Aryan, Risk Manager February 14, 2013 By minute motion, approve a contractual change to the cellular service provider for the Palm Desert Police Department from Sprint/Nextel to Verizon Wireless and purchase twenty new mobile smart phones and authorize the City Manager, or his designee, to execute any related documentation. Commission Recommendation The Palm Desert Public Safety Commission is scheduled to review this item on February 12, 2013, after this report was prepared. Staff can provide an oral update on the Commission's recommendation upon request. Background: For several years, Sprint/Nextel has been the wireless carrier for the cell phones utilized by the Palm Desert Police Department. The City of Palm Desert pays the monthly service for all eighteen phones used by the Police Department, which are distributed as follows: POLICE DEPARTMENT STAFF Special Enforcement Team (SET) Business District Team (BDT) Burglary Suppression Unit (BSU) School Resource Officers (SRO) Coachella Valley Narcotics Task Force (CVNTF) Coachella Valley Violent Crime Gang Task Force (CWCGTF) K-9 Team Special Team Sergeants Dedicated Lieutenant (Assistant Chief of Police) NO. OF CELL PHONES 4 2 2 2 1 1 1 4 1 TOTAL CELLULAR PHONES 18 Staff Report -Palm Desert Police Department Wireless Provider February 14, 2013 Page 2 of 2 The majority of cellular phones currently in use are aged and inferior technology compared to newer units' reception and feature capabilities. The recent change the city made to Verizon Wireless prompted the Police Department to look at them as a potential carrier for their cell phones. Verizon has a wide variety of "smart -phones" capable of email and the direct -connect feature. Fiscal Analysis: The contractual change to Verizon as the Police Department's wireless carrier will result in reoccurring annual savings as indicated below: Sprint/Nextel Monthly Charges Sampling July 2012: $760.73 August 2012: $873.06 September 2012: $825.43 October 2012: $777.90 The average cost for the aforementioned monthly bill sampling is $809.28 (or $9,711.36 annually). Based on the usage during the above months, Verizon provided a quote for eighteen phones plus an additional two for the Business District Team. The Verizon service charge is $463.95 per month or $5,567.40 per year. Staff estimates that this new plan equates to an annual savings of approximately $4,000. The initial start-up costs are estimated not to exceed $600 and funds are available under the Police Contingency Account #110-4210-422-3042.
