Authorize the City of Palm Desert's participation in a FY 2010 Homeland Security Grant Program (HSGP) Award Project for the purchase of one Iridium ExtremeT"" 9575 Satellite Phone and required service agreement. 2. Appropriate $1,500 from the Unobligated General Fund into Account No. 110-4130-411-2191 (Disaster-Emergency Account) and estimate revenue of$1,500 to account no. 110-0000-331-1201. COMMISSION RECOMMENDATION As this item is time sensitive, it was not brought to the Public Safety Commission. Staff will inform the Commission of the City Council's action in this matter at their next regularly scheduled meeting. Backqround The Riverside County Fire Department, Office of Emergency Services was awarded a FY 2010 Homeland Security Grant Program (HSGP). Under this award, funds are allocated to the City of Palm Desert for the purchase and reimbursement of one Iridium ExtremeT"' 9575 Satellite Phone as part of Project A— Satellite Phones Project. The Iridium Extreme is marketed as the only truly global mobile communications network. The phone's manufacturer indicates that it is the only mobile-satellite service offering gap- free, pole-to-pole coverage over every square inch of the Earth"s surface. The phone will be stored in the City's Emergency Operation Center and used only in emergency situations, as well as regular equipment testing. The phone purchase will be made under Riverside County Purchasing RFQ # FPARC-140, with vendor XSAT USA LLC. In order to be reimbursed for the satellite phone, it needs to be purchased, received, and paid for by February 15, 2013. All cities awarded a satellite phone are further expected to maintain a service agreement for their satellite phone purchase for one (1) year after the initial grant funded year of service, (annual cost of $444 per year per phone)for a total of two (2) years of phone activation.
