REQUEST: ADOPTION OF RESOLUTION NO 2014- 96 : A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF PALM DESERT
SUPPORTING THE CITY'S FY 2014 STATE HOMELAND
SECURITY GRANT PROGRAM APPLICATION.

Recommendation
By Minute Motion:
1. Waive further reading and adopt Resolution No. 2014- 96
2. Appropriate $8,869.00 from the Unobligated General Fund Account and transfer
into Account No. 110-4130-411-3090.
3. Authorize the City Manager to execute any required grant documentation.
Backaround
The City of Palm Desert received a grant award the last five years to host numerous
Community Emergency Response Team (CERT) courses. The funding source for these
courses is the State Homeland Security Grant Program (SHSGP). Staff was notified that
funds from the FY 2014 SHSGP were made available in the amount of$8,869.
The City will be able to host approximately three to four CERT classes with these funds.
The performance period for the FY 2014 grant is through February 28, 2016. Staff
recommends adoption of this resolution authorizing such action to proceed. The City will
most likely utilize the Riverside County Office of Emergency Services to provide
instructors for these courses.

Fiscal Analvsis
Adoption of this resolution permits staff to secure training reimbursement through the
SHSGP, in the amount not to exceed $8,869, to host at least three to four Community
Emergency Response Team (CERT) courses by February 2016. The City Council is
requested to make an initial appropriation of $8,869 from the Unobligated General
Fund; however, staff anticipates that any training related expenditures up to this amount
will be reimbursed with grant funding. If the full amount allocated is not utilized, then
these funds should be redistributed back to the General Fund.

RESOLUTION NO 2014- 96
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA, SUPPORTING THE CITY'S FY 2014 STATE HOMELAND SECURITY
GRANT PROGRAM APPLICATION AND AUTHORIZING THE CITY MANAGER TO
SIGN THE GRANT APPLICATION AND ALL OTHER GRANT DOCUMENTS.
WHEREAS, the State Homeland Security Program is a sub-grant of the
Homeland Security Grant Program; and
WHEREAS, the State Homeland Security Grant Program is a core assistance
program and provides funds to build capabilities at the State and local levels and to
implement the goals and objectives included in State Homeland Security Strategies and
Initiative in the State Preparedness Report; and
WHEREAS, the activities implemented under the State Homeland Security Grant
Program must support terrorism preparedness by building or enhancing capabilities that
relate to the prevention, protection from, or response to, and recovery from terrorism;
and
WHEREAS, many capabilities which support terrorism preparedness
simultaneously support preparedness for other hazards; and
WHEREAS, the City of Palm Desert aggressively pursues Federal and State
grants to enhance its public safety capabilities; and.
WHEREAS, procedures established by the Homeland Security Program require
a City Official be authorized to sign the grant application and other grant documents;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF PALM DESERT, CALIFORNIA HEREBY:
1. Formally supports the City's FY 2014 Homeland Security grant application; and
2. Agrees to comply with all grant requirements and reporting; and

3. Authorizes the City Manager, or his designee, to execute for and on behalf of the
City of Palm Desert, a public entity established under the laws of the State of
Califomia, any actions necessary for the purpose of obtaining federal financial
assistance provided by the federal Department of Homeland Security and sub-
granted through the State of California.

CANYON LAKE The California Office of Emergency Services (CaIOES) has approved Riverside County's
FY14 Homeland Security Grant Program (HSGP) application and has authorized the
COACHELLA commencement of expenditures and reimbursement requests. The overall performance
DESERT HOT SPRINGS period of this grant is October 10, 2014 - February 28, 2016. The following milestones
have been set by the state for your projects:

LAKE ELSINORE Subject to pending paperwork this letter serves as authorization to begin spending and
requesting reimbursement of your Anti-Terrorism Approval Authority (ATAA) approved
LA QUINTA projects. Riverside County OES does require you to provide a signed FY14 Grant
MENIFEE Assurance and completed and signed Workbook Face-Sheet within 15 days of date of this
letter. Please remember that changes to your grant will require the approval of the OA prior
MORENO VALLEY to incurring any costs. All modifications, EHP's, sole source procurement, EOC and
PALM DESERT construction requests require additional approvals from CaIOES through the OA prior to
incurring any costs. Your Agency's Financial Workbook outlining your approved spending is
PERRIS included on the CD provided to you at the Post Award Workshop.
RANCHO MIRAGE
By accepting this award it will be understood that you are agreeing to conform to the
RueiDOUx CSD requirements of the grant as put forth in the FY14 Grant Assurances, the Federal Single
SAN JACINTO Audit Act of 1984 and amendment of 1996. Performance Bonds are required for any
TEMECULA equipment item over $250,000 or any vehicle aviation, or watercraft regardless of cost that
is being paid for with any portion of grant funds. Any funds found owed as a result of a final
WILDOMAR review or audit must be refunded to the County within 15 days upon receipt of an invoice
from Riverside County Fire/OES.
