CITY OF PALM DESERT CITY MANAGER'S OFFICE STAFF REPORT REQUEST: INFORMATIONAL ITEM — DESERT WILLOW GOLF RESORT 2012-2013 ANNUAL REPORT SUBMITTED BY: John M. Wohlmuth, City Manager DATE: January 9, 2014 Recommendation By Minute Motion, receive and file the Desert Willow Golf Resort 2012-2013 Annual Report prepared by Kemper Sports Management. Backround Ever since the recession, the golf industry has been struggling. Some of the causes are: 1) Reduction in disposable income. 2) Commitment of time required to play 18 holes of golf. 3) Technology has nearly eliminated the "rack rate" and replaced it with wholesale rates, thereby reducing Average Daily Rate (ADR). 4) Significant reduction in corporate travel. Desert Willow is not immune from these trends. But as Palm Desert is a destination resort, and as corporate travel begins to return, Desert Willow's revenues will begin to increase. In my opinion, Desert Willow needs to be the City of Palm Desert's economic development opportunity by attracting a hotel or hotels and more commercial development in the proximity. That is exactly what Palm Desert staff is working on. Even though revenues declined, Desert Willow Golf Resort has remained self-sufficient. Revenues have covered the operational expenses. Capital replacement items have been budgeted, and staff continues to set dollars aside for capital replacement. Now that the course and capital items are over fifteen years old, replacement of failed pumps and other equipment is needed. Thanks to the continued teamwork of City Council, City staff, Desert Willow staff and KemperSports support, many of the goals and objectives for 2012-2013 were achieved. The 2012-2013 Annual Report will provide an overview of the state of the golf industry and Desert Willow's overall performance. The past year was difficult with regards to financial performance with revenues dropping 3% due to a depressed golf market. Despite the difficulties achieving desired revenue levels in green fees, Desert Willow recognized success in other areas. Food and beverage and merchandise revenues increased over prior year and payroll and operating expenses were reduced from the prior year. Other areas of success included high marks in KemperSports True Review program, which is designed to quantify customer feedback. Scores were among the top in the KemperSports portfolio as well as in the Hospitality Industry. Desert Willow also received the following awards in 2012-2013 Golfweek's Best: Municipal Courses (2013)#33 - Firecliff Cou rse Desert Golf Magazine: Rated Firecliff #1 in Public Courses in the Coachella Valley 2013 Golf Digest: Top 50 Courses For Women 2013 Thanks to the City's assistance, staff also completed capital projects to help the facility maintain its position at the top of the market. Desert Willow's premier facility is key to our future success in developing programs to drive golf rounds and revenue. No rajor market changes in 2013-2014 anticipated. • Any major recovery in hotel occupancy is now predicted by the CVB for later in 2014. • Golf Courses are very competitive and most courses in the market have significant Rack Rate declines. Discounting is the market condition. The Classic Club continues to have very low golf rates to capture SMERF and Charity Groups for donation status. • Canadian business has been excellent the last three years. Catering pressure still remains soft as the economy has yet to kick back in for the valley. We are growing Weddings and Social as possible and the trend is positive with 35 weddings booked in 2013, up from 12 two years ago. We are predicting wedding business to grow in 2014. • Regional unemployment remains high at 10+%. • Retail revenue is improving as the consumer is spending more. We are aggressively re-tooling our inventories for better price points to drive sales. • The dissolution of the RDA's in California is causing Cities great challenges for funding sources —hospitality taxes should increase by 2%this year in the City of Palm Desert. • More pressure will be placed on payroll & expense cost controls to drive EBITDA, to work towards generating cash for future Capitat Projects. + GolfNow has been a positive for Desert Willow providing a national marketing presence online. GolfNow does, however, seem to be training guests to search for deals online before booking golf, which has had a negative effect on Public Rack play. Promoting specials on our own website continues to produce great results. Moving towards a low price guarantee for our website to convert wholesale internet bookings to bookings on our own site. The Golf Market has been damaged in April the last few years by two Coachella Fests (Rock Festivals) and Stagecoach. All area Hotels sell out for four days each weekend in April making it nearly impossible for golfers to get hotel rooms at reasonable rates. Looking to create local golf events to combat the negative effect. KemperSports` 4 s Desert Tar etin Success Will g g Golf Resort $in thousands Revenue : 2014 Budget ; 2013 Actual ; %Change ............................._................ ..........:................. . . . . , ...
