Recommendation
By Minute Motion: Approve the proposed artwork, "Lake Cahuilla Palms", by
Larry and Nancy Cush as the public art component for the Coachella Valley
Water District's Steve Robbins Administration Building located at 75-525
Hovley Lane East, Palm Desert, California.
Commission Recommendation
At its regularly scheduled meeting of July 17, 2013, the Art in Public Places (AIPP)
Commission unanimously recommended the approval of the proposed design for artwork
by Larry and Nancy Cush for the public art component of the Coachella Valley Water
District's Steve Robbins Building.
Executive Summary
After a call for artist process, on June 25, 2013, Coachella Valley Water District (CVWD) staff
presented the CVWD Board of Directors with a proposal for a tile mural on a free standing
masonry wall along Hovley Lane East, just east of the Steve Robbins Administration Building,
and an interior project for the wall of the Administration Building. The CVWD Board of
Directors approved the project for the exterior wall and an artist designed bench, but not the
project for the interior wall. The cost of the project for the exterior wall and bench is $90,000,

with $70,000 for the artists to design, fabricate, and install the artwork; $5,000 for lighting the
project; and $15,000 for landscaping in the area around the project, as per the artists'
direction.
The proposed artwork will be a ceramic tile mural depicting Lake Cahuillla and fan palms with
the mountains in the background. Some of the trees will extend below the bottom edge of the
mural to the ground to create the illusion of being full length. The project will be 53' 8" x 6',
comprised of six-inch square, hand painted, glazed, and kiln fired ceramic tiles. In addition to
the tile mural will be a tile mosaic bench placed next to the mural. The landscaping in front of
the installation will be augmented in accordance with approvals from the City's Landscape
Division, and blue cobble will be laid in front of the mural to create the effect of water.
Backqround
On April 18, 2012 the Coachella Valley Water District brought a public art proposal for the
Steve Robbins Administration Building before the Art in Public Places Commission for review
and recommendation to City Council. This project was for an interior art project that was
based on educating the community on the history of water in the Coachella Valley. In order to
grant approval for this project, the Commission and City Council had to waive the City
requirement that public art be placed in an exterior location. The Commission approved the
project and recommended approval to City Council. On June 28, 2012, the proposal was
reviewed and approved by City Council. After receiving approval from City Council, CVWD
staff brought the proposal before the CVWD Board of Directors which rejected the proposal
and directed CVWD staff to explore a new approach.
Fiscal Analvsis
CVWD has paid $90,000 into the Art in Public Places Fund, and the cost of the proposed
project is $90,000. Upon approvals from the AIPP Commission and City Council, and
completion of the public art project, CVWD will be allowed to be reimbursed those fees.

lil. ARTWORK PROPOSAL AND SPECIFICATIONS
Describe the artwork, its location, materiais, instailation requirements, and
maintenance needs as completefy as possible. You may use additional paper to
complete this section of the appfication.
Artwork Description
"Lake Cahuilla Palms" is a ceramic tile mural depicting Lake Cahuilla and fan palms
with the mountains in the background. The project will be comprised of 6" x 6" hand
painted, glazed and kiln fired ceramic tiles. Landscaping in front of the installation
will be redone. Blue cobbles will be laid down in front of the mural for the effect of
water.
2. Siting
The site for the artwork is located on the masonry wafl east of CVWD's Steve
Robbins Administration Building and west of the Palm Desert Operations Building.
3. Materials with Specifications
Materials will be 6" x 6" hand painted, glazed and kiln fired ceramic tiles mounted on
a masonry wall that will have a finished size of approximately 53' 6" x 6' 0". The
grout will be a sanded grout with the color to be determined. In addition the area in
front of the mural will be relandscaped by CVWD employees and blue cobbles will
be placed on the ground in front of the mural to represent water.
4. Fabrication and InstaNation Procedures
The existing wall will be ground down �o provide a flat surface upon which to mount
the tiles. A thin set method of mounting the tiles will be used. Tiles will be mounted
with thin set and be made from Mega Flex Crack Prevention polymer modified
mortar. The tiles will be grouted with a sanded grout (color to be selected) and
finished with quality deep penetrating sealer.
5. Yearly Maintenance and Conservation
Tiie murals are very fow maintenance. Quarterly visual inspections of the mural will
be done by CVWD's maintenance staff to assure that all tiles are in place and no
repairs need to be made. Annuai hand cleaning with a PH neutral soap will also be
performed.

Artist Proposal CVWD APP
East Lobby Wall and Outside Designated Masonry Wall
Artistic concept:
Our desert landscape and its relationship to water is the essence of our design
approach for this project. We have chosen iconic views, water and desert plants
to express the unique character of the Coacheila Valiey. Many of us find comfort
in the shade of a palm tree oasis and the trickle of water. We know that water is
the source of our ability to live and call this valley home.
Approach:
We have chosen to use hand painted and kifn fired ceramic tile for our mural
designs. The 6x6 inch tiles pair nicely with the masonry b(ock walls and provide a
strong long lasting medium with color fast qualities. Quarry tile are strong and
durable and can take the weather, hot and cold rain or shine!
The Art Tile Mural will be designed glazed and finished in our studio and installed
onsite on the existing masonry block wall in the thin set method using Mega Flex
Crack Prevention polymer modified mortar. Sanded grout, color to be selected
and finished with quality penetrating seater.
Designs:
We have provided three design concepts for the designated masonry wall and
one for the East Lobby Wall. All have a common motif and will add continuity to
the inside and outside murals. The outside masonry wall is large and our drawings
are meant to be a reflection of the finished murals. We have included some
images of finished murals with their dimensions to give you a better sense of the
finished look installed. The Desert Palo Verde image is close to the scale of the
wall at 6 feet high and 8 feet long. We look forward to working with your staff to
finalize and finish the sefected designs.

This Art Tile Mural wiff be installed above the standing counter and will have a
finished dimension of 12' 6"x 3' 6". Please note that the design will be painted
with a four inch border to frame the piece.

These murals were designed to use the center 6 feet of the wall between the
existing raised brown block runs. The center raised block run will be ground down
flush to the other masonry units to provide an even field for the mural.lt wiil be
noted that some parts of the designs (M-2 and M-3� will extend below and above
the brown block runs and the block will be machined to allow these designs to
pass through on an even plane. We felt that seeing the block watl top and bottom
provided the unity and flow r�eeded in relation to the rest of the adjoining wails.
The muraf dimensions will be approximately 53' 8" x 6' 0" with deviations for the
extended designs,
Lighting Options
The wa{I mural can be lit by landscape up lights or by running lighting on the top
of masonry wall to create down lighting. IVo lighting design is included in this
proposal at this time.
Landscape:
The existing landscape is complimentary to the wall setting. There is one tree
center right that coufd be relocated but we feel it should be addressed after the
murals comp(etion as it may grow up and enhance the setting. No landscaping is
included in this proposaf.

Tile Murals are very (ow maintenance materials. We will install a quality
penetrating grout sealer during our finishing phase. We recommend quarterly
visual inspection. Yearly hand cleaning with a PH neutral soap would be
beneficial. In the unlikely event of vandalism the glazed surfaces resist most paint
applications and are a very easy to clean off with low tech solutions.
We are basing our performance from over 25 years of tile contracting and art tile
production experience.
Budget: Based on the RFP Budget page 3, April 2, 2Q13
We have assumed a budget of $75,000 dollars and have sized our designs to work
with and meet that total amount.
