Via' / . 1 , , . /. . tr, ",1 ' 1i ie• CITY OF PALM DESERT ART IN PUBLIC PLACES COMMISSION STAFF REPORT REQUEST: APPROVAL OF PROPOSED DUAL TRASH/RECYCLING RECEPTACLE AND OPTION A BENCH DESIGNS; APPROPRIATION OF $58,300 FROM ACCOUNT 400-4679-454- 4001 TO PURCHASE TWENTY-EIGHT (28) OPTION A BENCHES AND TWENTY-EIGHT (28) DUAL TRASH/RECYCLING RECEPTACLES FOR PLACEMENT ON EL PASEO BETWEEN HIGHWAY 74 AND PORTOLA AVENUE; AND APPROVAL OF AN EXEMPTION FROM THE BIDDING REQUIREMENT AS PROVIDED IN MUNICIPAL CODE SECTION 3.32.090 TO ALLOW SOLE SOURCE PROCUREMENT FROM GREENDAY, LLC, INDIO, CALIFORNIA. Account 400-4679-454-4001 for the purchase of twenty-eight (28) Option A benches and twenty-eight (28) Option A trash/recycling receptacles; and 3) Approve an exemption from the bidding requirement as provided in Municipal Code section 3.32.090 to allow sole source procurement from Greenday, LLC., Indio, California. Sub-Committee Recommendation The EI Paseo Streetscapes Sub-Committee recommends purchasing and installing twenty-eight (28) Option A benches and finrenty-eight (28) Option A trash/recycling receptacles from Greenday, LLC, Indio, California. Backqround At its meeting of September 12, 2013, the City Council, in joint consideration with the Successor Agency to the Palm Desert Redevelopment Agency, approved an agreement Staff Report EI Paseo Benches and Trash/Recycling Receptacles July 10, 2014 Page 2 of 4 between the Successor Agency and the City to advance General Fund money in the amount of $120,000 (the "ROPS 13-14B Project Estimate") for EI Paseo Projects, including permanent/affixed seating, receptacles, and planters, as well as electrical work and other items. Part of the advanced funds will be used for the benches and receptacles for EI Paseo and be repaid by the Successor Agency to the General Fund from bond proceeds. At its meeting of December 12, 2013, the City Council approved the formation of the EI Paseo Streetscapes Sub-Committee to select new benches and trash/recycling receptacles to be placed in various locations on EI Paseo between Highway 74 and Portola Avenue. At the same meeting, the City Council appointed Councilmembers Benson and Harnik to serve on the sub-committee. Additional members of the sub- committee include Lauri Aylaian, Director of Community Development; Mark Greenwood, Director of Public Works; Lisa Ream, Recycling Technician; Deborah Schwartz, Management Analyst; and Ryan Stendell, Management Analyst. Since its formation, the sub-committee has met several times to review potential designs and materials for the benches and dual trash/recycling receptacles. After reviewing numerous styles and material types, the sub-committee opted to create custom designs for both the benches and trash/recycling receptacles. The sub- committee narrowed the design choices to finro styles of benches and one style of receptacle. Option A is a rectangular bench with a decorative cut along the upper portion of the face of the bench, and Option B is a bench with a wave patterned seating area with a decorative cut along the upper portion of the face of the bench. The selected bench style will be fabricated with groves notched into it to discourage skateboarders from skating on it. The trashlrecycling receptacles will house an individual liner for each use and have a color inset on the front and back that includes the Palm Desert logo. OPTION A OPTION B �7 O� �7 ON�� �.. � � Proposed Bench Designs Staff Report EI Paseo Benches and Trash/Recycling Receptacles July 10, 2014 Page3of4 �,6"� � 7�t 3� -- . � , ,.� Proposed Receptacle Design with Bench Option A The benches and the receptacles will be fabricated from recycled glass and concrete and sealed to assist with cleaning and to protect them from the environment. The options were shown to the EI Paseo Business Improvement District Board, and it unanimously preferred Option B benches. The Streetscapes Sub-committee prefers and recommends Option A for the benches. The sub-committee selected to work with Greenday, LLC of Indio, California to fabricate the benches and receptacles. The sub-committee recommends to sole source procurement of this project because Greenday, LLC is a unique Coachella Valley company that works with locally collected recycled glass to fabricate custom designed products made from recycled materials. Staff researched pre-fabricated benches and receptacles and found that the local, custom fabricated products are less expensive than the pre-fabricated products. Staff conducted extensive tests on the proposed materials and clear sealer to ensure that, once located on EI Paseo, the benches and receptacles will be durable in their environment. Staff soiled material samples with coffee, chocolate, soda, and other food and beverage items and let them sit in the sun for a period of approximately 2 weeks at a time, before pressure washing them to see if the material held up. The pressure washing was done by the Public Works staff members who will ultimately be responsible for the cleaning of the furnishings. Upon review of the cleaned material samples, the Director of Public Works was satisfied that the proposed material will be durable, and that staff will be able to maintain it. Staff Report EI Paseo Benches and Trash/Recycling Receptacles July 10, 2014 Page 4 of 4 Fiscal Analvsis The fabrication and delivery cost for each bench is $600 plus tax, and the fabrication and delivery cost for each dual receptacle is $1,150 plus tax, for an estimated total of $53,000 inclusive of tax and delivery. Staff is seeking an additional 10% in contingency funds for a total request of $58,300. Funds are available from RDA bonds that have been posted to Account 400-4679-454-4001.
