Draft Minutes of Outside Agency Committee meeting of May 28, 2013
By Minute motion, that the City Council:
1. Approve the award of charitable contributions in the amount of $190,000 to the
agencies listed herein with associated restrictions and conditions; and
2. Authorize the Mayor to execute agreements with said agencies for awarded
funding.
Backqround
Applications for the Outside Agency/Charitable Contributions Funding were made available on
the City's website in January 2013. Completed applications were received by the deadline of
March 29, 2013 and a summary of those requests are listed below. Due to the state of the
economy and the expected reduction in available funds in the City's budget, staff has carefully
considered all of the submitted requests and proposes that awards be made with the awareness
of future budget restrictions.
Staff considered the previously allocated budget of $190,000 when reviewing the received
requests. For the Fiscal Year 2013/2014 process, a total of $440,182 was requested from
various organizations, a 45% increase over the previous year's total of $303,558.
The Outside Agency Funding Committee met in May 2013 to review the applications and
recommendations. After careful consideration, the Committee recommends the following
awards for matching funds to Palm Desert's public schools:

The Committee has reviewed and considered all requests for funding and recommends that the
City Council approve funding to the above-listed organizations as presented.
Fiscal Impact
Approval of this request will result in the above-listed agencies receiving the designated
amounts as a charitable contribution for FY 2013/2014.

Chairman Gibson called the meeting to order at 11:00 a.m.

MOTION made by Member Wohlmuth and seconded by Member Hargreaves to
approve the Minutes of the April 5, 2012 meeting as submitted. Motion approved 3-
0, with Members Harnik and Benson abstaining.

A. REQUESTS FOR OUTSIDE AGENCY FUNDING
Member Gibson reminded the Committee that the Outside Agency budget was

$190,000, to be allocated as the Committee deemed appropriate.
1. CARTER ELEMENTARY PTO — Reauest in the amount of $3,000
MOTION was made by Member Harnik, seconded by Member Wohlmuth
and unanimously approved to recommend to the City Council that funding
be approved in the amount of $3,000.
2. PALM DESERT HIGH SCHOOL FOUNDATION — Reauest in the amount
of $7, 500
MOTION was made by Member Hargreaves, seconded by Member
Benson to recommend to the City Council that funding be approved in the
amount of $7,500. Motion passed with Members Wohlmuth and Harnik
abstaining.
3. PALM DESERT CHARTER MIDDLE SCHOOL PTO — Request in the,
amount of $5,000
MOTION was made by Member Harnik, seconded by Member Wohlmuth
and unanimously approved to recommend to the City Council that funding
be approved in the amount of $5,000.
4. WASHINGTON CHARTER PARENTS CLUB FOUNDATION — Request
in the amount of $15,000
MOTION was made by Member Harnik, seconded by Member Wohlmuth
and unanimously approved to recommend to the City Council that funding
be approved in the amount of $3,000.
5. CHILDREN'S DISCOVERY MUSEUM OF THE DESERT — Request in
the amount of $10.000
MOTION was made by Member Wohlmuth, seconded by Member
Benson and unanimously approved to recommend to the City Council that
funding be approved in the amount of $7,500.
6. COACHELLA VALLEY REPERTORY — Request in the amount of �5,000

be denied.

MOTION was made by Member Harnik, seconded by Member
Hargreaves and unanimously approved to recommend to the City Council
that funding be denied.
10. DESERT SAMARITANS FOR SENIORS — Reauest in the amount of
$11,000
MOTION was made by Member Harnik, seconded by Member Benson
and unanimously approved to recommend to the City Council that funding
be denied.
11. FAMILY YMCA. SUMMER PROGRAMS & AQUATIC CENTER
SCHOLARSHIP — Reauest in the amount of $20,000 �
MOTION was made by Member Harnik, seconded by Member Benson to
recommend to the City Council that funding be approved in the amount of
$12,500. Motion passed 4-0 with Member Hargreaves abstaining.
12. FAMiLY YMCA, JEAN BENSON CENTER — Reauest in the amount of
$40, 000
MOTION was made by Member Harnik, seconded by Member Wohlmuth
and unanimously approved to recommend to the City Council that funding
be approved in the amount of $40,000.
13. FRIENDS OF THE CULTURAL CENTER (MCCALLUM THEATREI —
Reauest in the amount of $50,000 for three vears
MOTlON was made by Member Benson, seconded by Member Harnik
and unanimously approved to recommend to the City Council that funding
be approved in the amount of $25,000.
14. FRIENDS OF THE DESERT MOUNTAINS — Reauest in the amount of
5 000
MOTION was made by Member Wohlmuth, seconded by Member Harnik
to recommend to the City Council that funding be approved in the amount
of $2,500. Motion passed 4-0 with Member Hargreaves abstaining.
15. HISTORICAL SOCIETY OF PALM DESERT — Reauest in the amount of
$33,054
MOTION was made by Member Wohlmuth, seconded by Member
Benson and unanimously approved to recommend to the City Council that
funding be approved in the amount of $25,000.

16. PALM DESERT SISTER CITIES FOUNDATION — Request in the amount,
of $35, 500
MOTION was made by Member Wohimuth, seconded by Member Harnik
and unanimously approved to recommend to the City Council that funding
be approved in the amount of $30,000.
17. PALM SPRINGS CULTURAL CENTER — Reauest in the amount of
$13,750
MOTION was made by Member Wohlmuth, seconded by Member Harnik
and unanimously approved to recommend to the City Council that funding
be approved in the amount of $2,500.
18. RSVP — Reauest in the amount of $8,000
MOTION was made by Member Benson, seconded by Member
Wohlmuth and unanimously approved to recommend to the City Council
that funding be approved in the amount of $2,000.
19. SEA AND DESERT INTERPRETIVE ASSOCIATION — Request in the,
amount of $5.000
MOTION was made by Member Harnik, seconded by Member Wohlmuth
and unanimously approved to recommend to the City Council that funding
be denied.
20. SHELTER FROM THE STORM — Request in the amount of $100,000
MOTION was made by Member Wohlmuth, seconded by Member
Benson and unanimously approved to recommend to the City Council that
funding be approved in the amount of $19,500 with the stipulation that the
agency must provide a year-end report indicating the total number of
individuals assisted and the city to which they transitioned upon exit,
while maintaining the confidentiality of their clients.
21. VIRGINIA WARING INTERNATIONAL PIANO COMPETITION — Request
in the amount of $20,000
MOTION was made by Member Wohlmuth, seconded by Member Harnik
and unanimously approved to recommend to the City Council that funding
be approved in the amount of $5,000, with the requirement that at least
performance be presented at the Palm Desert High School Performing
Arts Center.
