Background
In recent years, the City of Palm Desert has been monitoring changes to the city limits
and sphere of influence (SOI) Cathedral City, as the easternmost part of their sphere
boarders the northern city limits of Palm Desert. Palm Desert has commissioned several
analyses to determine what impact Cathedral's City's potential growth north of Interstate
10 would have on Palm Desert, and on the financial viability of expanding Palm Desert's
city limits north of the interstate. Most recently, the City Council has declined to take
any action to expand either Palm Desert's SOI or its city limits.
City staff wishes to advise the members of the City Council that on May 20, 2014, a
private developer, SDC Ventura, LLC (c/o Mr. William S. Messenger, Jr.) applied to
annex 590 acres of property into the city of Cathedral City. Mr. Messenger has been in
talks with Cathedral City for years about his desire to annex property. This land is
undeveloped, within the Cathedral City sphere of influence, and one mile away from the
closest point in the City of Palm Desert. It is not within or adjacent to any of the lands
that Palm Desert has studied for potential annexation. The Riverside County Local Area
Formation Commission (LAFCO) will schedule hearings this fall on the pending
application.
No action by the City Council is required. Staff has provided this report so that Council
members are aware of the annexation application in the event that they receive inquiries
from their constituents. The proposed annexation area is depicted on the next page.
