms. Schwartz stated that the alterations to the building have already been voted on by City Council. Mayor Pro Tem Kroonen responded that the vegas will be kept in storage for possible use in the future. He added that the building has been reviewed by the Architectural Review Commission, City Council, and Cultural Resources Preservation Committee. Unless the Historical Society acquires funds to purchase the building, it will remain the owner's. Chairperson Snyder complemented staff on the wonderful job at the gallery reception and hanging of THREE. Chairperson Snyder complemented staff on the good job at the dedication ceremony of "R. Hero" at the Historical Society. Commissioner Darby mentioned that the opening of the new show at the Palm Springs Art Museum in Palm Desert was fabulous. IV. CONSENT CALENDAR Minutes of the regular meeting held on September 19, 2012. Upon Motion by Commissioner Darby and second by Commissioner Bussing, the Minutes ot September 19, 2012 were approved unanimous/y with Commissioner Thompson absent. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Mayor Pro Tem Bill Kroonen No report. B. PLANNING COMMISSION REPORT— Sonia Campbell No report. 2 Art in Public Places Minutes October 17, 2012 C. ARCHITECTURAL REVIEW COMMISSION REPORT — John Vuksic Mr. Vuksic reported that the Architectural Review Commission has been working on a signage program for the retail businesses on the west end of EI Paseo. Mr. Vuksic reported that the shopping center on Town Center Way where Best Buy used to be located is being remodeled. Nordstrom Rack and Whole Foods will occupy that center. Commissioner Hough asked Mr. Vuksic if a public art fee was paid into the fund. Ms. Schwartz responded that the developer will pay a public art fee but she believes that it will be minimal. She added that when a developer submits a project to the Planning Division, Ms. Schwartz estimates the public art fee for the project and she sends the developer a packet that includes the estimated fee, the Art in Public Places Guidelines, and information regarding the Artist Registry. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDERATION OF PROPOSED LOAN OF ONE OF OR BOTH "STEEL ROOTS" SCULPTURES BY STEVE TOBIN FROM MELISSA MORGAN FINE ART AND STEVE TOBIN Ms. Schwartz stated that Melissa Morgan Fine Art approached staff proposing to loan one or two artworks to the City for a two year period. There is an empty pad in the Civic Center Park between "Desert DesserY' and "Self Preservation Revisited" that should be big enough to accommodate one of the sculptures. If the Commission accepts both sculptures a second pad would have to be poured near the empty pad to display both together. The City would pay for pouring the concrete pad, the crane, and installation, which would cost approximately $1,000. After the two year loan period there would be two empty pads, which could potentially lead to a new temporary exhibition program. 3 Art in Public Places Minutes October 17 2012 It was moved by Commissioner Darby to accept both "Steel Roots" scu/ptures with the provision that it fits into the cost and safety purview. Motion died for/ack of Second. Commissioner Bussing noted her concern that if the City allows a commercial gallery to display and promote its artists' work other galleries would expect the same. Ms. Schwartz responded that the same opportunities are offered to any gallery to display on EI Paseo and they receive an honorarium. The only costs the City would be responsible for is the installation and deinstallation costs (pad and crane). The agreement for the loan between the City and the gallery would be the same agreement that is in place for the EI Paseo Invitational Exhibition. Commissioner Boren stated that she would be in favor of accepting one of the sculptures but not both as they are very similar. Commissioner Hough referred to the photograph of "Big, Big Root" that was included in the agenda packet. She noted that the sculpture is not set on a pad but integrated into the landscaping. She added that aesthetically it may look better placed on the grass instead of on a pad. Placing it on a pad would separate the earth from the "root". Ms. Schwartz responded that she would prefer to place the sculpture on the empty pad, and if both sculptures are accepted, she would not want one sculpture on a pad and the other on the grass. Also, it may be difficult for the landscape maintenance staff to mow around the artwork without damaging it. Commissioner Darby suggested placing Astroturf or some type of gravel on top of the pad to give it a more natural look which would hide the pad. Commissioner Darby stated that she sees this as an open opportunity to expand the art program in Palm Desert. It was moved by Commissioner Darby and seconded by Commissioner Hough to amend the previous Motion to accept "Big, Big Root" from Melissa Morgan Fine Art under the same agreement as the E/ Paseo Invitational Exhibition. Motion carried unanimous/y with Commissioner Thompson absent. B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY The following artist applied to be included in the City of Palm Desert's Artist Registry. Barbara Baer. 4 Art in Public Places Minutes _ October 17 2012 It was moved by Commissioner Bussing and seconded by Commissioner Snyder to include artist Barbara Baer into the City of Pa/m Desert's Artist Registry. Motion carried unanimous/y with Commissioner Thompson absent. VIII. CONTINUED BUSINESS A. CONSIDERATION OF A THEME AND TITLE FOR THE 2013 STUDENT ART AND ESSAY CONTEST Ms. Thompson reported that at last month's meeting, Mayor Pro Tem Kroonen suggested that she attend the Youth Committee meeting on October 1, to get theme ideas and suggestions on how to get more participation from the teachers and students. She referred to the agenda packet that included theme suggestions for the 2013 Student Art and Essay Contest. After much discussion and several theme ideas, the Commission chose American Idols: Who is Your Role Model?as the title for the 2013 Contest. It was moved by Commissioner Bussing and seconded by Commissioner Hough to accept the title for the 2013 Student Art and Essay Contest as American Idols: Who is Your Role Model? Motion carried unanimous/y with Commissioner Thompson absent. IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Schwartz reported that THREE is on exhibit in the Community Gallery through November 30. Portraits of the Desert will exhibit in December with the reception on December 10, at 5:30 p.m. B. Docent Program Ms. Schwartz reported that thirteen people attended the October Second Saturday tour in Civic Center Park. 5 Art in Public Places Minutes October 17, 2012 The November Second Saturday tour was scheduled to be at the Library but has been cancelled due to the renovation not yet completed. C. 2013/2014 EI Paseo Invitational Exhibition Ms. Schwartz reported that the 2011/2012 EI Paseo Invitational Exhibition has been completely deinstalled. During the deinstallation process, Ascension by Brian Carlson (purchased from the 2011/2012 Exhibition) was moved and reinstalled in its new location on EI Paseo west of Highway 74. The first artwork for the new exhibition will arrive on October 31 with the balance being installed November 5, 6, 14, and 15. XI. REPORTS AND REMARKS A. STAFF Ms. Schwartz attended a Coachella Water District Board meeting regarding the public art component for its new facility on Hovley Lane in Palm Desert. Ms. Schwartz reported that the Art in Public Places Commission and City Council approved the public art component that the District proposed. The Water District staff had not realized that the item needed to get approval by its Board. When the item was received by the Coachella Valley Water District Board, it was sent back to staff for reconsideration. The Water District staff will research new artists and consider a new art project for approval. Ms. Schwartz stressed to the Water District to consider exterior artwork. Ms. Schwartz thanked Mayor Pro Tem Kroonen and Commissioner Miller for attending the "R. Hero" dedication on October 6. She thanked Chairperson Snyder for speaking at the "R. Hero" dedication. The turnout was good � and the artists and donors were thrilled with the dedication and the recognition they received. Ms. Schwartz reported that the City is looking into economic development planning. There is a local arts group called Arts Oasis that is exploring the arts in the Coachella Valley from an economic impact standpoint, and want to develop a community wide calendar. She is on the Creative Council advisory committee and has attended meetings and will keep the Commission apprised of what she learns. 6 Art in Public Places Minutes October 17, 2012 B. COMMISSION MEMBERS Chairperson Snyder reported that he will not be at the November 21 Art in Public Places Commission meeting. Commissioner Hough handed out invitations to Woven Together art exhibition at the Palm Springs Art Museum. XI. ADJOURNMENT Commissioner Hough moved to adjourn the meeting at 10:02 a.m. Motion was seconded by Commissioner Miller with Commissioner Thompson absent.
