REQUEST: AUTHORIZATION TO: ISSUE A REQUEST FOR QUALIFICATIONS
(RFQ) SEEKING ARTISTS TO CREATE ARTWORK FOR THREE SETS
OF TRAFFIC SIGNAL CABINETS ON FRED WARING DRIVE; AND
APPROVE FIVE (5) $100 HONORARIA TO FINALISTS TO CREATE
PROPOSALS FOR THE ARTWORK.

Recommendation
By Minute Motion: 1) Authorize Staff to issue a Request for Qualifications (RFQ)
seeking artists to create artwork for three traffic signal cabinets on Fred Waring Drive;
and 2) approve five honoraria in the amount of $100 each, for a total of $500, to five
(5) finalists to create proposals for the artwork. Funds are available in Account
Number 436-4650-454-4001.
Commission Recommendation
At its regularly scheduled meeting of February 20, 2013, the Art in Public Places (AIPP)
Commission unanimously recommended that the City utilize the RFQ process to
commission artists to create artwork for three sets of traffic signal cabinets along Fred
Waring Drive. The Commission considered a number of potential locations, and selected
three, with one alternate, on Fred Waring Drive in order to complement the existing art
corridor.
Executive Summary
In 2007, the City Council approved a painted traffic signal cabinet program for three sets of
cabinets on EI Paseo, and finro artists were commissioned to paint them. The project was
proposed as a temporary program so that staff could observe the cabinets to see how paint
withstood the summer heat. Many years later, the paint on the remaining cabinets have
successfully withstood the elements of the desert environment and is just now in need of
maintenance.
Staff is seeking to re-establish the program with the painting of cabinets at three new
locations. At its meeting on February 20, 2013, the AIPP Commission selected cabinets
along the Fred Waring corridor as the locations for the new program. The specific cabinets
they selected are a set of two located at Phyllis Jackson Lane and Fred Waring Drive, a set

of two located at Portola Avenue and Fred Waring Drive, and a single cabinet located at
College of the Desert and Fred Waring Drive. An alternate set of two cabinets located at
Town Center Way and Fred Waring Drive was also selected. Through discussion with the
Public Works Director, staff determined that the set of cabinets on Portola Avenue and Fred
Waring Drive may be removed in the future, and therefore staff recommends that the
cabinets on Portola and Fred Waring Drive not be painted, and the alternate set of cabinets
at Town Center Way and Fred Waring Drive be considered to be painted.
If approved, staff would send out an RFQ for the cabinet at College of the Desert and Fred
Waring Drive and the sets of cabinets at Town Center Way and Fred Waring Drive. From
the qualifications received, the AIPP Commission would narrow the selection to up to four
artists who would be paid an honorarium of $100 each to create proposals for the two sets
of cabinets. These proposals would be brought before the Commission and City Council
for design review and approval. The artist selected to paint the set of cabinets at Town
Center Way and Fred Waring Drive would receive a$1,500 commission to paint both
cabinets. There is only one cabinet at College of the Desert and Fred Waring Drive, so the
artist selected for that location would receive a$750 commission.
Since the cabinets located at Phyllis Jackson Lane and Fred Waring Drive are close to
Palm Desert High School, the AIPP Commission recommended that staff approach the art
faculty and students at the school to propose of design for those cabinets. If the project is
approved, staff will contact the high school to find out if the art faculty could take the lead
on the project, or if the City should bring in an artist to work with the students independent
of the high school faculty. If the high school faculty opts to work on the project, staff will
determine, with the teachers' input, if the honorarium and commission amounts should be
paid to the school or to the students directly. If the high school faculty is not available to
work on the project, an artist would be selected through the RFQ process to work on the
cabinets with input from the school.
The traffic signal cabinets would be maintained by the public art maintenance contractor, as
is standard for all City owned artwork. On occasion, traffic signal cabinets are hit by cars or
subject to vandalism, and if artwork on the cabinets sustains minor damage, staff would
work with the artist or appropriate agent to repair it. If artwork on a cabinet sustains major
damage, the City would reserve the right to use its discretion as to whether or not the artist
would be commissioned to re-paint it. The primary purpose of the traffic cabinets is to
remain as traffic control devices, and the City reserves the right to modify or remove art
installations as necessary in order to preserve the primary function.
Fiscal Analvsis
Approval of staff's recommendation creates $500 in honoraria, payable to five artists at
$100 each, for an artwork design proposal for the traffic signal cabinets. Funds for the
honoraria are available in Account Number 436-4650-454-4001.

At a later date, staff will return to City Council with the AIPP Commission's recommended
design proposals for review and final selection, after which time the two artists will be
contracted in the amount of $1,500 each for the cabinets at Phyllis Jackson Lane and Fred
Waring Drive and the cabinets at Town Center Way and Fred Waring Drive, and one artist
in the amount of $750 for the cabinet at College of the Desert and Fred Waring Drive, for a
total of $3,750 for the three projects. There will be additional costs, estimated at $1,200, to
prepare the cabinets for painting.

Request for Qualifications
Public Artwork for Traffic Signal Cabinets
(DEADLINE FOR ENTRIES — Thursday, May 9, 2013 at 4:00 p.m
ABOUT THE COMMISSION:
The City of Palm Desert is seeking artists to create artwork for traffic signal cabinets at
two locations along Fred Waring Drive, which is home to numerous large scale
sculptures. The painting of the traffic signal cabinets is intended to compliment the
area's already existing art program.
Artists are being asked to submit qualifications for the set of two cabinets located at
Town Center Way and Fred Waring Drive and a single cabinet located at College of the
Desert and Fred Waring Drive. If selected as a finalist, artists will receive an
honorarium to create designs for the cabinets at both locations. Selected artists will be
assigned their commission location.
MATERIALS:
Artists will be required to provide their own materials
paint or any material of their choosing upon approval
preparatory work on the cabinets prior to the painting.
SUBMITTAL DEADLINE:
Thursday, May 9, 2013 at 4:00 p.m. (receipt deadline)
and are requested to use One Shot
by the City. The City will perform the
PROJECT BUDGET:
•$750 for the signal cabinet at College of the Desert and Fred Waring Drive
•$1,500 for the set of signal cabinets at Town Center Way and Fred Waring Drive
ELIGIBILITY:
Open to artists in the Coachella Valley and surrounding area. Artists will adhere to
insurance requirements as recommended by the City's Risk Manager.
FINALISTS:
Five finalists will be selected to receive a$100 honorarium each to create a proposal.

• A current resume or CV, including current contact information.
• Up to 10 images of past work on CD, slides, color photographs, or jpegs (if
submitting via email) and corresponding image list.

August 22, 2013: Artist proposal selected by City Council
August 26, 2013: Selected artist notified and commencement of contracting
