REQUEST: AUTHORIZE OUT-OF-STATE TRAVEL FOR THE DIRECTOR OF
PUBLIC WORKS AND TRANSPORTATION ENGINEER TO
ATTEND THE 2013 ITE WESTERN DISTRICT ANNUAL MEETING
AND EXHIBIT CONFERENCE IN PHOENIX, ARIZONA, FROM
JULY 14-17, 2013

Recommendation
By Minute Motion, authorize out-of-state travel for the Director of Public
Works and Transportation Engineer to attend the 2013 ITE Western
District Annual Meeting and Exhibit conference in Phoenix, Arizona, from
July 14-17, 2013.
Funds are available in Account No. 110-4300-413-3120, Public Works
Conference/Seminars/Workshops account.
Background
It is necessary for the Director of Public Works and the Transportation Engineer to stay
abreast of current advances in and innovations of transportation to fulfill continuing
education requirements of a professional certification. The most efficient and cost
effective way to achieve this is to attend the 2013 ITE Western District conference. At
the conference, comprehensive training is offered on many aspects of the transportation
field, including roundabouts, innovative intersections, signal system advancements, and
streetscapes. The four -day conference fee for the 2013 ITE conference is $450 per
person; with approximately $1,150 per person for transportation and travel related
expenses based on the current City Travel Expense Reimbursement policy. The
estimated total cost is $1,600 per person for a total estimated cost of $3,200.
Approval of this out-of-state travel is included in the Fiscal Year 2013-2014 budget;
however, due to the dates of the conference, registration is required prior to budget
approval.

Fiscal Analysis
The benefits of authorizing this out-of-state travel for the Director of Public Works and
Transportation Engineer outweigh the cost of providing the necessary continuing
education in -state.

Participants should plan on bringing a laptop pre -installed with the
IHSDM software available on the FHWA website

Description: The interactive Highway Safety Design Model (IHSDM)
is a suite of software analysis tools for evaluating safety and
operational effects of geometric design decisions. The .HSDM
contains six evaluation modules. The current 2012 IHSDM release
includes a Crash Prediction Module (CPM) that provides a faithful
implementation of AASHTO's Highway Safety Manual (HSM), Part C:
Predictive Method for two-lane rural h ghways. mutti lane rural
highways, urban and suburban artenals. and mainline freeways
segments. The purpose of this sesson is to identify when and how
IHSDM can be used in the project development process. It also
describes key capabilities and limitations of HSDM Participants wit
gain hands-on experience with the IHSDM software
Outcomes: Upon completion of the course, participants will be able
to:
• Explain the scope and uses for the IHSDM tool.
• Describe the purpose of each of the six IHSDM modules.
• Understand the general workflow for IHSDM modules.
• interpret and apply outputs from IHSDM to make highways
safer.
Target Audience: Highway design project managers, planners,
designers, and traffic and safety reviewers with at least one or two
years of experience with highway design.
Skill Level: Participants should have general familiarity with
highway design elements and terminology.
