ORAL COMMUNICATIONS NONE IV. CONSENT CALENDAR Minutes of the regular meeting held on February 20, 2013. Upon Motion by Commissioner Darby and second by Commissioner Snyder, the Minutes of February 20, 2013 were approved unanimously. Art in Public Places Minutes March 20, 2013 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Councilmember Susan Marie Weber Ms. Schwartz reported that at its meeting of March 14, 2013, City Council approved the traffic signal cabinet project. The approval included two sets of cabinets along Fred Waring Drive and one set of cabinets near Palm Desert High School. There will be two separate RFQs as the stipulations for the cabinets at the high school will be different from those on Fred Waring Drive. Ms. Schwartz will contact the art department at the high school to find out if the teachers or students would like to be involved in the project. If they choose not to, Ms. Schwartz will send out an RFQ for that set of cabinets. She reduced the amount of the commission for the cabinet in front of the McCallum Theatre to $750 since there is only one cabinet and not two. Ms. Schwartz reported that the project of painting the walls (facing east) on the Community Center was continued to a date uncertain as the Desert Recreation District may remodel that building in the future. Ms. Schwartz will look at other areas of the building to see what other options might be considered for artwork. The City Manager has suggested another location that she will also take a look at. The RFP would require that the artist work with youth. B. PLANNING COMMISSION REPORT— Connor Limont Ms. Aylaian reported that at its meeting of March 19, 2013, the Planning Commission considered and approved a Conditional Use Permit for a new cell tower in the Temple Sinai parking lot. Several residents spoke against it as there was a concern of the "microwaves". C. ARCHITECTURAL REVIEW COMMISSION REPORT — John Vuksic Mr. Vuksic reported that the Architectural Review Commission considered a new color scheme for the previous J. Russell building at EI Paseo and San Luis Rey. The Commission reviewed a proposal for new signage at Desert Springs Marketplace. The signage at the corner of Cook and Country Club was approved but the balance of the 2 Art in Public Places Minutes March 20. 2013 package was continued so that the architect can improve the quality of the signage. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDERATION OF PROPOSALS FOR EXHIBITION IN THE PALM DESERT COMMUNITY GALLERY FOR THE 2013/2014 SEASON Ms. Schwartz reported that she received twenty five proposals from artists who applied to exhibit in the Palm Desert Community Gallery. The following artists sent in proposals. Careen Moore, Chip Miller, Daniel Kaufman, Diane Lynn Benanti, Donna Wester, Gary Rosenblum, Gideon Cohn, Grant McMillan, Irene Maloney, James Campbell, Janet Litton, Joan Loven, Michael Shimon, Regina Kirillov, Salle, Ed Seeberger, Suboken, Veronique Branger, William Cain, Patricia Sherwood, Burton Swope, Duncan Roseme, Russell Moch, Mohammed Wasif, and Shaheen Wasif. After reviewing the proposals, the Commission selected the following artists to exhibit in the Palm Desert Community Gallery. Suboken as a solo show; Gideon Cohn and Daniel Kaufman as a two person show; Careen Moore and Regina Kirillov as a two person show; and Gary Rosenblum, Grant McMillan, and James Campbell as a three person show. It was moved by Commissioner Hough and seconded by Commissioner Snyder to accept artists Suboken, Gideon Cohn, Daniel Kaufman, Careen Moore, Regina Kirillov, Gary Rosenblum, Grant McMillan, and James Campbell as the artists who will exhibit in the Palm Desert Community Gallery for the 2013/20i4 season. Motion carried unanimous/y. B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY . The following artists applied to be included in the City of Palm Desert's Artist Registry. Joe Sackett, John Zylstra, Mark Kratohvil, and Casto Solano. 3 Art in Public Places Minutes March 20. 2013 It was moved by Commissioner Bussing and seconded by Commissioner Miller to include artists Joe SackeK, Mark Kratohvil, and Casto Solano into the City of Palm Desert's Artist Registry. Motion carried unanimously. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Schwartz reported that the Student Art and Essay Contest is currently on display in the Community Gallery. The upcoming exhibition is artist Ronald Backer who will show historical paintings of Palm Desert which coincides with Desertscapes. B. Docent Program Ms. Schwartz stated that the Docent Program is still going strong. C. Desertscapes Ms. Schwartz announced the new Desertscapes website, Desertscapes.net, is now available for event information. Ms. Schwartz circulated the threefold Desertscapes brochure to the Commissioners. D. Film Series • Ms. Schwartz reported that WASTELAND will screen at UCR on Thursday, March 21 at 6:00 p.m. as part of the Public Art Documentary Film Series. Karen Riley from the S.C.R.A.P. Gallery and Lisa Soccio from College of the Desert will speak after the film. 4 Art in Public Places Minutes March 20. 2013 E. Student Art and Essay Contest The Award Ceremony is Wednesday, April 3 at 6:30 p.m. in the Council Chamber. XI. REPORTS AND REMARKS A. STAFF Ms. Schwartz reported that she visited the Palm Desert Library to look at areas that might be available for public art. She looked in the periodical reading area and thinks that it might be a good location for framed artwork but would not be a good location for commissioned artwork. She is still trying to get in touch with the Librarian. B. COMMISSION MEMBERS NONE XI.
