Mental illness usually strikes individuals in the prime of their lives, often during adolescence and young adulthood, although the very young and the elderly are especially vulnerable; and Whereas, many treatments for serious mental illnesses, in combination with treatment and recovery supports, are highly effective, allowing people to maintain their quality of life and their involvement with their families and communities; and Whereas, the National Institute of Mental Health reports that one in four adults — approximately 57.7 million Americans — experience a mental health disorder in a given year. The United States Surgeon General reports that 10 percent of children and adolescents in the United States suffer from serious emotional and mental disorders that cause significant functional impairment, and half of all Americans experience a mental disorder at some time in their lives. Recent population data suggest that nearly 140,000 people of all ages in Riverside County may be impacted by serious mental illness and may seek treatment from a variety of community resources; and Whereas, Mental Health America has promoted the observance of "May is Mental Health Month" since 1949 in order to increase awareness and understanding of mental health. Encouraging awareness of mental health issues and promoting wellness and recovery for those with mental health needs are important values for every community. Now, Therefore, I, Jan C. Harnik, Mayor of the City of Palm Desert, California, Do Hereby Proclaim the month of May 2013, as Mental Health Month in the City of Palm Desert in support of the "May is Mental Health Month" observance and encourage citizens to participate in the Riverside County Mental Health Board's presentation of the "Live Life Well" mental health fair at Fairmount Park in Riverside on Thursday, May 16, 2013.
