At its meeting of October 25, 2012, City Council approved the 2013 AEG Amgen Bike
Tour of California, designated street closures, and in -kind police and public works
support for the event with the understanding that the event would be brought back
before City Council once the course and other details were finalized.
Since October, AEG has been working with the various cities and counties, to finalize
the course and other details relative to the event. Attached is a copy of the final course
map relative to the southern section of the tour that will travel through the Coachella
Valley. The Palm Desert course is as follows:
• Riders will head northbound on Hwy 74
• Turn eastbound (right) onto El Paseo
• Make a U-turn at San Luis Rey
• Remain on El Paseo and head west to Highway 111
• Turn left onto Highway111
• Proceed westbound (left) onto Hwy 111 to Rancho Mirage
Since riders are moving quickly, event sponsors utilize CHP motors, course marshals,
and local police to block streets and intersections and watch the course as riders come

through. All riders are estimated to have completed the Palm Desert segment of the
race within 30-40 minutes. As such, the organizers do not require actual street
closures, unless the individual city requires such. After reviewing the plans and meeting
with event organizers, staff does not recommend full street closures for this event.
In addition, along El Paseo there is planned what is called a timed sprint (a race within a
race), which is approximately 200-300 meters. The El Paseo route, as well as the timed
sprint, provides the City with an opportunity to promote this location as a viewing and
activity area. Staff will meet with the El Paseo Merchants Association to determine their
interest in supporting this event through organization of activities on the street that will
feature their businesses and the City in a positive Tight.
Since AEG controls the commentators and can insert key facts and highlights about
each participating jurisdiction, City staff will work to ensure that our community is
featured during our leg of the race. Staff will also promote the event through the
BrightSide, press releases and additional PR resources, as well as work with local
media and AEG to promote any activities that are planned for May 13.
The following agencies are participating as follows: Palm Springs Resorts has agreed
to provide the required hotel rooms, the CVB approved $25,000, and Palm Springs, the
County, and other participating cities have approved in -kind services similar to Palm
Desert. As previously noted by AEG, the true benefit to communities is the extensive
marketing components and the opportunity to highlight our community. Staff has
reviewed the potential marketing exposure and believes that the proposed in -kind
services are worthy of the investment. This event provides the City with an opportunity
to be involved with an up and coming, highly visible sporting event that is gaining
recognition, as well as an opportunity to promote Palm Desert and the Coachella Valley
as a top tourism destination.
Background:
The event is scheduled for May 12 — 19, 2013, and travels from Southern California to
Northern California. The southern portion of the event will start in Escondido on the first
day (May 12th) and on the second day (May 13th) riders will start in Murrieta and end at
the Palm Springs Convention Center. Riders are anticipated to be in Palm Desert
between 2:30 — 3:30 p.m. From this point, riders will continue traveling north until they
reach the San Francisco area where the tour will end. The tour is an eight (8) day event
traveling approximately 800 miles with prize money of $175,000. There are an
estimated 130 riders (16 teams), 260-300 support staff, and 300 vehicles traveling
together for the duration of the tour. The City of Palm Springs and the Palm Springs
Resorts (for hotel rooms) will be the host/finish line community for our leg of the race.
The Tour of California started seven years ago (2006) and has emerged as America's
most important and popular cycling event. It is widely considered to be one of
professional cycling's most important and prestigious annual stage races. The race
continues to attract the world's best cyclists, including three of the world's top -four

cyclists and six of the world's top-10 teams participating in this year's race. In 2012, the
Amgen Tour of California was seen in person by millions of fans along the course, while
an excess of 3.5 billion consumer impressions were made worldwide via online, print,
radio, and television coverage. There was more than 44 hours of race coverage on
NBC and NBC Sports Network, and the race was broadcast in 216 countries and
territories around the globe, including 20 new territories that have been added since
2011.
Fiscal Analysis
The fiscal impact to support this event would be the in -kind police and public works
services in an amount not to exceed $10,000, which was previously approved by City
Council at its meeting of October 25, 2012. Once actual costs are determined for Police
and Public Works, staff will request a mid -year adjustment, if necessary.
