REQUEST: APPROVE THE PROPOSAL "AZTEC SCOUT" BY RYAN
CAMPBELL AS THE DESIGN TO BE PAINTED ON THE SET OF
TWO TRAFFIC SIGNAL CABINETS ON THE NORTHEAST
CORNER OF PHYLLIS JACKSON LANE AND FRED WARING

Recommendation
By Minute Motion, approve the proposal "Aztec Scout" by Ryan Campbell as the design
to be painted on the set of two traffic signal cabinets on the northeast corner of Phyllis
Jackson Lane and Fred Waring Drive.
Commission Recommendation
At its meeting of June 18, 2014, the Art in Public Places (AIPP) Commission, with a vote
of 3-2-0 with Commissioners Blalock and Thompson absent, recommended the design
"Aztec Scout", as the artwork design to be painted on the set of traffic signal cabinets on
the northeast corner of Phyllis Jackson Lane and Fred Waring Drive.
Background
At their meetings of November 13 and December 12, 2013 respectively, the Art in
Public Places Commission and City Council approved the selection of Ryan Campbell
as the artist to create artwork for the set of two traffic signal cabinets at Phyllis Jackson
Lane and Fred Waring Drive. As part of his contract, Mr. Campbell was required to host
up to two workshops with students to create two to three design proposals for the
cabinets, from which the AIPP Commission and City Council will select the final design.
Mr. Campbell met with a select group of students from Palm Desert High School to
develop three designs for the cabinets. The proposed three designs are entitled "Aztec
Scout", "In Honor of Those Gone", and "Buried Treasure". The AIPP Commission
reviewed the three proposals and ranked them in the order of preference as listed
above.

Fiscal Analysis
CONTRACT NO. C32670C
As previously approved by City Council at its meeting of December 12, 2013, the City
will facilitate the preparation of the cabinets at an estimated cost of $350; the UV/graffiti
coating of the cabinets at an estimated $100; and a plaque for the artwork at an
estimated $50. The artist has been contracted in the amount of $1,625 for all phases of
the contract. To date, the artist has been paid $406, the balance of which will be paid in
two phases. Funds are available in Account Number 436-4650-454-4001. No general
fund money will be expended.

Image 2- "The Aztec Scout"
This concept shows an abstraction of an Aztec warrior as he scouts the lands near his
village. In the background there is an Aztec temple along with a field of grain being
grown in a desert valley. The scout is mindful to serve his people and land. He keeps a
watchful eye as the Aztec sun lights the earth below. This will be painted in acrylic paint
with sections of the scout's headdress being painted gold. This will also include an
abstracted letter A in the Palm Desert High School's colors for the smaller box.
Image 3- "In Honor of Those Gone"
This concept shows a bull skull fossil, surrounded by 3 yellow butterflies and a perched
squaw. The skull is floating over the our local Santa Rosa mountains, being elevated
with rays of light, the skull is adorned with flowers and a yellow ribbon there will be a
flower in the mouth of the skull as well. The flowers and ribbon are to honor the lives of
those who we have lost recently and the beauty in their memory. The skull will also
have a small Palm Desert High School Aztec sun on the forehead. The rays will be
painted using iridescent spray paints to give the effect of depth. The remainder will be
painted in acrylic paint. This concept will be accompanied by a small box that only has
the mountains and the light rays.
Image 1-"Buried Treasure"
This concept is designed to incorporate the existing block wall located behind the set of
traffic signal cabinets. The image illustrates a partial view a wall broken apart to expose
a view of a desert landscape. In the foreground of the landscape is an ancient Aztec
ruin being partially exposed from the ground. Left behind by an ancient Aztec learning
civilization whose main purpose was to teach young Aztecs the skills needed to prosper
in the world beyond the broken wall. This piece will be painted using acrylic paint. The
smaller cabinet will mimic the broken wall concept.
