Approve sponsorship in the amount of $20,000 to the American Jazz Institute for the 2014 Jazz Festival to be held Saturday, May 10, through Sunday, May 11, 2014; and 2. Appropriate $20,000 from the Unobligated General Fund. Discussion The City was originally approached by the American Jazz Institute in 2013 to create a 2013 music event. The initial plan was to have the event at Desert Willow in November. Unfortunately, at the last minute Ernst and Young informed both the Marriott and Desert Willow that they would be returning to the Desert for their 2013 Conference and wanted to utilize their facilities. Since this was a large revenue source for Desert Willow, the City was unable to move forward with the Jazz Institute for 2013. However, the plan was to continue to work with the organization in the hopes of having a 2014 event. Given the various dynamics (limited parking with golfers/event attendees, regular golf and tournaments activities, diners, etc.) involved with having the full finro-day event at Desert Willow, the Jazz Institute is proposing to have performances at two different venues, one venue each day. Staff is proposing to provide seed money for the 2014 STAFF REPORT AMERICAN JAZZ INSTITUTE —2014 JAZZ FESTIVAL JANUARY 9, 2014 PAGE 2 event and later determine if it is a viable event for the City of Palm Desert in the future. The plan is start out as a grass roots event and grow the event until it becomes a signature music festival for Palm Desert. If the 2014 event is as successful as proposed in the producer's budget, the proceeds from the 2014 event will be seed dollars for future jazz events in Palm Desert. Event Details: • Subsidy of $20,000: Sponsorship will assist in covering costs such as promotion and advertising, producer fees, musicians, Living Desert onsite production costs (e.g., tables, chairs, linen, security, sound and lighting, etc.). • Location, Date and Time: o The Living Desert on Saturday, May 10, from 6 - 10 p.m. o Desert Willow on Sunday, May 11 from 11 a.m. — 3 p.m. • Palm Desert High School concert is just for the students. • Proposed Ticket Price: $50 - $85 per person. • Staff will work with Desert Willow to determine if some type of promotional package deal can be put together to include with the event. • Proposed Sites/Stages: o Desert Willow: Given the time of year and time of day from 11 a.m. to 3 p.m., it is anticipated that performances will be held primarily inside Desert Willow utilizing two or three areas/rooms and possibly the patio area. o The Living Desert: Performances held here are evening hours and will be held primarily outside in various areas throughout the facility. • The American Jazz Institute is a 501(c)(3) non-profit organization dedicated to the enrichment and enhancement of the appreciation of jazz music. • Net proceeds from this event will be held for a potential 2015 event in Palm Desert. • The Jau Institute's mission is to preserve jazz music and expand awareness and appreciation of the music and spotlight jazz composers, arrangers, and musicians both established and newly discovered, from traditional to avant- garde. • All funds and donations stay within the local community and provide scholarships to youth. The Jazz Institute of America has recently opened discussions with Desert Sands Unified School District to provide school concerts, tickets to STAFF REPORT AMERICAN JAZZ INSTITUTE — 2014 JAZZ FESTIVAL JANUARY 9, 2014 PAGE 3 concert series free of charge, and scholarship to youth with a focus of learning jazz music. • The American Jazz Institute has been conducting jazz concert series at the Living Desert, Vicky's of Santa Fe, and Pete Carlson's Golf & Tennis since beginning of 2009 to present. Fiscal Analvsis The fiscal impact to the City's General Fund is the $20,000 sponsorship. However, it is anticipated that the event will generate some sales tax and TOT to the City from attendees. In the near future, our collection of priceless recorded oral histories by jazz luminaries will be available for research by jazz educators.
