3. Appropriate $12,546.47 from Account No. 441-4195-495-8092.
Backqround
On June 26, 2014, the City Council awarded a contract to Panorama Corp. in the amount of
$53,535.35 for the Desert Willow Driving Range Renovation Project. This project was identified
as a priority as part of the original golf course architect's site visit and contract to develop a
comprehensive golf resort renovation master plan that will assist in maintaining the resort's 4.5-
star rating for quality of experience. Both driving range tee areas have been in use for over
fifteen years and have never been re-leveled or renovated. Annual golf rounds at Desert Willow
average approximately 80,000. This high volume of use has created uneven hitting areas
adversely affecting the quality of the golf experience.
Discussion
The Desert Willow Driving Range Renovation Project consisted of removing the existing driving
range sod, re-leveling the 60,000 sf. tee box area and re-sodding. In addition, a practice bunker
located adjacent to the practice putting green will be removed to address safety concerns (see
attached map).

The driving range renovation specifications required the contractor to; remove the existing sod
on the driving range tee area, remove 6 to 8 inches of soil, use the clean soil to re-grade the
area in front of the tee area, re-level the driving range and install new sod. Although the grade
work was performed per the specifications, the condition of the soil (at the newly graded level)
was left inconsistent and unsuitable to accept new sod. Apparently, the years of blow sand
accumulations, frequent addition of sand/seed for divot repair and, prior added layers of sod
created extraordinary soil conditions within the top 8 inch layer of the tee area grade. In short,
the existing grade issues (and the extent) were unknown at project initiation. Therefore, the
original specifications proved insufficient to prepare the grade satisfactorily.
To avoid the more costly option of exporting old material and importing new soil, staff directed
the contractor to employ the use of a mechanical soil pulverizer. The `pulverizer' conditions the
soil by breaking up all existing organic materials and creating finely tilled soil in its wake. By
creating the finely tilled soil, the tee box can now be re leveled with a consistent soil structure
suitable for new sod application. The cost to complete the additional work is $16,200.00. There
was also the need to remove a portion of excess fill and dirt material from the site at a cost of
$1,700.00 for a total change order amount of$17,900.00.
Staff is requesting ratification of the City Manager's approval to proceed with the additional
work. Due to the annual re-seeding process, there exists an urgency to install and properly
condition the new turf to meet the over seeding schedule. Therefore, staff recommends that the
City Council ratify Change Order No 1 to Contract C33580 in the amount of$17,900.00.
Fiscal Analvsis
Funding for the project is available in Fiscal Year 2014/15 Desert Willow Capital Improvement
Fund.

This Change Order covers changes to the subject contract as described herein. The contractor shall construct, furnish
equipment and materials, and perform all work as necessary or required to complete the Change Order items for a
lump sum price agreed upon between the Contractor and the City of Palm Desert, otherwise referred to as Owner.
Contract Time Extension -0- Days.
Revised Contract Total $71,435.35
The undersigned Contractor approves the foregoing Change Order # 1 as to the changes, if any, in the contract
price specified for each item including any and all supervision costs and other miscellaneous costs relating to the
change in work, and as to the extension of time allowed, if any, for completion of the entire work on account of said
Change Order # 1 . The Contractor agrees to furnish all labor and materials and perform all other necessary work,
inclusive of that directly or indirectly related to the approved time extension, required to complete the Change Order
items. This document will become a supplement of the contract and all provisions will apply hereto. It is understood
that the Change Order shall be effective when approved by the Owner.
Execution of this Change Order by the Contractor constitutes a binding accord and satisfaction that fully satisfies,
waives, and releases the Owner from all claims, demands, costs, and liabilities, in contract, law or equity, arising out of
or related to the subject of the Change Order, whether known or unknown, including but not limited to direct and
indirect costs and/or damages for delay, disruption, acceleration, loss of productivity, and stacking of trades, as well as
any and all consequential damages.
This document will become a supplement to the Contract and all provisions will apply hereto, all items included above
must have required signatures as per the purchase resolution.
