FUNDS FOR STREET REHABILITATION (PROJECT NO. 672-13)

Recommendation
By Minute Motion, ratify the City Manager's authorization to apply for
Federal Surface Transportation Program (STP) Rehabilitation Funds
Backqround
The Riverside County Transportation Commission (RCTC) has announced a call for
street rehabilitation projects. The County of Riverside has been allocated $13.8 million
in federal funds for street maintenance projects that could include resurfacing,
rehabilitation, restoration, or preventive maintenance projects. The City of Palm
Desert's portion of the available funds is $335,505. Each municipality in Riverside
County was allotted a certain amount based upon the city's population and street miles.
The STP program requirements mandate that the street rehabilitation project be
conducted on streets classified higher than local roads or minor collectors. Staff has
selected Portola Avenue from Country Club Drive to Desert Willow Court, which is
classified by Caltrans as a minor arterial. The proposed segment was selected based
upon its Pavement Condition ranking of 56/100 and the increase in traffic volume due to
the connection to the commercial and industrial center on Dinah Shore Drive. Traffic
has increased 4 percent per year over the last five years since the extension to Dinah
Shore Drive was constructed.
The City proposes to rehabilitate the subject segment by utilizing the cold-in-place
recycling (CIR) process. CIR is performed by a train of four pieces of equipment that
take the distressed asphalt and convert it into a recycled base course for the street.
The CIR process consists of milling three inches of existing asphalt, crushing the
aggregate to the proper grade, and mixing the aggregate with asphalt oil and emulsion
to create recycled asphalt. The recycled asphalt is then placed by a paving machine.

After the recycled asphalt cures, the street will be capped with warm-mix asphalt. Both
the CIR process and the warm-mix asphalt have environmental and economical benefits
when compared to conventional paving projects.
The total construction cost estimate is $664,000. The STP funds will cover $335,505.
The City's matching portion of $328,495 represents about 49 percent of the project cost.
The project is scheduled for the 2014 fiscal year. Because the funding is federal, the
City must follow the NEPA environmental process. It is estimated that, in addition to the
$664,000 construction cost, an additional $20,000 will be needed for the design and
environmental process.
The deadline for submitting the application had already passed by the time it was
mailed, so the City Manager authorized Public Works to submit the application prior to
Council approval. Therefore, Public Works requests that Council ratify the City
Manager's authorization to submit the application.
Fiscal Analysis
Approval of this action will give the City the opportunity to receive $335,505 in federal
grant funds.

Dear Ms. Medina:
In response to the RCTC call for rehabilitation projects, the City of Palm Desert is
submitting the resurfacing of Portola Avenue from Country Club Drive to 100 feet North
of Desert Willow Court for consideration.
The City is proposing to rehabilitate the street using the cold-in-place recycling process.
The project construction cost is estimated to be $664,000. The City's portion of the
construction cost is $328,500. The City's portion of the project cost will be included in
the Fiscal Year 2014 budget as part of the street resurtacing line item.
Attached are one original and two copies of our proposal. All the proposal requirements

segment was selected based upon its PCf ranking of 56 and the increase in traffic

Drive. Traffic has increased 4% per year over the last five years, since the extension to
Dinah Shore Drive was constructed. The City uses Micropaver Pavement Management
System to generate the PCI rankings for the City's streets.
