Request to Continue Approval of the Outside Agency Funding
Committee's FY 2013/2014 Community Development Block Grant
(CDBG) Funding Recommendations, Five -Year Consolidated Plan,
and One -Year Action Plan to the May 23 City Council Meeting

Discussion
Staff contacted Cheryl Hamilton, Community Planning and Development Representative for the U.S.
Department of Housing & Urban Development (HUD) regarding the City's need to submit the
required Five -Year Consolidated Plan and One -Year Action Plan after the May 23, 2013, City
Council meeting. Ms. Hamilton indicated that this would not be an issue and requested that the City
send a letter to HUD noticing its intent including a proposed date of submittal. A letter was mailed to
HUD on May 1, 2013, indicating a submittal date of Friday, May 31, 2013, if not sooner.
The letter indicated that the delay occurred as a result of various situations dealing with requesting
and compiling the data required from outside agencies. Agencies are in a similar situation as the
City with regard to staff changes and reductions, as well as internal operations. As a result,
requested information was either not provided until very recently, or in some cases, has not been
provided to date. In addition, the City is required to prepare and submit the plans through HUD's
new IDIS Reporting System, which has resulted in a few issues that required some adjustment. City
staff is continuing to work through the process with the intent to submit by the above target date.
The proposed submittal date will not have an impact on the City's allocation or when HUD notifies
the City of award.

30-DAY PUBLIC COMMENT PERIOD
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG)
FY 2013/14 ONE-YEAR ACTION PLAN AND
FY 2013/14 TO 2017/18 FIVE-YEAR CONSOLIDATED PLAN
NOTICE IS HEREBY GIVEN THAT a public hearing will be held by the City of Palm Desert to
receive public input and recommendations pursuant to the Housing and Community Development
Act of 1974 as amended as well as the Community Development Block Grant Recovery Program
regarding the proposed Final One -Year Action Plan for FY 2012/13 and the FY 2013/2014 to
2017/2018 Five -Year Consolidated Plan.
The City will hold its final public hearing on May 9, 2013, at 4:00 p.m. or thereabouts to accept public
comments related to the Community Development Block Grant (CDBG) Program and related items
stipulated herein. Anyone interested in providing input to inclusion into the proposed Final Plans is
encouraged to attend the meeting or contact the City staff person designated below. The hearing
will be held in the Palm Desert Civic Center, Council Chambers located at 73-510 Fred Waring
Drive, Palm Desert.
The City, as part of the existing Consolidated Plan process completed a Needs Assessment of which
is also available to assist in providing public comment. If desired, a copy may be obtained from the
City's website at www.citvofoalmdesert.orq or by request to the City of Palm Desert's Special
Programs Department.
The City as part of the Citizen's Participation Plan will also accept public input during the 30-day
public comment period that will commence Wednesday, March 27, 2013, and end on Monday, April
29, 2013.
The City, as part of the Consolidated Plan and Action Plan process, will make available the
proposed Final Plans upon request at the following location: Palm Desert Civic Center at 73-510
Fred Waring Dr., Palm Desert, CA 92260. The general public may request a copy of the document
by contacting City Hall at (760) 346-0611, ext. 331 or by picking up a copy at the above location from
8:00 to 5:00 p.m., regular business hours.
IN ADDITION, THE CITY COUNCIL WILL CONSIDER PUBLIC COMMENTS RELATIVE TO THE
CDBG ACTION PLAN AND FUNDING AWARD RECOMMENDATIONS AT ITS MEETING OF
THURSDAY, MAY 9, 2013, AT 4:00 P.M. OR SOON THEREAFTER.
All interested agencies, groups, and persons wishing to comment are invited to attend the public
hearing. Interested parties should appear at the above set public hearing to provide oral comments
on the specified date and location. Written comments should be addressed as follows:
