IV. CONSENT CALENDAR
Minutes of the regular meeting held on September 18, 2013.
Upon Motion by Commissioner Thompson and second by
Commissioner Darby, the Minutes of September 18, 2013 were
approved unanimously.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION —
Councilmember Susan Marie Weber
Councilmember Weber reported that at its October 10, 2013
meeting, City Council approved artist Jeni Bate to paint a
design on the traffic signal cabinets on Fred Waring Drive
and Town Center Way and Bijan Masoumpanah to paint a
design on the traffic signal cabinet located on Fred Waring
Drive and College of the Desert. The donation from Renova
Solar to commission artist Deborah Flowers to paint on the
traffic signal cabinets on EI Paseo and Larkspur was also
approved.
B. PLANNING COMMISSION REPORT— Ken Stendell
Mr. Stendell reported that at its meeting of October 1, 2013,
the Planning Commission approved a Conditional Use
Permit for a personalized fitness center on Alessandro. At
its meeting of October 15, 2013, BIGHORN Golf Club (the
Mountain side) submitted a uniform standard development
plan to reestablish grade and pad heights as well as building
heights that the development initially started with. Over the
course of time of the development, pad heights have
changed, and the revised plan was established to allow for
the remaining lots to stay uniform. At its meeting of
November 5, 2013, a Conditional Use Permit for a 22,000
square foot fitness facility at Village Court near Ruth's Chris
was denied.
C. ARCHITECTURAL REVIEW COMMISSION REPORT —
John Vuksic
Mr. Vuksic reported that the remodel of the former Escada
building was approved and will be occupied by Presage.

Kitchen, and Heather James Fine Art were approved.
Starbucks on EI Paseo and San Pablo submitted a revised
design to expand its indoor seating and reduce its current
outdoor seating capacity. Two new phases of final
construction documents for Spanish Walk were approved.
Auto Zone is building a new location on Monterey Avenue
near the freeway. The sign program that was submitted by
Nordstrom Rack and Whole Foods was approved. The sign
program for Waring Plaza on Fred Waring was continued. A
preliminary design for a hillside residence was approved.
D. PALM SPRINGS ART MUSEUM IN PALM DESERT
REPORT— Arlene Amick
Ms. Amick gave an update of the events at the Palm Springs
Art Museum in Palm Desert. The new fall exhibition Galen at
the Galen includes contemporary works from Helen Galen's
private collection. The upcoming spring exhibition, Reclined
Design, is the marriage of chairs, architecture, and artists.
The first weekend of First Weekend, Friday, November 1
was very successful. The EI Paseo Art Walk is now held on
the first Fridays of the month. Several galleries sold work
and many retail stores participated and remained open late.
There were over 300 people at the first Free Friday at the
Galen. Fifty people attended Yoga in the Sculpture Garden
that will occur every Wednesday through May. The Palm
Springs Art Museum in Palm Springs is celebrating its 75tn
year anniversary.
VI. CONSENT ITEMS HELD OVER

VII. NEW BUSINESS
A. APPROVE A $25,000 DONATION FROM THE PUBLIC ART
FUND TO THE DESERT SCULPTURE SYMPOSIUM
Ms. Schwartz reported that several months ago community
members Mike Peroni and Tom Lynch approached staff and
the mayor to present the concept of an art symposium.
Eight to ten artists would be invited to Palm Desert and
sculpt in Carrera marble. The sculpting would be done
outdoors where community members would be encouraged
to watch and interact with the artists. Desert Sculpture
Symposium is asking for a donation of $25,000 from the City

in return for the City's receiving one of the completed
sculptures for its public art collection. The entire project
would have to go to City Council and if City Council does not
support the project then it would not happen. If appropriate
funds are not raised, the project would not move forward.
The Desert Sculpture Symposium is seeking other donors to
help with the cost of the balance of the project.
It was moved by Commissioner Darby and seconded by
Commissioner Bussing to approve the $25,000 donation from
the Public Art Fund to the Desert Scu/pture Symposium.
Motion carried with a 4-2 vote with Commissioners Hough and
Miller voting NO.
B. SELECT ONE ARTIST AND ONE ALTERNATE TO PAINT
THE SET OF TWO TRAFFIC SIGNAL CABINETS ON
FRED WARING DRIVE AND PHYLLIS JACKSON LANE
Ms. Schwartz reported that she met with the principal at
Palm Desert High School about having an artist work with
the school's art honor students to create designs for the set
of traffic signal cabinets on Fred Waring Drive and Phyllis
Jackson Lane. The Call for Artists required that the artist
hold up to two workshops with the students and get security
clearance from the Desert Sands Unified School District.
The artist will work with the students and develop up to three
designs through the workshops. The students will not
participate in the painting of the cabinets but will work with
the artist on the initial design proposals. The design
proposals will come back to this Commission for review and
rate them in order of preference before going to City Council
for final approval. Staff received applications from the
following artists. Autumn Martino, Bijan Masoumpanah,
Maria Hunt, Ryan Campbell, and Susan Smith Evans. The
Commission chose Ryan Campbell as first choice with
Autumn Martino as the alternate.
It was moved by Commissioner Hough and seconded by
Commissioner Bussing to have Ryan Campbell as first choice
with Autumn Martino as the a/ternate fo work with students at
a Pa/m Desert school within the Desert Sands Unified School
District to deve/op up to three designs for se/ection from the
Art in Public P/aces Commission and forwarded to City
Council for fina/approval to paint a design on the set of traffic
signa/ cabinets on the northeast corner of Fred Waring Drive
and Phyllis Jackson Lane. Motion carried unanimously.

C. APPROVAL FOR THE ART IN PUBLIC PLACES
COMMISSION TO CURATE THE 2015/2016 EL PASEO
EXHIBITION
It was moved by Commissioner Darby and seconded by
Commissioner Thompson to approve the Art in Public P/aces
Commission to curate the 2015/2016 E/ Paseo Exhibition.
Motion carried unanimous/y.
It was moved by Commissioner Darby and seconded by
Commissioner Thompson to inc/ude Commissioners Bussing,
Boren, and Hough as the subcommittee to review and se/ect
artists for the 20i5/2016 E/ Paseo Exhibition. Motion carried
unanimously.
D. APPROVE HEART CONNECTION ll AS THE
REPLACEMENT SCULPTURE FOR TAKING FLIGHT BY
ALISA LOONEY FOR THE 2013/2014 EL PASEO
EXHIBITION
Ms. Schwartz reported that Alisa Looney's sculpture, Taking
Flight currently in the 2013/2014 EI Paseo Exhibition, may
have sold and the artist would like to replace it with Heart
Connection ll. Heart Connection ll is six feet in height and
the artist will be required to include a finro foot base to raise
the sculpture to eight feet in order to meet the height
requirements of the exhibition.
It was moved by Commissioner Hough and seconded by
Commissioner Miller to approve Heart Connection II as the
rep/acement scu/pture for Taking Flight by Alisa Looney for
the 2013/2014 E/ Paseo Exhibition. Motion carried
unanimous/y.
E. CONSIDERATION OF ARTISTS TO BE INCLUDED IN
CITY OF PALM DESERT'S ARTIST REGISTRY
The following artists applied to be included in the City of
Palm Desert's Artist Registry. Kevin Box, Kathleen Caricof,
Jane DeDecker, Clay Enoch, Connell/Hancock, Denny
Haskew, and Wayne Salge.
It was moved by Commissioner Thompson and
seconded by Commissioner Darby to inc/ude artists Kevin
Box, Kath/een Caricof, Jane DeDecker, Clay Enoch,

Connell/Hancock, Denny Haskew, and Wayne Sa/ge in the City
of Pa/m Desert's Artist Registry. Motion carried unanimously.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Schwartz reported that the current exhibition, Impact of
Images, ends on Friday, November 15. The next exhibition
is a solo show with Travis Hiner called The Suboken Project
Presenting..... The gallery opening reception is Monday,
November 25.
Ms. Schwartz announced that the show with Gideon Cohn
and Daniel Kaufman will only include Gideon Cohn as Daniel
Kaufman will not be able to participate in the exhibition.
B. Docent Program
Ms. Schwartz reported that she will not be training another
group of docents this year as she only had three good
applicants. She will send out the Call for pocents again next
year.
Beginning January 2014, the second Saturday docent tours
will move to the Saturday of First Weekend and begin at
9:00 a.m.
C. Public Art Documentary Film Series
Ms. Schwartz finalized the films for the 2014 Public Art
Documentary Film Series, and is working on the postcard.
The following is the schedule. January 16 — Class of `83;
February 20 — My Kid Can Paint Thai; March 20 — Inocente;
and April 17 — Stolen. The film information is available on
UCR's website and is set up to take reservations.

D. First Weekend Palm Desert
Ms. Schwartz reported that the first First Weekend Palm
Desert was very successful.
E. Desertscapes 2014
Ms. Schwartz announced that she cancelled Desertscapes
2014 for lack of participation from the organizations that had
been involved in the past years. The City will keep the
Desertscapes website for one year. If Desertscapes is
picked up by another organization in 2015, the City will
participate but will not act as the program leader.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz reported that artist Jeni Bate, who is painting
skyscape designs on the set of traffic signal cabinets on
Fred Waring Drive and Town Center Way, will begin painting
mid-December.
Bijan Masoumpanah, who is painting the design of bighorn
sheep on the traffic signal cabinet on Fred Waring Drive and
College of the Desert, will begin work in a couple of weeks.
Deborah Flowers, the artist commissioned by Renova Solar
who is painting a design on the traffic signal cabinets on EI
Paseo and Larkspur, will begin work in a week or two.
Ms. Thompson reported that she attended the Youth
Committee meeting asking for theme suggestions for the
2014 Student Art and Essay Contest, which will be on the
December 11 agenda.
Ms. Thompson reminded the Commission members to
contact staff as soon as possible once they know they will be
absent or had planned to be absent and plans changed.

XI. ADJOURNMENT
Commissioner Thompson moved to adjourn the meeting at 10:40
a.m. Motion was seconded by Commissioner Hough.
