Wohlmuth, City Manager DATE: June 13, 2013 Recommendation 1. By Minute Motion, Receive and File Information related to Envision Palm Desert 4 Forward Together, the City of Palm Desert's new strategic plan. Background In February, the Palm Desert City Council approved the first step in the effort to develop a new strategic plan for our City by approving a contract with the nonprofit National Civic League to facilitate the strategic planning process. At the National Civic League's direction, this process began with the identification of an Initiating Committee made up of community members who represent various key entities and sectors in Palm Desert including College of the Desert, the McCallum Theatre, the Chamber of Commerce, and more. The Initiating Committee was assigned the responsibility of working out the logistics of the strategic planning process, including establishing a meeting schedule and naming the effort — Envision Palm Desert 4 Forward Together. The Initiating Committee also identified key community stakeholders who should be invited to participate in the strategic planning process. All Palm Desert residents and business people were also invited via an article in the BrightSide newsletter to share their input by nominating themselves or others as volunteer stakeholders. As a result of these outreach efforts, more than 100 community members representing diverse interests, backgrounds, and viewpoints have volunteered to serve as stakeholders and share their knowledge, experience, and insight to help produce a community -wide vision for the next 20 years. g:'rda\david hermann\word files\strategic plan\strategic plan update staff report 06-13-2013.doc Staff Report Utility Undergrounding in Palm Desert June 13, 2013 Page 2of2 On May 22, these stakeholders met with National Civic League representatives and select City staff at Desert Willow Golf Resort as part of an initial kick-off meeting to learn about the process and discuss issues affecting the City's future. The City Council, along with community stakeholders and participating staff, were also invited to complete an online survey to identify opportunities and challenges facing Palm Desert. Going forward, stakeholders will be assigned to committees that will discuss important community topics such as Economic Development; Land Use; Education; Tourism and Marketing; Energy and Sustainability; Parks and Recreation; Transportation; Arts and Culture; and Public Safety. Staff will work with these committees to answer questions and provide the information they need. The stakeholder meeting phase of the process is scheduled to conclude in December of this year. A blue ribbon panel of community leaders serving as the Strategic Plan Steering Committee will then use the input from these committees to help create the strategic plan document, which will ultimately come before the City Council for its review. Envision Palm Desert 9 Forward Together will be the City's fourth strategic plan since its incorporation in 1973. Accomplished goals from past strategic plans include the creation of the Civic Center/Civic Center Park complex, the establishment of Palm Desert as a Charter City and, most recently, the completion of a new Aquatic Center. Like other California cities, Palm Desert has experienced dramatic changes in recent years, including the loss of redevelopment. This new reality presents challenges and an opportunity to reevaluate where Palm Desert is headed. A strategic plan will help do this by identifying specific goals and objectives and outlining ways to get there. The process will be creative, forward thinking, and reflective of a shared desired future for Palm Desert. It will also build consensus about Palm Desert's direction and priorities for the future, and encourage community -wide ownership of the vision and action plans.
