IV. CONSENT CALENDAR
Minutes of the regular meeting held on October 17, 2012.
Upon Motion by Commissioner Hough and second by
Commissioner Miller, the Minutes of October 17, 2012 were approved
unanimously with Commissioner Darby absent.

V. DISCUSSION ITEMS -
A. ORAL REVIEW OF CITY COUNCIL ACTION
Ms. Schwartz reported that the developer of Oracle Plaza
located at 73-585 Fred Waring is requesting the
reimbursement of the public art fee for "Wisdom Given" by
Alexander Bashta, III. It will be on the City Council agenda
at its meeting of January 24, 2013 for approval of the public
art fee reimbursement.
Ms. Schwartz reported that at its meeting of January 10,
2013 City Council appointed Councilmembers to serve as
liaisons to the City's Committees and Commissions.
Councilmember Susan Marie Weber was appointed to the
Art in Public Places Commission. She could not attend
today's meeting as she is out of town. Staff put together a
packet of information for her on the Public Art program so
she can familiarize herself with the department and the role
of the Commission.
Commissioner Thompson suggested that the Art in Public
Places Commission send a Thank You note to Bill Kroonen
for his support of the art program during his term as
Councilmember. She will bring a card to the next meeting,
have the Commissioners sign it, and mail it to him.
B. PLANNING COMMISSION REPORT— Sonia Campbell
Ms. Campbell reported that at its meeting in December, the
Planning Commission approved and recommended to City
Council the extension of Whole Foods and Nordstrom's
Rack at 111 Town Center shopping plaza.
The Planning Commission recommended to City Council the
approval of an amendment to Title 25 of the Palm Desert
Municipal Code zoning regarding massage restrictions. Ms.
Aylaian added that the State has recently changed the way it
is licensing and regulating massage establishments and
Palm Desert will do the same.
Ms. Campbell announced that she will no longer serve as
the liaison for the Art in Public Places Commission. Connor
Limont was appointed by the Planning Commission to serve
as the liaison for the Art in Public Places Commission. The
Commission members and staff thanked Ms. Campbell for

the great job she has done while serving as liaison on the
Commission.
C. ARCHITECTURAL REVIEW COMMISSION REPORT —
John Vuksic
Mr. Vuksic reported that the Architectural Review
Commission reviewed and approved the following. The
paint color for the bungalows on San Pablo Avenue; awning
and paint color for the Premier Building on EI Paseo
immediately east of the Gardens on EI Paseo; a new awning
for the Pink Club on EI Paseo; signage for Whole Foods;
minor architectural fa�ade enhancements at Desert Springs
Marketplace located on Country Club and Portola; and
fa�ade changes at Applebee's on Frank Sinatra.
D. PALM SPRINGS ART MUSEUM IN PALM DESERT
REPORT—ARLENE AMICK
Ms. Amick handed out rack cards about the Museum and
information on the sculptures installed in the Eric Johnson
Memorial Gardens. She also handed out postcards for Beg
Borrow and Steal, which will be at both the Palm Springs Art
Museum and the Palm Desert location. The Palm Desert
Museum will host a lecture called Ethical and Sustainable
Fashion on Thursday, January 17 and will participate in
Modernism Week as well as Fashion Week this year. The
Museum (Palm Desert) will host the opening night After
Party for the Saks Fifth Avenue runway show on March 15.
All nine sculptures have been installed in the Eric Johnson
Memorial Gardens. Upon question by Commissioner
Bussing, Ms. Amick responded that the attendance at the
Museum has increased but they do not have anything to
compare it to since the Museum has not yet been open for a
year. Krystal Glasman will give tours to school students on
Wednesdays that will include the Farmers Market.

VIF. NEW BUSINESS
A. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON
Commissioner Thompson nominated Commissioner Boren
to serve as Chairperson for 2013. Due to Vice Chairperson
Darby's absence, nominations for Vice Chairperson were not
voted on in order to give Commissioner Darby the
opportunity to retain her position as Vice Chairperson for
2013. Nominations for Vice Chairperson will be continued to
the meeting of February 20.
It was moved by Commissioner Thompson and
seconded by Commissioner Bussing to approve the
nomination of Commissioner Boren to serve as Chairperson
for 2013. Nominations for Vice Chairperson will be continued
to the meeting of February 20, 2013. Motion carried
unanimous/y with Commissioner Darby absent.
B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN
CITY OF PALM DESERT'S ARTIST REGISTRY
The following artists applied to be included in the City of
Palm Desert's Artist Registry. Carolyn Speranza, Merrill Orr,
Yossi Vardan, and Sjana Nanni.
It was moved by Commissioner Bussing and seconded
by Commissioner Hough to inc/ude artists Caro/yn Speranza,
Merrill Orr, and Yossi Vardan into the City of Palm Desert's
Artist Registry. Motion carried unanimous/y with
Commissioner Darby absent.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Portraits of the Desert is currently on exhibit in the
Community Gallery. The annual Student Art and Essay
Contest will be on display beginning February 14.
Ms. Schwartz noted that she is training Ms. Thompson on
how to hang the artwork in the gallery.
Ms. Schwartz is working on the Call for Artist for the next
gallery season; submissions will be due in March and will be
on the April agenda for the Commission's consideration.
B. Docent Program
Ms. Schwartz reported that twenty five people attended the
second Saturday January tour in Civic Center Park.
C. 2013/2014 EI Paseo Invitational Exhibition
Ms. Schwartz thanked the Commissioners who attended the
EI Paseo Invitational Exhibition dedication on Monday,
January 7. The artists who attended the dedication were
very happy with the event.
Ms. Thompson thanked Chairperson Snyder for introducing
the Mayor, Commission members, staff, and artists at the EI
Paseo Invitational Exhibition dedication on January 7.
D. Desertscapes
Ms. Schwartz reported that she is pleased with the
Desertscapes program this year. Several new community
partners such as Hidden Harvest and City of Palm Springs
have helped increase the level of the program. Hidden
Harvest has assisted with the Desertscapes website as well
as updating and improving the logo. The Committee is
working on a brochure that will replace the rack card that has
been available in the past. The City will sponsor a painting
workshop in the Civic Center Park on April 14 taught by
Elaine Mathews.

E. Student Art and Essay Contest
Ms. Thompson announced that the entries for the annual
Student Art and Essay Contest are due February 8.
Commissioner Thompson set up a meeting with Ms.
Thompson and the teachers at Lincoln Elementary School
hoping to get participation from them this year. Ms.
Thompson also met with the teachers at Washington Charter
School but still may not get 100 percent participation due to
the stricter school curriculum. She met with the English
teachers at Palm Desert High School who are very
enthusiastic about participating this year. The Award
Ceremony is Wednesday, April 3 at 6:30 p.m. in the Council
Chamber. She will have someone judge the artwork and
Commissioner Bussing has kindly offered to judge all of the
essays.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz reported that the contract for "Big Big Root"
has been signed by Melissa Morgan Fine Art and the artist.
The sculpture will be installed in the Civic Center Park near
the tot lot in approximately three weeks.
Ms. Schwartz reported that the first film (Lost Bird Projeci�
for the Public Art Film Series is January 17, at UCR. The
film's co producer and cinematographer will be there for the
Q&A.
Ms. Schwartz noted that she has one day passes to the
Palm Springs Fine Art Fair that coincides with Modernism
Week.
B. COMMISSION MEMBERS
Commissioner Hough reported that she will be on a
discussion panel at the Palm Springs Art Fair regarding
Museums and Money, and How to Donate to a Museum.
Commissioner Bussing, Commissioners, and staff thanked
Chairperson Snyder for serving as Chair in 2012.

Chairperson Snyder thanked the City of Palm Desert, City
Council, and staff for the good job on the public art program.
He added that staff did a great job with the EI Paseo
Invitational Exhibition dedication.
XI. ADJOURNMENT
Commissioner Thompson moved to adjourn the meeting at 9:58
a.m. Motion was seconded by Commissioner Bussing with
Commissioner Darby absent.
