Staff Report Approve Change Order No Page 2 of 5 May 9, 2013 Backqround 1 to Contract No. C32210 for Desert Willow Reservoir Project On February 14, 2013, City Council awarded Contract No. C32210 in the amount of $260,478.00 to Layfield Environmental Systems Corporation, of Spring Valley, California, for the Desert Willow Reservoir Cover Replacement Project to replace the existing floating cover on the non-potable water reservoir and make repairs to other components of the system including the liner. On April 1, 2013, the Notice to Proceed was issued to Layfield for this design/build contract. The contractor has submitted 90 percent progress shop drawings for the design of the new cover, completed the removal of the existing floating cover, removed and analyzed the existing appurtenances, cleaned the liner, and removed the accumulated sediment. The contractor began inspection of the existing liner to locate holes in the liner in need of patching. However, upon inspection of the liner, the contractor indicated that the liner was not in salvageable condition. The material manufacturer visited the site to review the condition of the liner and make a recommendation to the contractor (see attached). The manufacturer concluded that patching of the liner would not be feasible and a new liner was recommended. The contractor also performed an electronic leak location test as part of the contract, but could not get any meaningful results as expected because the material was so deteriorated. Staff requested a formal written recommendation be submitted by the contractor detailing the proposed replacement of the liner as well as any proposed additions/deletions to the contract as a result of the design engineer's review of the field conditions (see attached letter from Layfield). The following changes to the contract have been requested: � 1 Proposed Eliminations � 2 Proposed Additions � 3 Recommended Replacements � 4 Design Engineer's Review Recommendations � Total -$6,487.00 $5,630.00 $141,574.00 � $9,221.60 � $149,938.60 � Item 1: Proposed Eliminations Elimination of the cover pathway floats ($1,700.00), inflation ports ($1,300.00), half tube vents ($200.00), and liner material for patching ($3,287.00) will result in a deductive change of $6,487.00 to the contract. The contractor has proposed these eliminations due to advances in the efficiency and design of reservoir covers. Deletion of the above referenced items will not result in any loss of functionality or ability to maintain the cover and will actually remove items that could result in high maintenance activities. \lsrv-fiI2k3\groups\PubWorks�.Staff Reports12013\May 9110 COt C32210 DW Reservoir�SR-COt C32210 DW Reservoir 861-12.doc Staff Report Approve Change Order No. Page 3 of 5 May 9, 2013 1 to Contract No. C32210 for Desert Willow Reservoir Project Item 2: Proposed Additions Sixteen inch wide Chlorosulfonated Polyethylene (CSPE) doublers are recommended along the slopes ($2,050.00). The doubling up of the cover material in these areas is recommended because these areas are subject to high abrasion and fluctuations in water levels. This is recommended to strengthen the areas of the cover most prone to wear and tear. Two existing cover repair floats are salvageable; however, two more are required (one for each quadrant of the floating cover) for ease of maintenance and repairs and also to comply with the American Water Works Association (AWWA) Standards ($900.00). AWWA Standards are minimum requirements for materials, equipment and practices used in water treatment and supply. The standards are used worldwide to ensure the highest quality products and service. An outlet vacuum breaker is required per AWWA Standards ($2,680.00) to prevent damage to the floating cover as the water level is lowered. The total of these proposed additions is $5,630.00. Item 3: Recommended Replacements The existing access hatches are corroded and replacement with new access hatches suited for the reservoir environment is needed ($3,040.00). Inflation of the cover (to check for holes) can be accomplished using the access hatches. Foam trough floats ($3,172.00) are required as the floats are not in salvageable condition and will have to be madified to meet the new AWWA guidelines. New sand tubes ($3,978.00) are required as the current sand tubes do not meet current guidelines and have lost approximately half of their material/weight. The existing rainwater pumps are corroded, seized up and require replacement ($6,600.00). The rainwater pumps remove water that has accumulated on top of the cover. A new liner is recommended due to the condition of the existing liner (refer to attached letter from Burke Industries). The manufacturer has offered new liner material at a reduced rate in order to assist in remediating this issue. The liner and cover are the same size (approximately 52,000 square feet each). The cost of the cover included in the current contract is $194,060. Layfield is proposing $124,784.00 for the new liner as a result of staff's negotiations and the manufacturer's offer to assist. For further perspective, this cost is less than any of the original proposals from other contractors. Due to the long lead time for the liner material, the contractor is requesting a twenty-one (21) calendar day time extension (see attached Time Extension Request from Layfield). Patching of the liner (credited in aforementioned Item 1) was included in the original contract; however, replacement of the entire liner was not included for the following reasons: The liner is not subject to UV exposure and was expected to have greater longevity than the cover. \\srv-fi12k3\groups�PubWorks�.Staff Reports�2013\May 9\10 COt C32210 DW Reservoir\SR-COt C32210 DW Reservoir 861-12.doc Staff Report Approve Change Order No Page4of5 May 9, 2013 1 to Contract No. C32210 for Desert Willow Reservoir Project • The floor of the reservoir was covered in silt/sediment on top of the liner and, therefore, the condition of the liner could not be examined without removing the silt and/or emptying the reservoir. • The large tear in the cover made it hazardous to send in a diver to investigate the liner condition because the cover was not properly restrained and created a confined space concern. CSPE is the material best suited for the desert environment, use with non-potable water, and it has the longest warranty. The warranty on the liner and cover will be a 30-year warranty with the last 15 years of the warranty pro-rated. The total amount for the above recommended replacement items is $141,574.00. Item 4: Desiqn Enqineer's Review Recommendations The following items are recommended by the design engineer to meet current AWWA requirements: sand tubes along the slope ($3,712.00), rainwater enhancement pipe ($1,200.00), and hatch floats ($3,100.00). Additionally, shorter floats along the slope are recommended to provide more flexibility for the floating cover as it moves up and down with the daily fluctuations in water level ($1,209.60). The total for the engineer's recommendations is $9,221.60. Staff recommends approval of Change Order No. 1 in the cumulative amount of $149,938.60, transferring $26,047.80 from contingency to base and approving a twenty- one (21) calendar day time extension. The remaining balance of funds for Change Order No. 1($123,890.80) is available in Course and Grounds Expenses, Account No. 441-4195-495-8092. Coachella Vallev Water District (CVWD) Per the current Non-potable Water Agreement between the City and CVWD, the City is required to utilize 80 percent non-potable water for irrigation of both of Desert Willow's golf courses. Desert Willow currently exceeds this requirement by utilizing approximately 90 percent non-potable water for irrigation of the golf courses. With the reservoir under required maintenance, the golf courses will need to be irrigated with well water at a potentially higher cost. The City has obtained a 30-day waiver from CVWD to meet this requirement during the required reservoir maintenance and an extension of this waiver will be requested of CVWD by staff should Change Order No. 1 be approved. CVWD provided water and temperature data sheets for the reclaimed water, which were forwarded to the contractor and manufacturer for review in connection with the liner failure. The costs associated with Change Order No. 1 total $149,938.60 and will increase the contract amount to $410,416.60. As part of the Fiscal Year 2012/2013 budget, $500,000 has been budgeted for the Desert Willow Irrigation Pump Renovation project. No appropriation is required; funding is available in the current budget. Reduced maintenance costs, prolonged longevity of the new infrastructure, and reduced water use (through elimination of leaks in liner) are expected as a result of these proposed improvements. The standards have been attached for reference to that specific item. The cost to refurbish existing hatches is $1,003 each, which would result in a$517 savings per hatch or $1,034 total. This amount could be deducted from the grand total should the City wish to do so. For the cost difference, Layfield would recommend replacement with new to ensure survivability for the cover life. If the City chooses to install a new 45 mil CSPE liner Layfield will leave the existing liner in place and install the new material over the top. Layfield does not see a need to remove the existing material. Leaving the existing liner in place will not affect the material or installation warranties. Layfield will also repair the damaged PVC pipe grillage over the outlet area during the liner installation. Please feel free to contact me if you have any questions. During the site inspection of the liner and appurtenances it was mentioned that the decision on the replacement items cannot be made until the May 9, 2013 council meeting. With this considered we are requesting that twenty-one (21) days be added to the schedule. The requested time includes the fourteen (14) days of downtime between April 29 — May 12, 2013 and an additional seven (7) days to be added if the city chooses to go with the recommended replacement items listed in our May 26, 2013 cost proposal letter. The liner appears ta be a 45 mil l Ox10x1000d material and is roughly 50,000 sq. ft. in size_ Burke understands it has been in service for approximately 17 years and has been covered with a tensioned CSPE floating cover. Observations; 1) The meznbrane above the water line appears in relatively good condition aside from some minor mechanical damage. 2) The membrane beiow the water line is swollen almost throughout the entire surface area. 3) Tkze membrax�e is soft, easily tom by hax�d. 4) There are areas where water vapor blooms to the surface when exposed to sunIight and heat. 5) There axe axeas of inechanical da�nage, such as tears, holes and scrapes. 6) Many of the "T" joints, areas where one field seamed panel intersects another are not patched as is usually done to prevent wicking of water into the exposed scrixr�. Conclusions: 1) Burke has reviewed the canal and water quality spread sheets from the past 2 yeaxs. Aside from a relatively iugh chlorine input nothing stands out as extremely abnormal. Of course this only speaks to the past 2 years. What transpired previous to that is anybody's guess. 2) In Burke's opinion there are only three things which could cause this swelling of tlae membrane. Elevated temperatures of the effluent. Above 164F. We question if sometime over the past 17 years there could have been an upset in the effluent combined with atx elevated temperat�u�e event? Bwrke recommends that a new liner be installed. We do not believe repairs done to the present material could be successfully done and provide water tight integrity for the life of the new cover about to be installed. I have attached pictures taken by Randy Falk of Layfield af the current liner condition. Burke would be willzng to test the old material once removed to check for hydro-carbon residue and current tensile properties. In additzon we offer new liner material at a reduced rate as our way of lending a hand in remed'zating this time sensitive situation.
