Schwartz, Public Art Coordinator DATE: March 14, 2013 MEETING DATE 03 CONTENTS: Request for Qualifications - 2/CONIINUE.0 TJ.s 7 4I U/ t 2//) LJ PASSE 70 2NO READIN9 Recommendation By Minute Motion: 1) Authorize staff to issue a Request for Qualifications (RFQ) seeking an artist or artist team to work with youth to create artwork for the east facing walls of the Palm Desert Community Center; and 2) approve honoraria in the amount of $500 each, for a total of $1,500, to three (3) finalists to create a design proposal for the artwork. Funds are available in Account Number 436-4650-454-4001. Commission Recommendation At its regularly scheduled meeting of February 20, 2013, the Art in Public Places (AIPP) Commission unanimously recommended that the City utilize the RFQ process to commission an artist or artist team to work with youth to create an artwork for the east facing walls of the Community Center. Executive Summary At its meeting of July 24, 2012, the City's Parks and Recreation Commission suggested that artwork be commissioned for the east facing, exterior walls of the Community Center. These are the walls that front Civic Center Park. The staff liaison for the Parks and Recreation Commission approached public art staff with this suggestion, and after review of the location, staff took the proposal to the AIPP Commission for consideration. At its meeting of February 20, 2013, the Commission unanimously approved recommendation of the commission in the amount of $20,000. The artist or artist team will be selected through the RFQ process followed by a proposal process. Once selected, the commissioned artist or artist team would be required to develop a program that includes working in some capacity with the youth at the Community Center. The Contract No. C32680 Staff Report Community Center Mural Page 2 of 2 March 14, 2013 selected artist or artist team would be required to work with City and Desert Recreation District staff to determine the manner in which they will work with the Community Center's youth. City staff has spoken with staff from the Desert Recreation District, who are very interested in and excited about the potential project. To allow for a successful collaboration with the youth at the Community Center, staff suggests that the RFQ be restricted to artists or artist teams living in California, Arizona, or Nevada. After the three finalists' proposals have been received by staff, the AIPP Commission will review and recommend the top three proposals for review and selection by City Council for a commission amount of $20,000. The selected artist or artist team would be responsible for preparing the wall for the artwork. Artwork could be adhered directly to the wall and be made from paint, tile mosaic, or any other appropriate material. Projects could also be made on panels which are affixed to the wall. Fiscal Analysis Approval of staff's recommendation creates $1,500 in honoraria, payable to three artists at $500 each, for an artwork design proposal for the exterior, east facing walls of the Community Center. Funds for the honoraria are available in Account Number 436-4650-454-4001. At a later date, staff will return to City Council with the AIPP Commission's recommended design proposals for review and final selection, after which time the artist or artist team will be contracted in the amount of $20,000 for the project. No general fund money will be expended for the honoraria or final project commission. Wohlmuth, City Manager Request for Qualifications Public Artwork for the Palm Desert Community Center (DEADLINE FOR ENTRIES — Wednesday, May 8, 2013 at 4:00 p.m.) ABOUT THE COMMISSION: The City of Palm Desert is seeking an artist or artist team to create artwork for the exterior walls of the Palm Desert Community Center. Artist will be required to work in some capacity with youth from the Palm Desert Community Center on this project. All or part of the walls indicated in the image on page two can be utilized for the project. The Community Center building is located in the Civic Center complex at San Pablo Avenue and Fred Waring Drive. ABOUT THE PALM DESERT COMMUNITY CENTER: The Palm Desert Community Center is located in the City's 72-acre Civic Center Park, which is currently home to more than twenty pieces of public art. The Community Center, where youth participate in activities including dance, music, health, fitness, after school care, and summer camps, is run by the Desert Recreation District. MATERIALS: Artwork could be adhered directly to the wall or on panels that are attached to the wall, and be made from paint, tile mosaic, or any other material that is suitable to the desert climate, as approved by City staff. SUBMITTAL DEADLINE: Wednesday, May 8, 2013 at 4:00 p.m. (receipt deadline) PROJECT BUDGET: $20,000 ELIGIBILITY: Open to artists in California, Arizona, and Nevada. Artists with experience working with youth are encouraged to apply. FINALISTS: Three finalists will be selected to each receive a $500 honorarium to create a proposal. Artists will be required to make a site visit during the weeks of May 20 — June 8, 2013. TENTATIVE TIMELINE: May 8, 2013 at 4:00 p.m.: Qualifications due (receipt deadline, NOT postmark) May 15, 2013: Art in Public Places Commission to select three (3) finalists to create proposals May 20, 2013: Finalists notified May 20 — June 7, 2013: Artists' site visits (required) July 8 at 4:00 p.m.: Proposals due in office July 17, 2013: Proposals reviewed and ranked by Art in Public Places Commission August 22, 2013: Artist proposal selected by City Council August 26, 2013: Selected artist notified and commencement of contracting DISCLAIMER: The City of Palm Desert reserves the right to reject any and all submittals and to decline to award a contract for this project.
