By Minute motion, approve payment to CVAG for the operation of Roy's
Desert Resource Center in the amount of $103,000 for Fiscal Year 2013-
2014
Discussion
At its meeting of March 13, 2008, City Council approved the CVAG Homelessness
Committee's Homeless Strategic Plan. In addition, at the joint CVAG Executive
Committee, Technical Advisory Committee, and Homelessness Committee meeting of
September 29, 2008, approval of an "across the board" funding method for the
operation of Roy's Desert Resource Center was approved. It was agreed that the
contribution be limited to the amount determined using the total estimated operations of
Phase 1 in the amount of $1,023,805 for a ten (10) year period, which is congruent with
the Riverside County's Continuum of Care 10 Year Plan to End Homelessness.
The City of Palm Desert has funded Roy's $103,000 annually beginning in FY
2009/2010, and is included as part of the City's FY 2013/2014 budget process.

Fiscal Impact

2012 EMERGENCY SHELTER FACT SHEET
Roy's Desert Resource Center (aka Roy's), a multi-service homeless center in North Palm Springs, is the
first step in the Coachella Valley Association of Govemments' (CVAG) effort to address homelessness
' throughout the Coachella Valley. Roy's, named after the late 4"' District County Supervisor Roy wlson, is
located at 19531 McLane Street in Norfh Palm Springs where it is easily accessible from all Coachella
Valley cities (I-10/Indian Avenue exit). Roy's opened on December 21, 2009.
Clients at Roy's have access to a full range of services needed to move toward independence. These
services remove the sometimes insurmountable obstacle of traveling from one service provider to the next.
Average stay at Roy's is approximately 90 days.
Operations: Roy's is administered by CVAG staff through a contract with Jewish Family Service of San
Diego (JFSSD), known locally as Desert SOS, a non-profit organization that has operated two sheltering
programs in the Coachella Valley since 2005. CVAG was very pleased to renew its contract with
JFSSD/Desert SOS in October 2012.
Emergency Shelter: Effective September 1, 2012, Roy's has approximately 90 emergency shelter beds for
single women, single men, and families with children. The shelters are separated into two dorms — one for
men and one for single women and women with children. There are also three private dorm rooms for
families. Clients have access to the most basic amenities such as showers, laundry, phone and email,
maitboxes, and a place to keep some of their personal belongings.

Food Services: All residents are provided with two meals per day. Dinner and breakfast are provided in the
dining area. With further funding, we hope to reinstate the sack lunch meals for clients. In the meantime,
clients are provided a resource list of places where they can obtain a lunch meal. Reqular food contributors
to Rov's include:

Starbucks in Cathedral City—pastries and coffee Panera Bread - Bread
The Mission Team from United Methodist Church of Palm Springs—lunch meals every Thursday
St. Paul's Episcopal Church of Palm Springs—Monday night desserts
Access Center: The most crucial component of Roy's DRC is the Access Center. It is here that clients
receive access to all of the services necessary to help them break the cycle of homelessness. In the Access
Center, case tnanagers complete the intake process for all clients and create a case management plan along
with the client to help end each individual's cycle of homelessness.
A range of services are provided on a rotating and consistent basis in the Access Center by partner agencies
from throughout the community. These partner service agencies INCLUDE:
