Recommendation
By Minute Motion: Receive and file the Report pursuant to Section 33080.1 of the
Health and Safety Code.
Backaround
On December 28, 2012, a copy of the Annual Report pursuant to the Health and Safety Code
33080.1 was delivered to the City Council/Agency Board. The Health and Safety Code requires
that every redevelopment agency presenThf annual report to its legislative body within six
months of the end of the Agency's fiscal year. This report is a compilation of seven (7)
independent reports which consist of the following:
1. The independent financial audit report for the Agency's previous fiscal year, including the
Agency's Low and Moderate Income Housing Fund, with the opinion on the Agency's
operations and financial position, pursuant to Section 33080.1 and Section 33334.12
(subdivision g) of the Health and Safety Code, meeting audit guidelines.
2. The Agency's financial reports including:
a. A fiscal statement for the previous fiscal year that contains the following
information pursuant to Section 33080.5.
b. Enforceable Obligation Payment Schedule and Recognized Obligation Payment
Schedules
3. A description of the Agency's activities in the previous fiscal year affecting housing and
displacement, pursuant to Sections 33080.4 and 33080.7 of the Health and Safety Code
including:
a. Approved Housing Element and progress
b. Reports explaining Agency programs and projects

4. A description of the Agency's progress including specific actions and expenditures in
alleviating blight in the previous fiscal year, pursuant to Section 33080.1 of the Health
and Safety Code including:
a. Project Status Report describing projects up to June 30, 2012
b. A spreadsheet with the time limits for the project areas.
5. A status report on all loans made by the Agency that are $50,000 or more that in the
previous fiscal year were in default or not in compliance with the terms of the loan
approved, pursuant to section 33080.1 of the Health and Safety Code.
6. A description of the total number and nature of properties that the Agency owns and
those acquired in the previous fiscal year, pursuant to section 33080.1 of the Health and
Safety Code.
7. Any other information, pursuant to Section 33080.1, that the Agency believes useful to
explain its programs.
In addition to the requirements and reports noted above, and pursuant to Health and Safety
Code Section 33125.5 the City Clerk's Office maintains minutes or other records of the
proceedings of public meetings, and so they are available to the public. Pursuant to Health and `t
Safety Code Sections 33126 and 33130, rules and regulations covering all employees are on
file with the office of the City Clerk as Sections 2.56 and 2.52 of the Palm Desert Municipal
Code.
The report is to be reviewed and any necessary action taken by the City Council/Agency Bard
no later than its first meeting occurring more than 21 days from receipt of the report. his
should occur at the City Council/Agency Board's second meeting in January.
