Background At the November 14, 2013, City Council meeting, Council continued the discussion of an outdoor dining area along Larkspur Lane. At the meeting, Council had concerns with the proposed outdoor dining area six feet from back of curb along Larkspur Lane. Council directed staff to take measurements of other sidewalk widths with streets that intersect El Paseo. Staff found that there were other sidewalk widths that were similar in size to the applicant's request. • Sidewalk along Larkspur Lane (Slacks Shop) • Sidewalk along Ocotillo (Daily Grill) • Sidewalk along Larkspur Lane (Tommy Bahamas) • Sidewalk on the east side of Coffee Bean Staff has been working with the applicant on the design concept for the outdoor patio area. However, the applicant has decided to withdraw the request for an outdoor dining area six feet from back of curb along Larkspur Lane. Under the El Paseo shopping district design Staff Report Case No. ODP 13-210 Cafe Des Beaux-Arts Page 2 of 2 April 10, 2014 standards, the applicant could have outdoor dining along El Paseo, as long as it complies with the approved design guidelines. Environmental Review No project is associated with this request, and no further CEQA review is necessary. Fiscal Analysis There is no fiscal analysis due to the applicant withdrawing the request.
