Recommendation
By Minute Motion, approve award of contract to Wurms Janitorial Services, Inc. for
monthly janitorial service at the Palm Desert Police Substation (73-520 Fred Waring
Drive) in the amount of$13,356.84 annually.
Back�round
Approximately two years ago, the Palm Desert Police Department relocated its headquarters
to the new Sheriff Facility location at 73-705 Gerald Ford Drive. Due to cost constraints, the
Police Department opted to maintain 911 dispatch operations at the previous facility, now
substation, located at 73-520 Fred Waring Drive.
The building totals 25,393 square feet, which includes a ground floor and a basement
(approximately 6,366 square feet). However, the current area requiring janitorial services totals
11,555 square feet.
The Riverside County Sherriff's Department also has the option to relocate other County
personnel into this facility. The County and City entered into a lease agreement, and the City
has responsibility for maintenance operations, which includes janitorial services. The county
provides lease payments to the City calculated to cover maintenance operations and fair
market lease.
Janitorial maintenance services are currently provided by Wurm's Janitorial Services, Inc. The
agreement with this vendor expired and the City Council approved an extension through
August 1, 2013. Staff recently solicited bids for professional janitorial services and received
three bids as indicated below.

Staff recommends remaining with Wurm's Janitorial Services, Inc. who was the lowest bidder.
Please note that staff has not received any major issues with this vendor. This vendor also has
the necessary security clearance to operate in this high profile facility.
Fiscal Analvsis
Should the City Council concur with staff's recommendation, the annual costs of janitorial
services at the police substation will be $13,356.84 ($1,113.07). Funds for this service are
currently available in Sherriff Substation Maintenance Account No. 510-4195-495-3695.

REQUEST FOR PROFESSIOPIAL JANITORIAL SERVICES
The City of Palm Desert is soliciting bids for professional janitorial services to be
provided at the Palm Desert Police Substation located at 73-520 Fred Waring Drive,
Palm Desert, California. Said contract woutd be for a one-year period, September 1,
2013, through August 31, 2014.
The referenced building totals 25,393 square feet, which includes a ground floor and a
basement (approximately 6,366 square feet). Fiowever, the current area requiring
janitorial services totals 11,555 square feet. Bidde�s should submit quotes on providing
janitorial services five days per week (Monday through Friday) and include all
equipment, materials, and supplies needed to complete, fill, and restock areas as noted
in the Scope of Services below.
Bidders must be insured, bonded, and be prepared to have emplovees who have
securitv clearance or are able to pass securitv �iearance requirements as required
by the County of Riverside for access to confidential County facilities.
The foilowing is a basic outline of the services being required at this time.
SCOPE OF SERVICES
OFFICE AREAS
Daily Service:
1. Empty all waste receptacles and replace liners as needed.
2. Vacuum all carpeted areas.
3. Dust mop and damp-mop all hard floor surfaces.
4. Dust all furniture and equipment.
5. Clean and polish aH bright metal surfaces.
6. Clean entrance doors of smears and fingerprints.
7. Check that all doors are secured upon completion of job.
8. Take all trash to trash bins.
Weekly Service:
1. Dust all fixtures and picture frames.
2. Dust all A/C and heater vents.
3. Dust all windowsills and ledges.

Monthiy Service:
1. Perform all high dusting (door sashes, tops of partitions, moldings, etc.)
2. Wipe down alt window blinds.
COMMON AREA RESTROOMS
Daily Service:
1. Detail and clean all commodes, urinals, sinks, and faucets.
2. Refill all dispensers as needed.
3. Clean and polish afl chrome and stainless steel.
4. Clean and polish aA mirrors.
5. Spot clean all light switches, walls, etc.
6. Disinfect and wet-mop all hard floor surfaces.
7. Empty all trash and repiace liners as needed.
8. Wipe down all restroom partitions, doors, and trim.
9. Scale down any residue on porcelain or tile surfaces.
KITCHEN AREAS
Daily Service:
1. Clean counter tops.
2. Polish alJ bright metal.
3. Empty all trash and replace liners as needed.
4. Sweep and wet-mop kitchen and cafeteria floors.
5. Remove trash/debris from tables and clean table surfaces.
