Commissioner Hough moved to approve the Minutes of April 9, 2014. Motion was seconded by Commissioner Bussing and Art in Public Places Minutes June 18 2014 carried 5-0-0 with Boren, Bussing, Darby, Hough, and Miller voting AYE with Commissioners Blalock and Thompson absent. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Mayor Pro Tem Susan Marie Weber Ms. Schwartz reported that at its May 22, 2014 meeting, City Council approved the exemption from Municipal Codes 9.58.010 and 9.58.020 in connection with receptions for art exhibitions to be held in the Palm Desert Community Gallery between June 2014 and February 2015. Ms. Schwartz reported that at its June 12, 2014 meeting, City Council approved the request to extend the completion date of Ryan Campbell's contract to paint a design on the set of two traffic signal cabinets on Fred Waring Drive and Phyllis Jackson Lane. The need for the extension to the contract was due to the delay of approval from the Desert Sands School District to allow Mr. Campbell to work with students at Palm Desert High School. B. PLANNING COMMISSION REPORT— Ken Stendell No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic Mr. Vuksic reported the following from the Architectural Review Commission (ARC) meetings. Cafe de Beaux on EI Paseo provided a full scale mock-up of an awning that has been reviewed by ARC several times. ARC and the developer took the mock-up out to the site to look at it and will be reviewed again at the next meeting. Sidney Properties, owner of the old J. Russell building on San Luis Rey and EI Paseo, is working with PrestNuksic Architects on the awnings for that building. Another phase in Ponderosa Homes on Dick Kelly Drive and Dinah Shore Drive was approved with comments. 2 Art in Public Piaces Minutes June 18, 2014 There have been many requests from residents asking for approvals of wood fences on their property, paint color choices to paint their houses, and residents asking for approval of having RVs parked on their property. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. RANK THE PROPOSALS BY RYAN CAMPBELL TO PAINT A DESIGN ON THE SET OF TWO TRAFFIC SIGNAL CABINETS ON FRED WARING DRIVE AND PHYLLIS JACKSON LANE Ms. Schwartz stated that as part of artist Ryan Campbell's contract, Mr. Campbell was required to work with students at Palm Desert High School (PDHS) to develop designs for the set of two traffic signal cabinets on Fred Waring Drive and Phyllis Jackson Lane. Mr. Campbell brought before the Commission three designs and staff asked that the Commission put the three designs in order of preference. The recommended order will be forwarded to City Council for final approval. Ms. Schwartz presented the mock-ups of the three designs that Mr. Campbell proposed. Mr. Campbell gave a description of the designs to the Commissioners, noting that it was the consensus of the students to incorporate the PDHS mascot, the Aztec, into the design in some way. Design 1, "Buried Treasure'; is of an ancient Aztec ruin partially revealed through a broken brick wall. The concept of the brick wall was to incorporate the surroundings of the existing housing development into the design. Design 2, "Aztec Scout", depicts an abstract Aztec warrior, which includes Palm Desert High School's colors as well as the letter "A" to represent the school's Aztec mascot. Design 3, "In Honor of Those Gone", is of a bull skull fossil surrounded by yellow butterflies, flowers, and a yellow ribbon. The flowers and ribbon are to honor the lives of those recently lost. A design of Palm Desert High School's Aztec sun will be on the forehead of the skull. 3 Art in Public Places Minutes June 18, 2014 After much discussion, the Commission put the designs in order of preference as follows. Design 2 first; Design 3 second; and Design 1 third. Commissioner Hough moved to approve the design proposals as follows: Design #2 as the first choice, Design #3 as the second choice, and Design #1 as the third choice. Motion was seconded by Commissioner Bussing and carried 3-2-0 with Bussing, Hough, and Miller voting AYE; Boren and Darby voting NO, with Blalock and Thompson absent. Ms. Schwartz stated that she will forward the Commission's recommendation to City Council at its meeting of July 10. B. CONSIDERATION OF ARTIST(S) TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY The following artists applied to be included in the City of Palm Desert's Artist Registry. John Coleman, Yetti Frenkel, and Dan Medina. Commissioner Darby moved to include artists John Coleman, Yetti Frenkel, and Dan Medina in the City of Palm Desert's Artist Registry. Motion was seconded by Commissioner Hough and carried 5-0-0 with Boren, Bussing, Darby, Hough, and Miller voting AYE with Blalock and Thompson absent. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Schwartz reported that the new Community Gallery exhibition, Paper Works with artwork by Elizabeth Chandler and Maggie Headrick, is on display, and the opening reception is on Monday, June 23 from 5:30 to 7:00 p.m. 4 Art in Public Places Minutes June 18, 2014 B. Docent Program Ms. Schwartz reported that the regular scheduled tours are on hold for the summer but private tours are available. Ms. Schwartz informed the Commissioners that staff has been working on a new public art map that should be ready to print next week. It will also be available online on the City's website. C. Student Art and Essay Contest Ms. Thompson thanked all the Commissioners for helping with the Student Art and Essay Contest. She specifically thanked Commissioner Bussing who read atl of the essays multiple times and judged the entire show. She also thanked Commissioner Blalock who did a great job announcing the winners at the Award Ceremony. All of the winners were in attendance at the ceremony, received their award packet, and got their picture taken with the Mayor. XI. REPORTS AND REMARKS A. STAFF Ms. Schwartz attended the Coachella Valley Water District's celebration of the dedication of the public art project, "Lake Cahuilla Palms". The artists gave Ms. Schwartz a DVD of a short documentary depicting the artists installing the mural. Ms. Schwartz presented the documentary to the Commission. B. COMMISSION REPORTS Chairperson Boren reminded the Commission of her suggestion from the previous Art in Public Places meeting about collaborating with other Coachella Valley cities' public art programs (specifically Palm Springs, Indio, Cathedral City, and La Quinta). The City of Palm Desert's Art in Public Places Commission could host the first meeting and talk about common issues, inspirational works, projects that work and projects that do not work, etc. She suggested University California Riverside Palm Desert (UCR) or College of the Desert (COD) as a venue to meet. Commissioner Darby mentioned that a new visual arts building at COD will open in the fall that could be considered as a venue as well. 5 Art in Public Places Minutes June 18, 2014 Upon question by Commissioner Hough, Ms. Schwartz responded that she has not had much of an update regarding the Sculpture Symposium project, but the organizers have started a Kickstarter campaign and have gotten some funding through that. There is a possibility that the project may not get off the ground this year, but it could be a candidate for a future National Endowment for the Arts (NEA) grant application. XI. ADJOURNMENT Commissioner Bussing moved to adjourn the meeting at 9:57 a.m. Motion was seconded by Commissioner Miller.
