Waive further reading and adopt Resolution No. 2014- 31 resending Resolution 2013-63 and establishing an advisory committee known as the Hotel and Signature Events Committee. 2. Dyer, Marketing Manager Club Intrawest Scott White, Greater Palm Springs Convention & Visitors Bureau, President & CEO Backqround In November of 2013, the City Council adopted Resolution No. 2013-63 establishing a Hotel and Signature Events Committee. In March of 2014, staff presented the specific members to the Council that consisted of representatives from hotels, local attractions, the Chamber of Commerce and the Convention and Visitor Bureau. During the March City Council meeting, staff was directed to re-evaluate the membership composition of the committee with an emphasis of establishing a group of hoteliers and hospitality leaders that would advise the Marketing Committee and City Council on matters pertaining to furthering its goals of developing new hotels, hotel incentives, and Resolution No. 2014-31 Staff Report Hotel and Signature Events Committee April 24, 2014 Page 2 of 2 signature events. Additional goals of the committee will include reviewing how hotel managers and the City can work together to attract business and conventions, and advance the interests of hospitability in Palm Desert. Discussion Staff has reviewed and discussed the implementation of the revised Committee goals and makeup. The attached resolution recommends the membership of the committee as follows: Two (2) City Councilmembers Two (2) General Manager of hotel with over 100 rooms. Two (2) General Manager of hotel with under 100 rooms. One (1) Representative from the Convention and Visitors Bureau Fiscal Analvsis There will be some staff time devoted to operating this Committee; however, it will be absorbed into the duties of existing staff members. There is no fiscal impact beyond staff time. Wohlmuth, City Manager RESOLUTION NO. 2014 -31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, RESENDING RESOLUTION NO. 2013-63 AND APPROVING NEW RESOLUTION ESTABLISHING AN ADVISORY COMMITTEE KNOWN AS THE HOTEL AND SIGNATURE EVENTS COMMITTEE WHEREAS, the City of Palm Desert has a vested interest in developing its economic base, which is supported largely by the tourism and hospitality industry, with Sales Tax contributing 37.6% and Transient Occupancy Tax contributing 18.1°/o to its General Fund Revenues annually; and WHEREAS, in order to continue to enhance and grow the City's tourism and hospitality industry to meefi the needs of both residents and visitors for the purposes of retaining its economic vitality and viability for the future, it would be advantageous to have an advisory legislative body to provide input to the City Council on these matters; and WHEREAS, the need has been identified for active direction and oversight in the implementation of ineasures that would contribute to the City's economic development mission and goals, including, but not limited to, hotel enhancement-owner participation projects, sponsorship of Signature Events, etc.; and WHEREAS, the City Council currently has a Hotel Subcommittee comprised of two Councilmembers and City staff that has been in place for over 10 years in order to review prospective hotel developments for the City's Desert Willow Golf Resort and in other areas throughout the City for meeting its economic development objectives, and it would be beneficial to combine this body with a larger one that could develop programs to enhance and encourage hotel development as well as attract and sustain Signature Events that would contribute to increased Sales Tax and Transient Occupancy Tax generation; and WHEREAS, Signature Events bring tourists to the City of Palm Desert, and the Committee will make recommendations to the Marketing Committee and City Council to encourage the most appropriate events to enhance tourism; and WHEREAS, it may be a perceived conflict if this Committee reviews land use or hotel design; therefor, the Committee shall refrain from considering design, land use, and location of proposed hotel projects, in which case these discussions shall remain in the purview of staff, the Planning Commission, and City Council; however, the Committee may review potential financial support by the City. RESOLUTION NO. 2014- 31 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, as follows: Section 1. A Hotel and Signature Events Committee is hereby established in the City to accomplish the following programs and purposes, including, but not limited to: A. Review and recommend to the City Council the undertaking of studies, evaluations, and reviews on proposals related to the economic development and stability of tourism and hospitality in the City of Palm Desert. B. Advise the City Council on tourism and hospitality trends and/or programs that may impact the City of Palm Desert fiscally or economically, including, but not limited to, prospective ballot measures on Sales Tax and/or Transient Occupancy Tax rates. C. Work with experts in the field to participate in the creation of a Hotel Enhancement - Owner Participation Program. D. Work with experts in the field to advise the City Council on the economic impacts of proposed hotel developments within the City of Palm Desert. E. Recommend, monitor, and evaluate programs designed to assist, retain, and expand tourism and hospitality businesses within the City of Palm Desert. Section 2. Membership. Membership of the Committee shall consist of eleven (7) voting members. Members shall be appointed from the following tourism and hospitality areas: Two (2) - City Councilmembers Two (2) - General Manager of hotel with over 100 rooms. Two (2) - General Manager of hotel with under 100 rooms. One (1) - Representative from the Convention & Visitors Bureau. The initial appointments of the community members shall be staggered so that two (3) members shall be appointed for a term of four (4) years, one (1) member shall be appointed for a term of three (3) years, and one (1) members shall be appointed for a two (2) year term. The Director of Economic Development shall be the staff liaison of said Committee as well as the official secretary to said Committee for the maintenance of all 2 RESOLUTION NO. 2014-3� books and records of their proceedings. Such rules, regulations, and bylaws shall be subject to the ratification and approval of the City Council. The Committee was established to provide active direction and oversight in the implementation of ineasures that will contribute to the City's economic development mission and goals, including, but not limited to, hotel attractions, hotel enhancement- owner participation projects and sponsorship of signature events. One (1) Representative from the Living Desert or McCallum Theater One (1) Representative from the Convention and Visitors Bureau One (1) At-large tourism and hospitality industry professional in the City or member from Palm Desert Area Chamber of Commerce or EI Paseo Merchants Association. In early January staff sought participation from industry members within the above categories. Interest in participation on the Committee was secured from the following individuals and is presented to the City Council for consideration of appointments.
