Schwartz, Management Analyst DATE: February 27, 2014 CONTENTS: Images of sculptures proposed for purchase Recommendation By Minute Motion, approve Betty by Dore Capitani, Duality by Heath Satow, and Taking Flight by Alisa Looney, with Cross -Over by Michael Anderson as the alternate, as the sculptures for public selection of one to purchase from the 2013/2014 El Paseo Invitational Exhibition. Commission Recommendation At its regularly scheduled meeting of February 12, 2014, the Art in Public Places (AIPP) Commission recommended with a vote of 4-0-0 with Commissioners Boren and Thompson absent, to select Betty by Dore Capitani, Duality by Heath Satow, and Taking Flight by Alisa Looney with Cross -Over by Michael Anderson as the alternate as the sculptures for the public to select one to be purchased by the City of Palm Desert from the 2013/2014 El Paseo Invitational Exhibition. Executive Summary The City of Palm Desert frequently purchases artwork from its El Paseo Invitational Exhibitions. Staff recommends that the City purchase another sculpture from the 2013/2014 El Paseo Invitational Exhibition through a public contest and is requesting that the City Council approve the three sculptures recommended by the AIPP Commission for inclusion in the contest. The contest will be advertised via social media and traditional marketing methods to the public who will vote on which sculpture the City should purchase. All of the sculptures up for consideration by the public will be pre- Staff Report El Paseo Invitational Exhibition Purchase Page 2 February 27, 2014 approved by the City Council, and therefore eligible for purchase upon the conclusion of the contest. Once the sculpture is selected, staff will find the appropriate location for its placement. Staff reviewed sculptures included in the 2013/2014 El Paseo Invitational Exhibition and recommended four sculptures for review by the AIPP Commission. The Commission selected Betty by Dore Capitani ($10,600), Duality by Heath Satow ($24,000), and Taking Flight by Alisa Looney ($18,000) with Cross -Over ($35,000) by Michael Anderson as the alternate for the contest and the ultimate purchase of one (1) sculpture to be added to the City's public art collection. Fiscal Analysis If the contest is approved, the City would be responsible for the purchase price of the sculpture in addition to the cost of moving the sculpture to its new location at an estimated amount of up to $400; signage at an estimated cost of $100; and the pouring of a pad on which the sculpture would be installed at an estimated cost of $500. The total cost of the project is estimated at $1,000 more than the cost of the sculpture. Funds are available in account number 436-4650-454-4001. No General Fund monies will be expended.
