1. Authorize staff to proceed with one Community Emergency Response Team
(CERT) course, with instruction provided by the Riverside County Office of
Emergency Services (OES).
2. Appropriate $2,000 from the unobligated General Fund Reserves to
Account No. 110-4130-411-3090 for any costs associated with hosting one
CERT course.
Background
Staff recommends proceeding with a Community Emergency Response Team course in
the City of Palm Desert during the summer of 2013. In the past, these classes were held at
the College of the Desert and cost approximately $7,000-$8,000 for the classroom,
instructors, and course materials.
In an effort to reduce costs, staff recommends hosting a class at the Civic Center or other
acceptable City facility. Staff obtained two estimates for instructional costs to host one
20-hour course. One estimate from a previous instructional team was $4,000, and another
one provided by the County Office of Emergency Services (OES) was not to exceed
$2,000. County OES also indicated that the materials for this class (course binder and
backpacks) could be provided at no cost from a recent grant.
The maximum class size is 40, and staff recommends reserving half the class size to train
employees on CERT. The course would be open initially to Palm Desert residents only.
However, if there is vacancy a week before the course commences, non-residents would
be invited to attend.
No date has yet been set for this CERT course, but staff anticipates it will commence
either in early August or September, allowing ample time to properly advertise the class.
The 20-hour course would be conducted over five days, four hours each day in the
morning (M-F/8:00 AM -Noon).
