TRAINING INCENTIVES
On The Job Training (OJT):
On -the -Job Training works best when the business is willing to hire and
train a new employee and the job seeker is willing to learn new skills. OJT
allows an individual to learn the basic skills of the job while actually
performing the job. Both the business and candidate must meet certain
criteria to qualify. The Workforce Development Centers will reimburse a
portion of the wages to compensate the business during the training period.
• 50D/o of the employee salary up to 480 hours of training
The position must meet the following criteria:
• Minimum of 32 hours/weekly and be considered permanent
• Hourly wage $10+
• Trainee must be covered by Worker's Compensation
• The job may not be temporary or seasonal
• The job may not be under a layoff or hiring freeze
• Working conditions must not endanger the health or safety of a

EMPLOYER ADVISORY COUNCILS
Employer Advisory Councils (EACs) are formed in local
areas to develop stronger partnerships between the
California Employment Development Department (EDD)
and the business community. The EAC members are
a cross section of local employer volunteers who join
with EDD staff to assist the employer community to do
business more effectively and efficiently.
In their efforts to give back to their communities,
the EACs advocate local workforce development
efforts, support veterans' stand downs, and provide
scholarships to local area youth. The EACs also help
educate employers about relevant employment issues,
increase employer knowledge of the EDD's programs
and services, increase cooperation and communication
between the EDD and the private sector, and identify
ways to improve the EDD services.
The EAC Members
Members are from businesses of every size, especially
those who are:
• Business Owners
• Corporate Managers
• Human Resource Managers
• Office Managers
• CPAs, CFOs, and Treasurers
EAC Opportunities
The EACs provide members with the opportunity to:
Stay current with changes in employment law through
expert speakers at general membership meetings.
Save time and money by learning better ways to
use EDD's recruiting, interviewing, and placement
services.
Receive assistance on a wide variety of employer -
employee relationship topics through access to a
management hotline.
Network with peers.

• Keep abreast of current information through the
California Employer Advisory Council (CEAC) and
EAC newsletters.
• Have a voice in EDD procedure and policy through a
direct link to EDD's management.
• Plan and attend seminars and workshops about Job
Services, Employment Taxes, Disability Insurance,
Unemployment Insurance, equal employment
opportunity, personnel administration, and other
business -related issues that meet employer needs.
• Participate in the recognition program for employers
who hire and train veterans.
Statewide Connection
The CEAC is a nonprofit, statewide umbrella organization
for approximately 50 local EACs throughout the state.
The CEAC and local EACs are recognized as valuable
information resources for California employers and
particularly for small businesses. The CEAC:
• Provides links among employers, EACs, and the
EDD.
• Identifies problems affecting employers that have
statewide implications.
• Recommends changes to state and federal
employment laws, regulations, policies, and
procedures.
• Assists the EDD in marketing its services.
• Coordinates and disseminates employment
information to EAC members.
