Reject the proposal from Jax Bicycle Center, Murrieta, Califomia, in the amount of$7,422.15 due to considerations for expense of travel/downtime associated with a vendor out of the area; 2. Approve the purchase of five (5) new Trek Police Bicycles with Emergency Equipment from Palm Desert Cyclery, Inc., Palm Desert, California, in an amount not to exceed $7,882.01 — funds are available in the Police Contingency Fund for FY 2013-2014. Commission Recommendation The Palm Desert Public Safety Commission reviewed this item (not cost) when the Commission recommended approval of the FY 2013/14 Police Department Budget. Backaround In its FY 13-14 annual budget, the Palm Desert City Council approved the purchase of five Cannondale police bicycles for a cost of $5,481.00. However, since the estimates were obtained, this model was discontinued and Cannondale has no replacement at this time. Subsequently, three estimates were obtained for Trek police bicycles that are comparable in quality to Cannondale. The Palm Desert Police Business District Team (BDT) and Specia! Enforcement Team (SET) routinely use bicycles for numerous special events and routine patrols. These include, but are not limited to, the Palm Desert Golf Cart Parade, July 4th celebration, the annual Holiday Theft Suppression Program, and many other events requiring high visibility/easy maneuverability. Bicycles have also been shown to be useful in surveillance operations when marked patrol units would not be appropriate. Staff Report: Trek Bicycles October 10, 2013 Page 2 of 2 Currently, The Palm Desert Police Department has 14 Police Bicycles in its inventory. Of those, only seven (7) are operational with the other bicycles utilized for parts. With the increase in size of the Business District Team, in March of 2012, the number of operational bicycles does not support the two teams. For this reason, it is necessary to purchase new bicycles this fiscal year. Please note that the Police Department will also request in FY 2014-15 to purchase another five bikes to replace the non-operational bicycles. (Palm Desert, CA) $7,882.01 Yucaipa 8ike Center(Yucaipa, CA) $7,935,fi9 Although Palm Desert Cyclery submitted the second lowest estimate, they could request to receive a five percent local business preference off their quote (P.D.M.C. Section 3.32.125), reducing their estimate to $7,487.91 for comparison purposes. There would only be a $66 variance from the lowest bid when including the local business preference. Additionally, having a local vendor for warranty service and routine maintenance provides a cost savings after the first or second maintenance service appointment. Such savings are attributable to not paying for additional staff time, vehicle usage, and fuel costs associated with an estimated four hour round trip to Murrieta. Selecting a local vendor will not only reduce staff travel time but supports a local business. No appropriation is currently required as funds will be drawn from the Police Contingency Fund. Staff will monitor this fund and if required, seek an adjustment during the mid-year budget review.
