Following are meetings held with groups, residents, and/or businesses for the period
December 3 — 31, 2012:
Dec 3 Executive Manactement Meetin�t
Weekly meeting with the Management Team.
Oversiaht Board Meetinp
Staffed the Patm Desert Oversight Board meeting. The Oversight Board
approved the transfer of 11.5 acres of Successor-owned property to UCR for
medical school purposes.
Coordination of Develoament Services
Monthly meeting to discuss coordination of services between Building and
Safety, Planning, and Public Works.
CVAG Executive Committee Meetinq
Attended the CVAG Executive Committee with Mayor Bob Spiegel.
Approved La Quinta proposal and financial participation to get into TUMF
(Transportation Uniform Mitigation Fee).
2012 Blue Lis�ht Ceremonv at La Quinta Citv Hall
Attended the Public Safety Blue Light Ceremony to honor fallen public
servants/first responders.
Dec 4 Parks 8� Recreation Commission Meetin�
Attended the City's Parks & Recreation Commission meeting.
Meetina with Mavor Saieael and Ken Schwartz to Meet new General
Manaaer of Marriott's Desert Sprin�ts
Met the new General Manager of the Marriott Desert Springs, Ralph
Scatena, who has replaced Ken Schwartz. Discussed the tent relocation
process and permits as well as the City's participation in a meeting planner
significant FAM trip to Marriott Desert Springs.

Dec 5 Meetinq with Representatives of Citv of Indian Wells and Palm Desert
Citv Staff RegardinQ Cove Commission Forensic Technician Cost
Formula
The Palm Desert Police Department has idantified a need for a Forensic
Technician to assist in solving crimes in Palm Desert, specifically burglary
crimes. It is estimated that this position should be shared with Rancho
Mirage and Indian Wells for greater efficiency. Staff is negotiating the cost
sharing formula.
Dec 6 Staff Meetinq
Bi-weekly meeting to review City Council Agenda.
Meet and Confer with Deaartment of Finance on Low/Moderate Income
Housina Fund Due Diliaence Review
The Palm Desert Successor Agency held a meet and confer conference call
with Department of Finance staff. Palm Desert believes the meet and confer
went well, which should help with our housing fund balance.
Recoanition Ceremonv at Citv of Indian Wells for Retirinq
Councilmember Larry Spicer and Outqoin� Mavor Pro Tem Bill Powers
Attended the Indian Wells City Council Meeting where Mayor Bob Spiegel
presented Bill Powers and Larry Spicer with proclamations from the City of
Palm Desert.
Meetinq with Patricia Kwon of South Coast Air Qualitv Mana�ement
District Re�ardin� Installation of Charpinq Station at the Parkview
Office Buildinq
Staff is working with SCAQMD for a charging station at the Parkview Office
Complex and an upgrade of the San Pablo/Civic Center charging station.
Dec 7 Meetin� with Mavor Spies�el and Citv Attornev
Weekly meeting to discuss citizen concerns and address issues brought up
during the week.
Meetina with Lt. Bill Sullivan
Met with Lt. Bill Sullivan regarding the Forensic Technician position.
Meetinq with Councilmember Harnik, Citv Attornev, and Citv Clerk to
Review Citv Council Aqenda Process
Councilmember Jan Harnik is likely to be the next Mayor and wanted to go
over the Agenda with the City Clerk, City Attorney, and City Manager.

Dec 10 Meeting with Mark Greenwood reaardina General Public Works Issues
Discussed the status of the "free" right turn at Highway 111 and Fred Waring
Drive. City needs to move relatively quickly on the right-of-way acquisition to
encumber CMAQ funds.
Executive Manaqement Meetinp
Weekly meeting with the Management Team.
Meeting with Citv Staff to Discuss Wildan Nexus Studv Reaardina
Vehicle Impact Fee
Wildan completed a Nexus Study on the impact of solid waste and recycle
trucks on local roads. Ultimately, the purpose of this study is to legitimize the
franchise fee and include road repair costs in the franchise agreement for the
next agreement.
Dec 11 Desert Willow President's Meetinq
Reviewed and discussed the November 2012 reserves and expenditures.
Also discussed several capital projects.
Conference Call with Citv Staff and Bruce Bedip of Silver Spur Mobile
Home Park
The Indian Springs Mobile Home community owner, Bruce Bedig, is in
arrears on payments to Burrtec for their solid waste and recycling services.
City staff is attempting to mediate the dispute between Mr. Bedig and
Burrtec.
Dec 12 Emplovee Evaluation
Completed another employee evaluation.
Housin� Commission Meetinq
Attended the Housing Commission meeting, as it did not conflict with Public
Safety Commission this month.
Dec 13 Meetinq with Sister Cities Foundation and Citv Staff Res�ardinq Ixtapa-
Zihuataneio MaYor Visit in January 2013
The Mayor of Zihuatanejo and 11 other dignitaries from Zihuatanejo will visit
Palm Desert January 22-24, 2013. Discussed the itinerary of the visit with
Palm Desert Sister City representatives Rosemary Ortega and Mark Talboys.
Desert Willow Academv Siqnaae
City staff and Kemper staff have discussed increased visibility for the Desert
Willow Academy on Portola Avenue, with the intent of increasing sales. Staff
discussed size and location of signage to ensure visibility in both north and
south directions.

Economic Development staff and I discussed the EI Paseo Hotel LLC
(Windham) proposal with Richards Watson & Gershon regarding
development agreement and prevailing wage.
Meetin� with Mavor Spieael and Phil Rosentrater, Deputv Director of
Riverside Countv EDA, Res�ardins� the Salton Sea
Discussed the County of Riverside and Salton Sea Authority's plan for
cleaning/stabilizing the Salton Sea along with potential phasing and funding
option with County Economic Development Agency.

Dec 17 Executive Manaqement Meetinq
Weekly meeting with the Management Team.
Discussion of Strateav for Emplovee Interactive Process Meetin�
The City participated in an interactive process to determine if the City could
accommodate an employee's disability related to a Worker's Compensation
claim. Due to the doctor report, met with Human Resources and Public
Works to determine what restrictions, if any, we could accommodate.
Emplovee Interactive Process Meetinq
Met with the employee on leave and his attorney to discuss options.
Meetinq with Citv Staff Reqardinq Desert Willow Golf Academv
Reviewed the financials and the business plan for the Desert Willow Golf
Academy. Kemper Sports Management and City staff discussed how to
make the Golf Academy more profitable.
Dec 18 Teleqhone Interviews — Buildinct Inspector Position
Interviewed the top three candidates for Building Inspector I by phone due to
one candidate located in Washington State and one candidate in Modesto.
The City made a job offer to the best suited candidate.
Conference Call Reaardinq Low-Moderate DDR
The State Department of Finance has rejected two items on the Low-
Moderate Housing Due Diligence Report. Discussed the strategy with RDA
attorneys to seek DOF to accept DDR's two issues.
Dec 19 Meetin� with Citv Attornev Re�ardin� Larkspur Hotel Site
Discussed the issue of land saleltransfer and prevailing wage issues with
RDA attorneys related to the hotel proposal and Larkspur lot.

Dec 20 Redevelopment Transition Team Meetinq
Developed the Agenda for the January 7, 2013, Oversight Board Meeting.
Meetins� with Dick Baxlev, Mavor Harnik, Councilman Tanner, and Citv
Staff Rectardina Vacant Land in the North Sphere Owned bv John
Bialev of Urban Housinct
Meeting to discuss parcel of land in North Sphere zoned for higher density
development
Meetins� with Newlv Elected Councilmembers Van Tanner and Susan
Marie Weber Re�aardinq Brown Act and Citv Bud�et
Discussed with the two new Councilmembers the City's budget and finances
as well as the roles of the City Manager and staff. The City Clerk and City
Attorney also shared information about the Brown Act, conflicts of interest,
and Agenda process.
Dec 21 Meetinq with Mavor at Citv's Corporation Yard
Toured the Corporation Yard with Mayor Harnik, Mark Greenwood, and
Carlos Hernandez.
Meetinq with Mavor, Mavor Pro Tem, and Citv Attornev
Weekly meeting to discuss citizen concerns and address issues brought up
during the week.
Meetinq with Leonard Wolk and Citv Staff Re�ardin� Starwood PAF
Mr. Wolk worked on the original Project Amenity Fee (PAF) calculation with
RDA. Therefore, Mr. Wolk explained the calculation and formula for PAF
increases.
Dec 26 Aquatic Center Committee Meeting
Discussed the November and December revenues and expenses as well as
two capital expenses -- the Colorado Timing System and shade structures.
Dec 28 Meetin�t with Mavor, Mavor Pro Tem, and City Attornev
Weekly meeting to discuss citizen concerns and address issues brought up
during the week.
