REQUEST: AUTHORIZE STAFF TO ADVERTISE AND CALL FOR BIDS FOR
THE CONSTRUCTION OF THE MONTEREY AVENUE AND
FRED WARING DRIVE IMPROVEMENT PROJECT (PROJECT
No. 656-06)

Recommendation
By Minute Motion, authorize staff to advertise and solicit bids from
qualified contractors for the construction of the Monterey Avenue and Fred
Waring Drive Improvement Project (Project No. 656-06).
The project is estimated to cost $2.9 million and funding is available for this project in
Measure A Funds Account No. 213-4383-433-4001, and Drainage Facility Account No.
232-4383-433-4001. No General Fund money is being used for this expenditure.
Background
On May 27, 2010, City Council approved Contract No. C29780 with Kimley-Horn and
Associates in the amount of $271,200 for engineering services for the design of the Fred
Waring Drive and Monterey Avenue Improvement Project. The Plans and Specifications
are now substantially complete and are ready for advertisement.
The project is intended to improve traffic flow on Fred Waring Drive, and alleviate traffic
congestion on Monterey Avenue by increasing the number of lanes along Monterey
Avenue and adding various turn pockets along Fred Waring Drive. Additional right-of-
way is required for the construction of the additional lanes and the turn pockets from the
Successor Agency to the Palm Desert Redevelopment Agency and College of the
Desert (COD). City staff has coordinated with both agencies to acquire the necessary
right-of-way to construct the project. The acquisitions are pending the final recordation
of the documents. Once the recordation of the right-of-way documents are complete
construction can commence.
Construction is being carefully timed to minimize impact to the public. Staff has
coordinated with COD to avoid conflict with the schedule of spring and fall classes.

Therefore, construction will not begin until after the spring semester has terminated.
The project is scheduled to commence on June 1 and be completed by September 1.
Fiscal Analysis:
The City will use Local Measure A to fund the project. Construction cost is estimated at
$2.9 million. No General Fund money is being used for this expenditure.
