(RFQ) SEEKING AN ARTIST OR ARTIST TEAM TO CREATE
ARTWORK FOR EITHER THE WEST OR NORTH FACING EXTERIOR

VILLAS; AND APPROVE THREE (3) $1,000 HONORARIA TO

Recommendation
By Minute Motion: 1) Authorize staff to issue a Request for Qualifications (RFQ)
seeking an artist or artist team to create artwork for either the west or north
facing wall of the Community Building at Carlos Ortega Villas; and 2) approve
honoraria in the amount of $1,000 each, for a total of up to $3,000, for up to three
(3) finalists to create a design proposal for the artwork. Funds will be disbursed
in FY 2014-2015 from Account Number 436-4650-454-4001.
Commission Recommendation
At its regularly scheduled meeting of April 9, 2014, the Art in Public Places (AIPP)
Commission recommended, with a vote of 7-0-0, to approve the potential artwork
locations and budget for the public art component for Carlos Ortega Villas.
Executive Summary
Carlos Ortega Villas is a 72-unit affordable senior housing complex on Avenue of the
States just east of Washington Street. The project is being designed to be Net-Zero
Energy, and the City is striving to meet LEED Silver level requirements.
There will potentially be two public art projects associated with Carlos Ortega Villas.
The first proposed project is a glass mosaic or tile mural to be placed on either the west
or north facing exterior wall of the Community Building. The artist or artist team will be
selected through a Request for Qualifications (RFQ) process. From the received artists'
or artist teams' qualifications, the AIPP Commission will select up to 3 finalists who will

be paid an honorarium of $1,000 each to create a formal artwork proposal. At a later
date, the formal proposals will be brought before the AIPP Commission and City Council
for final selection and approval.
The artists or artist teams selected as finalists will be asked to determine on which wall
the mural will be installed. All finalists will be required to incorporate the life of former
City of Palm Desert city manager, Carlos Ortega, into the artwork. Once selected,
finalists will work with staff to learn more about Mr. Ortega's life and impact on Palm
Desert and the Coachella Valley. The selected artist or artist team will be encouraged,
but not required, to host a community workshop around the creation of the artwork.
An RFQ for a potential second public art project related to Carlos Ortega Villas will
come before the Art in Public Places Commission and City Council at a later date.
Fiscal Analvsis
The funds for this project will be generated by Carlos Ortega Villas' public art fee. If
approved, each of 3 finalists would be paid $1,000 for a fully developed proposal,
including a design and a detailed budget and timeline. At a later date, staff will return to
City Council with the AIPP Commission's recommended design proposals for review
and final selection, after which time the artist or artist team will be contracted in the
amount of $30,000 for the project. Funds will be disbursed in FY 2014-2015 from Account
Number 436-4650-454-4001. No general fund money will be expended for either the
honoraria or the final project commission.

� Exterior Tile or Glass Mural for the
Carlos Ortega Villas Apartment Complex
(DEADLINE FOR ENTRIES — Monday, June 30, 2014)
ABOUT THE PROJECT: The City of Palm Desert is seeking an approximately 12 feet
high by 8 feet wide tile or glass mural to be installed on one of twQ:,exterior walls of the
complex's multipurpose room (the selected artist will choose a►t which wall to work).
The mural must be durable and sustainable in temperatures up to 120 degrees on a
regular basis in the summertime. The mural must incorpc�rate the life of Carlos Ortega,
former Palm Desert City Manager, into the artwork. Artists are encouraged, but not
required, to incorporate a community workshop into their process. '

CARLOS L. ORTEGA
1945-2009
Former Palm Desert City Manager Carlos L. Ortega served his country during the war in
Vietnam and returned home to serve the Coachella Valley for over four decades in
municipal government. He retired in 2008, after a distinguished 31-year career with the
City of Palm Desert.
In his first year with the City, Mr. Ortega conceived of a way for the young, cash-
strapped municipality to use redevelopment to pay for a multimillion-dollar system of
storm water channels to protect the community from recurring floods. Areas once
regularly inundated by floodwaters became home to residential neighborhoods,
community parks, and to the Coachella Valley's only regional mall<,
He also played a vital role in the development of r�i�ny of Palm Desert'� iconic
amenities including Civic Center Park, Desert Wil(ow Golf Resort, and the EI Paseo
Shopping District. `�" ��
Throughout his career, Mr. Ortega worked tirelessly#a ar�vance higher education
opportunities. He was instrumental in the creation ofi the Palm Desert campuses of
California State University, San Bernardino and the Ur�iuersity of California, Riverside.
Mr. Ortega was also deeply committed to providing affo�dable housing in Palm Desert,
overseeing the acquisition and development of more than 1,5Q0 affordable units during
his tenure with the City
Other significant pro�rams initiated under Mr. Ortega's leadership include Palm Desert's
groundbreaking effc�rts in the are�s of energy efficiency and conservation, which
garnered internatior�al acclaim fc�r tk�� City.
