IV. CONSENT CALENDAR
Minutes of the regular meeting held on March 12, 2014.
Commissioner Miller moved to approve the Minutes of March
12, 2014. Motion was seconded by Commissioner Thompson and
carried 6-0-0 with Blalock, Boren, Bussing, Hough, Miller, and

Thompson voting AYE with Commissioner Darby absent (during the
approval of the Minutes).
Commissioner Darby was not present at the time the vote was
taken for the approval of the Minutes.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION — Mayor Pro
Tem Susan Marie Weber
Mayor Pro Tem Weber reported that at its meeting of March
27, 2014, City Council approved the first amendment to
renew the contract for Same Day Express from July 1, 2014
through June 30, 2015 for maintenance of the City owned
public art collection and the EI Paseo Exhibition.
Mayor Pro Tem Weber announced that a group of Boy
Scouts will be given a tour of City Hall including the
community gallery.
B. PLANNING COMMISSION REPORT — Ken Stendell
Mr. Stendell reported that at the Planning Commission
meeting of March 18, 2014, a tentative tract map parcel in
Ironwood Country Club was continued.
The Planning Commission approved the following:
Conditional Use Permits for a replacement of a 75 foot cell
tower at St. Margaret's Church; a dance studio on Country
Club Drive and Washington Street; and a precise plan for a
duplex on Portola Avenue across the street from Washington
Charter School.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
— John Vuksic
Mr. Vuksic reported that Guitar Center opened at the Desert
Crossing center.
The Architectural Review Commission approved JM Couture
located on EI Paseo and an awning for Mic & Moes
Restaurant. Also, Panera Bread was approved and will be
located in the Wal-Mart and Sam's Club center at Monterey
Avenue and Dinah Shore Drive.

Final construction documents for Carlos Ortega Villas were
reviewed.
Two building designs for buildings located in EI Paseo
Square were reviewed.
Westfield shopping center proposed revisions to the signage
program for Stuft Pizza and Bobby Maos.
The architecture for the Fairfield Inn at Cook Street and
Gerald Ford Avenue was approved and will go to the
Planning Commission on April 15.
Cafe de Beaux on EI Paseo proposed a metal awning that
was somewhat artistic but the Architectural Review
Commission did not think that the details were thought
through and asked for a large scale mock up before approval
is granted.

VI1. NEW BUSINESS
A. APPROVAL OF EIGHTEEN SCULPTURES AND UP TO
THREE ALTERNATES FOR THE 2015/2016 EL PASEO
EXHIBITION
Ms. Schwartz thanked Commissioners Boren, Bussing, and
Hough for serving on the 2015/2016 EI Paseo Exhibition
subcommittee, which reviewed 38 applications. Ms.
Schwartz stated that she extended the deadline for the Call
for Artist by one week as she had not received a sufficient
amount of applications. She added that the City might
consider hiring a curator for the next exhibition as she
believes the response would be better if someone was able
to visit galleries and spend time soliciting artists to
participate.
The subcommittee chose artwork from the following artists
for the 2015/2016 EI Paseo Exhibition. Anita Edman, Brian
Schader, Catherin Hoskinson, Dixie Jewett, Craig French,
Craig Gray, David Reid-Marr, David Thefeld, Joe Forrest
Sackett, Janice Osborne, Gerald Clarke, Jr., John Richen,

Mitchell Taylor, Rick Randall, Robert Craig, Mario Pikus,
Rollin Karg, and Tom Bollinger. The three alternates are
Yoshikawa Wright, Michael McLaughlin, and Fritizie
Urquhart.
Commissioner Darby moved to accept the artwork from
artists Anita Edman, Brian Schader, Catherin Hoskinson, Dixie
Jewett, Craig French, Craig Gray, David Reid-Marr, David
Thefe/d, Joe Forrest Sackett, Janice Osborne, Gera/d Clarke,
Jr., John Richen, Mitchell Taylor, Rick Randall, Robert Craig,
Mario Pikus, Rollin Karg, and Tom Bollinger. The three
alternates are Yoshikawa Wright, Michae/ McLaughlin, and
Fritizie Urquhari: Motion was seconded by Commissioner
Thompson and carried 7-0-0 with Blalock, Boren, Bussing,
Darby, Hough, Miller, and Thompson voting AYE.
B. APPROVAL OF ARTWORK PLACEMENT FOR THE
PUBLIC ART COMPONENT FOR CARLOS ORTEGA
VI LLAS
Ms. Schwartz stated that Carlos Ortega Villas is an
affordable senior housing apartment complex on Washington
Street and Avenue of the States. The project is generating a
public art budget of approximately $120,000 - $160,000.
Two different projects will be created with the funds.
The project that is before the Commission today is for a tile
or glass mural to be placed on the wall of the multi-purpose
building. The commission amount for the project will be
$30,000 and is open to artists throughout the country. The
selected finalists will be required to base the theme of the
mural on the life of Carlos Ortega, a former Palm Desert City
Manager who passed away several years ago.
A Request for Qualifications (RFQ) for the project will be
sent out inviting artists to send in qualifications to be
reviewed by this Commission which will narrow the selection
to three finalists. Carlos Ortega's widow, Rosemary Ortega,
will be invited to attend the meeting at which the applications
will be reviewed to share information on Carlos's life. Each
of the three finalists will be given an honorarium to create a
proposal to present to the Commission. The Commission
will then place the three proposals in order of preference for
City Council's final approval of one of the designs. Heather
Buck stated that there are 72 units of affordable senior
housing including a two story community room. The project

is designed to be Net-Zero Energy and designed to meet
LEED Silver Certification. The artists will be encouraged to
host a community workshop to assist in the creation of the
artwork.
Commissioner Houqh moved to approve the artwork
placement and budget for the public art component for Carlos
Ortega Villas. Motion was seconded by Commissioner Darby
and carried 7-0-0 with Blalock, Boren, Bussing, Darby, Hough,
Miller and Thompson voting AYE.

IX. OLD BUSINESS
A. CONSIDERATION OF PROPOSED CO-SPONSORSHIP
AMOUNT OF $1,500 WITH RENOVA ENERGY
CORPORATION TO COMMISSION DEBORAH FLOWERS
TO CREATE ARTWORK FOR THE SET OF TWO TRAFFIC
SIGNAL CABINETS ON THE SOUTHWEST CORNER OF
MONTEREY AVENUE AND PARK VIEW DRIVE
Ms. Schwartz reminded the Commission of the proposed co-
sponsorship with Renova Energy Corporation of Deborah
Flowers creating artwork for the set of three traffic signal
cabinets on the northeast corner of EI Paseo and Highway
74. City Council denied the project and directed staff to find
another location for the proposed co-sponsorship. At its Art
in Public Places Commission meeting of March 12, Ms.
Schwartz noted that Renova had proposed the set of two
cabinets on the southeast corner of Monterey Avenue and
Park View Drive for placement of artwork by Deborah
Flowers. Because there were concerns from the
Commission regarding the proposed design and color, it was
the concurrence of the Commission to agendize the item to
see if the artist was willing to change the color palette so that
it would not be similar to the design and color on the set of
cabinets on EI Paseo and Larkspur Lane. Ms. Schwartz
noted that the original proposal for the three cabinets was
that the City would contribute $750 toward the $3,000
project. Renova has now asked that the City contribute
$1,500 instead of $750 for the set of cabinets on Monterey
Avenue and Park View Drive. The City's standard
commission for soliciting artists to create a design on a set of

traffic signal cabinets is $1,500. Ms. Schwartz informed
Renova that staff would not recommend Renova's proposal
as it would deny the City the opportunity to solicit proposals
and would not allow the City a choice in the design.
Commissioner Darby commented that the cabinets on
Monterey Avenue and Park View Drive are a significant
location and would be beneficial for art placement but was
not particularly in favor of the City contributing $1,500 to the
project. Commissioner Miller again stated that she does not
agree with having a similar design and color as the one on EI
Paseo and Larkspur Lane.
Commissioner Thompson moved to deny the proposed
co-sponsorship amounf of $1,500 wifh Renova Energy
Corporation to commission Deborah F/owers to create artwork
for the set of two traffic signal cabinets on the southwest
corner of Monterey Avenue and Park View Drive. Motion was
seconded by Commissioner Bussing and carried 7-0-0 with
Blalock, Boren, Bussing, Darby, Hough, Miller, and Thompson
voting AYE.
X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery �
Staff has been meeting with several of the artists for the
upcoming gallery season.
The next show is the Student Art and Essay Contest.
B. Docent Program
Ms. Schwartz reported that requests are continuing for
docent led tours. There were eight people on the April 5,
Saturday tour of the EI Paseo Exhibition.
C. Public Art Documentary Film Series
Ms. Schwartz reported that the film Stolen on April 17 is
completely full and staff is not taking any more reservations.
D. Student Art and Essay Contest
Ms. Thompson reported that the entries for the Student Art
and Essay Contest are due Thursday, April 17. The Award
Ceremony is Wednesday, May 14 at 6:30 p.m. in the Council

Chamber. She will need a couple of Commissioners to
judge the contest and one to announce the winners at the
Award Ceremony.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz announced that the traffic signal cabinet on
the southwest corner of Fred Waring and College of the
Desert is in process of being painted by Bijan
Masoumpanah. Ryan Campbell, the artist for the traffic
signal cabinets on Fred Waring Drive and Phyllis Jackson
Lane, is still waiting for approval from the school district to
work with students at Palm Desert High School to create a
design for those cabinets.
Ms. Schwartz reported that local artist, Phillip Smith, will
have artwork at Coachella Music and Art Festival. Ms.
Schwartz will take photos of it and share them at next
month's meeting.
B. COMMISSION REPORTS
Commissioner Hough reminded the Commissioners that the
film Herb & Dorothy 50X50 is being shown on Thursday,
April 10, at the Annenberg Theater. Dorothy Vogel and
Megumi Sasaki, film director, will conduct the Q&A after the
screening.
Chairperson Boren commented that the traffic signal
cabinets that are in front of Melissa Morgan Fine Art Gallery
on EI Paseo and Highway 74 are very distracting and
wondered if the cabinets could be painted a solid color to
help camouflage them. Ms. Schwartz reported that there
has been discussion with the Public Works Department of
the cabinets potentially being removed as they will be placed
underground.
Chairperson Boren asked if there would be any interest in
having the Indio, Palm Springs, and Palm Desert art
commissions get together to share ideas and information.
