September 24, 2013
Administrative Conference Room
I. CALL TO ORDER
Committee Chair Kim Housken called the meeting of the Cultural Resources
Preservation Committee to order at 10:01 a.m.

IV. CONSENT CALENDAR
A. MINUTES OF THE MEETING OF 04/30/13
Motion was made by Committee Member K. Gary Olesen and seconded
by Committee Member Leslie Deane Roth, that the Minutes of the
meeting of 4/30/13 be approved. Motion passed 6-0.
V. CONSENT ITEMS HELD OVER
None
VI. NEW BUSINESS
A. DISCUSS: NEW APPLICATION —44870 CABRILLO AVENUE
Discussion commenced about the application for an individual house; a new
milestone for the Committee. Committee Chair Housken clarified that the
Committee would not be taking action at the meeting today to approve the

application because a Notice of Public Hearing will need to be sent to property
owners within a 300' radius of the property. Russell Grance, Director of
Building and Safety wanted the Committee Members to have a chance to view
and discuss the application before the Public Hearing. Recording Secretary,
Suzanne Cicchini has the list of property owners and will send the Notice out.
Committee Chair Kim Housken will recuse herself when the item comes up for
a vote because the property belongs to her father. Committee Member Leslie
Deane Roth had questions about the approval process for designations and
about the site plaques. The nominations of this Committee move on to City
Council for their approval. Committee Chair Kim Housken mentioned that a
sample of our plaque can be seen at the old library, Palm Desert Community
Center. Committee Member Bob Pitchford designed it. After a nomination is
approved by City Council, an agreement is signed for the plaque. It has
specifics about display and replacement of it should it be damaged or lost. The
recorded plaque agreement has not been received from the County of
Riverside Recorders Office for the designation of the Center for Spiritual Living
Center, Palm Desert. When received, the plaque will be turned over.
Committee Member pon Graybill noted that the application for Cabrillo Avenue
home was well done. Committee Member K. Gary Olesen mentioned that the
home on Cabrillo Avenue was one of the most important homes in South Palm
Desert and that he was grateful to see the application. He thought it was a
beautiful representation of early Palm Desert-Palma Village and he hopes it
flies through.

IX. REPORTS AND REMARKS
Committee Chair Kim Housken requested an update on the Miles Bates House
located at 73697 Santa Rosa. It has a roof that looks like a wave. Discussion
commenced about future possibilities for the property. It is one of the listed
properties belonging to the State of California Department of Finance. Ms.
Housken noted that it was intended for the Senior Center expansion to the north,
but in terms of priority, it may be a little farther down the list. Ms. Housken
appreciated it that Justin McCarthy, the former City of Palm Desert Assistant City
Manager, Redevelopment acknowledged that there is a historically significant
house on the property. Committee Member Bob Pitchford suggested that it might
be helpful for the University of California to get involved. Historic archives are
located at University of California at Santa Barbara, and they may be concerned
about the historic value of the property. Ms. Housken thought that a letter from
them acknowledging the importance and uniqueness of the house might be helpful.

Russell Grance, Director of Building and Safety received an email on August 9,
2013, from Martin Alvarez, City of Palm Desert Economic Development Director.
The property is still owned by the successor agency to the Redevelopment
Agency. The City submitted a request to the Department of Finance to transfer the
property to the City. Approval has not been received yet. Response is anticipated
sometime in September. Mr. Grance informed that Mr. Alvarez will let him know
when he has more information.
Committee Member pon Graybill mentioned that the Presbyterian Church on
Highway 74 may be interested in a historic landmark designation. Committee
Chair Kim Housken inquired if Mr. Graybill had a contact there, and whether he
would like to be the liaison to get the process going.
Committee Chair Kim Housken requested if Committee Members know of anyone
who might be interested in being a member of Cultural Resources Preservation
Committee that they encourage that person to complete an application.
Applications are taken year round and the dates the interviews are held are at the
discretion of City Council. In the past, they have commenced in Winter. Requests
for additional Committee Members appear in the BrightSide Newsletter.
Committee Chair Kim Housken inquired about the status of the Washington School
potential historic designation. There were meetings with the School District that
were attended by our former Council liaison, Dr. William Kroonen. Russell Grance,
Director of Building & Safety had not heard any news about it, or information about
who would have authority to sign the designation application. Committee Member
Don Graybill noted that there is a commemorative plaque at the school; it just is
not our plaque. The Committee would like a Council Member liaison to attend the
meetings again. This would be very beneficial to this Committee and they miss
having a liaison.
Committee Chair Kim Housken explained that the Committee hoped that once
people learned about site designations, it would catch on and inspire more
designations. Committee Member Leslie Deane Roth suggested it would be
helpful to have specific bullet points written out that define what a designation
entails and what the benefits would be. Committee Member K. Gary Olesen
commented that it was a good idea. Committee Members Roth and Olesen
volunteered to work on a letter and will bring it back to the Committee. The topic
will be discussed at a future work shop.
Ms. Housken informed the Committee Members that the City has been very
adamant about having property owner consent. Russell Grance, Director of
Building and Safety mentioned that we have a letter that everyone agreed on.
Committee Member Ricki Brodie commented that she thought the letter was very
tactFul and that she liked it; the population here has to be considered and very
often, they just don't want to be bothered (with a designation.) Discussion
commenced on how to inspire more enthusiasm within the community about
cultural resource preservation. Committee Member pon Graybill suggested a
home tour and thought that publicity in the newspaper might be helpful. K

Kaufmann of the Desert Sun attended meetings in the past, but Blake Herzog has
been invited and receives agendas, but has never attended a meeting of this
Committee. Committee Member Leslie Deane Roth suggested a home tour
benefitting the Historic Society. It would be a very popular event. The Historic
Society may be best at taking the lead on organizing a tour. Tying the event in
with Modernism Week would be a great idea, according to Committee Chair, Kim
Housken.
Committee Member Bob Pitchford wanted to know what happened to Hopalong
Cassidy's House located at 73498 Joshua Tree Street. Committee Member pon
Graybill mentioned that it was still there. Committee Chair Kim Housken
mentioned an interesting house which backs up to Hopalong Cassidy's house and
faces the parking lot at the Gardens. It appears to have a Walter White-like roof on
it. It tapers out at the end. It was built in approximately 1947-48 and is in escrow
now.
Russell Grance, Director of Building and Safety mentioned that a representative of
Shadow Mountain Golf Course expressed interest in digging a well on the property.
Committee Chair Kim Housken announced the Historical Society and Fire
Department program, Mini Muster will be held next month. Third graders at all the
schools in Palm Desert participate in this valuable and fun program about fire
safety. It is scheduled for October 1, 3, 8, 10 and the 15th. These dates are
Tuesdays and Thursdays. The Historical Society is looking for volunteers who can
assist with this great project. It is very important to have the volunteers present,
especially in case a fire call comes in and the fire fighters have to leave. Lunch will
be served to the volunteers after the event.
Committee Member pon Graybill suggested that a discussion of the application for
Kay McCune's house, located at 74134 Larrea Street be added to next month's
agenda. This was the former Randall Henderson residence. Discussion
commenced about other potential applications. Suzanne Cicchini, Recording
Secretary will provide Committee Members a link to the current Cultural Resources

X. ADJOURNMENT
Committee Chair Kim Housken adjourned the meeting at 10:55 a.m.
