V. APPROVAL OF MINUTES
A. MINUTES of the Youth Committee Meeting of March 4, 2013
Rec: Approve as presented.
Upon motion by Member Daniel Sanford, and second by Member Roman
Bloch, the Minutes of March 4, 2013, were approved as presented. Motion
carried by unanimous vote.
VI. NEW BUSINESS
A. APPOINT Youth Committee Member(s) to lead the Pledge of Allegiance
and provide a brief update on the Committee at the Thursday, April 11,
2013, Palm Desert City Council Meeting
Upon motion by Member Andrew Mehta, and second by Member Taylor
Schmidman, Youth Committee Chair Julien Bloch was appointed to represent the
Committee at the Palm Desert City Council meeting on Thursday, April 11, 2013.
Motion carried by unanimous vote.

VIII. CONTINUED BUSINESS
A. REPORT of Subcommittee Assignments
1. Blood Drive — Follow up
Member Schmidman stated that she felt the Blood Drive went very
well. Ms. Lawrence reported that 23 people attempted to donate
blood and 18 pints were collected. She thanked Member Schmidman
for donating blood for the first time and also relayed appreciation to
members Julien Bloch, Roman Bloch, Cassidy Quilling, Wes
Wohlmuth and Josie Ygnatowiz for bringing their family members in
to donate.
2. Youth and Senior Technology Training at the Fountains at the
Carlotta
Chair Bloch reported that this event is scheduled to take place on
Saturday, April 27, from 2 p.m. to 4 p.m., at the Fountains at the
Carlotta. He noted however that those assisting should plan to arrive
around 1:30 p.m. for set-up. Member Mehta indicated that members

do not need to be "technology experts" to assist with this event and
Ms. Lawrence relayed that the facility coordinator plans to send over
a list of topics in advance that their residents are interested in such
as learning more about social networking and/or how to use their
iPads, tablets, laptops, smart phones, etc.
3. Car Wash Fundraiser for Shelter From the Storm
Member pon Sandoval reported that the car wash is scheduled for
Saturday, May 18, from 9 a.m. to 1 p.m., and that it is being heavily
promoted so a large turnout is expected. He also noted that tickets
will be sold in advance and more details would be available at the
May Youth Committee meeting. Ms. Lawrence added that she spoke
with the advisor for Riverside County's Youth Advisory Council (YAC)
and they are very interested in collaborating with the Youth
Committee on this event. She stated that another subcommittee
meeting, to include YAC members, will be held towards the end of
April.
4. Anti-Bullying Campaign/Assemblies
Member Zannie Murphy relayed that next school year, the
subcommittee will focus the anti-bullying campaign on elementary
school students, specifically those attending afterschool programs.
She added that they may also be working with Mr. Devlin at Palm
Desert High School to put something together for his health class.
Member Murphy mentioned that next school year, in effort to move
things forward, the subcommittee plans to meet once per month.
5. Legislative Subcommittee
Co-Chair Jason Rosenblum reported that the Youth Committee's
Legislative Subcommittee held its first meeting last month to discuss
SB 194, as requested by the City's Legislative Committee. He
indicated that after review, the Subcommittee's written
recommendation was sent to Ms. Lawrence to submit on their behalf.
Ms. Lawrence mentioned that after forwarding the recommendation
to City staff member Stephen Aryan, he questioned the
Subcommittee's stance which was that they did not see any major
changes. Mr. Aryan noted one substantial change that he thought
the Subcommittee may be opposed to was the proposal that minors
not be able to use hands free devices, such as Bluetooth, while
driving even if it is already installed and synced with a vehicle. Upon
further discussion, Ms. Lawrence cited the section of SB 194 that
states "this bill would prohibit a person who is under 18 years of age
from using an electronic wireless communications device as defined,

even if it is equipped with a hands free device." In light of this, Ms.
Lawrence questioned if the Subcommittee would like to review the
proposed changes again, as well as the current law and submit an
amended recommendation to the City's Legislative Committee. Chair
Bloch and Co-Chair Rosenblum agreed that they would confer and
submit a revision to their initial recommendation.

X. REPORTS AND REMARKS
A. COMMITTEE MEMBERS
1. Sister Cities Update
Ms. Lawrence asked Member Schmidman if there had been an�r
discussion on the Sister Cities Foundation's Annual September 11t
Concert in the Park. Member Schmidman stated that this event has
not yet been discussed at their monthly meetings. Ms. Lawrence
suggested that Member Schmidman bring this event up at the next
Sister Cities meeting so that she can report back to the Youth
Committee in May as to if their assistance will be needed. Ms.
Lawrence indicated that the first Youth Committee meeting of the
school year occurs two days before the usual event date which may
not be enough time to recruit members to assist if needed.
B. STAFF
Ms. Lawrence reminded members that Supervisor John BenoiYs office
invited them to participate in Riverside County's Youth in Government
Day. She noted that the deadline to sign-up is approaching and
encouraged members to attend. Ms. Lawrence also thanked members
Daniel Sanford, Michelle Dan, Jessica Kozlak and Victoria Delapaz for
signing up to assist with the Senior Inspiration Awards which is also
coordinated by Supervisor Benoit's office.
Ms. Lawrence relayed that she would follow up with the City's Information
Systems Manager regarding status of the Youth Committee's website so
that she can meet with members Andrew Mehta and Don Sandoval to
discuss updating and adding content before it goes live.

Ms. Lawrence reported that there would be four vacancies on the Youth
Committee for next school year. She noted that as a result, at the City
Council meeting on May 9, four alternate members would be appointed to
serve on the Youth Committee. She reminded atternates of the points
system and stated that those being appointed will be announced at the
May Youth Committee meeting.
Upon majority vote, it was decided that the June Youth Committee
meeting would be cancelled. Ms. Lawrence reminded members that she
usually orders food for the last meeting of the school year. Upon majority
vote, California Pizza Kitchen was selected to be served at the May
meeting. During discussion, special requests for salads without cheese
and bread, dressing without soy, and gluten free items were noted.
Reminding members of last year's final meeting of the school year fiasco,
Ms. Lawrence urged members to attend this meeting so that they would
have a quorum to proceed.
Ms. Lawrence indicated that Youth Committee Chair and Co-Chair
elections for next school year would take place at the September meeting.
She also thanked Committee members for their improvement with
communication regarding meetings, events, and other items and stat�d
the importance of inembers responding to emails, Facebook posts, and/or
phone messages noting that it helps the Committee maintain
professionalism.
XI. ADJOURNMENT
Upon motion by Member Mehta and second by Member Jessica Kozlak,
Chair Bloch adjourned the meeting at 6:25 p.m.
