GRANT APPLICATIONS FOR COLMAC FUNDS

Recommendation
By Minute Motion, authorize the Director of Public Works to submit grant
applications for COLMAC Funds in response to a call for projects by the
County of Riverside.
Background
The Coachella Valley Air Quality Enhancement Trust was established in 1989 a part of
a settlement of litigation with Colmac Energy, Inc. (Colmac). Under the terms of the
agreement, Colmac makes an annual contribution to the trust, and the County of
Riverside is responsible for administering the issuance of grants for qualified air quality
projects in the Coachella Valley from the trust.
The grants are limited to $50,000 per project and must meet certain criteria by
enhancing air quality. Staff has identified two locations in the City that meet the
requirements of the grant. Matching funds are not required as a part of the grant;
however, preference will be give to the applications that demonstrate a monetary and/or
in -kind match. Staff is proposing a City in -kind match, with man -power equivalent to
approximately $10,000 for each project.
The first area is the undeveloped property at the Successor Agency to the Palm Desert
Redevelopment Agency, Cal -State University Site, composed of approximately 127
acres.
The second area is on the north side of Dinah Shore Drive between Miriam Way and
the City limit. This area would have the existing blow -sand removed fifty feet (50') back
(north) from the edge of the road way and exported to the proposed Portola Avenue at I-
10 site, where it would be stabilized. The area requiring stabilization at the proposed

Portola Avenue site is approximately fifteen (15) acres. Two wind fences parallel to
Dinah Shore Drive are proposed. One fence would be installed fifty feet (50') from the
back of curb, and one thirty feet (30') north of the first fence. Installing two parallel
fences this distance apart has been used successfully by the City of Rancho Mirage on
the property directly west of this site. The fifty foot (50') area north of the curb would
also be stabilized after the blow -sand removal.
The fifty foot (50') area slated for blow -sand removal and wind fencing is outside of the
public right -of way; however the blow -sand has a significant effect on the public right-of-
way at that location. The property owner's cooperation will be necessary to complete
these improvements. With City Council approval, staff will work with the property owner
to obtain all the necessary permissions once the grant has been awarded.
Fiscal Analysis
This action has no current fiscal impact; however, if the application is approved, the City
will receive $50,000.00 for each approved grant, with a $10,000 in -kind match per grant.
Staff estimates that each project can be completed within the allotted grant award and
the City's in -kind match should not exceed the projected $10,000 per project.
