1. Authorize an additional $45,600 to Account No. 110-4420-422-3010 related
to Professional Architectural/Engineering to Willdan Engineering, Contract
No. C32950B.
2. Appropriate $45,600 from the unobligated general fund reserve to FY 14/15
Account 110-4420-422.30-10. The cost for Contract Services is normally
recoupable through plan check and building permit fees collected for
projects.
Background or Discussion:
On July 24, 2014, the Department of Building and Safety had an unforeseen retirement
which reduced the current number of field inspection staff from five (5) inspectors to four
(4) field inspectors. The City Manager has authorized the Department of Building and
Safety to use a contract building inspector from one of the three consultants to alleviate
the strain of the current construction activity on inspection services.
The addition of the contract inspector, at 40 hours per week, will result in a more
manageable workload and will allow the department to provide next day inspections in
most cases. As an example if we were to use an inspector from Willdan it would cost
the City $95 per hour, and we anticipate using him/her 40 hours per week to maintain
the current inspection Toad. The City would only utilize the contract inspector while the
City goes through the hiring process to hire a full time Building Inspector I. This process
could take up to ninety (90) days. At this rate the City will spend approximately
$45,600.00 for contract inspection through October 2014.

Fiscal Analysis
The cost for Contract Services is normally recoupable through plan check fees collected
