2013 EMERGENCY SHELTER FACT SHEET
Roy's Desert Resource Center (aka Roy's), a multi -service homeless center in North Palm Springs, is the
first step in the Coachella Valley Association of Governments' (CVAG) effort to address homelessness
throughout the Coachella Valley. Roy's, named after the late 4th District County Supervisor Roy Wilson, is
located at 19531 McLane Street in North Palm Springs where it is easily accessible from all Coachella
Valley cities (1-10/Indian Avenue exit). Roy's opened on December 21, 2009.
Clients at Roy's have access to a full range of services needed to move toward independence. These
services remove the sometimes insurmountable obstacle of traveling from one service provider to the next.
Average stay at Roy's is approximately 90 days.
Operations: Roy's is administered by CVAG staff through a contract with Jewish Family Service of San
Diego (JFSSD), known locally as Desert SOS, a non-profit organization that has operated two sheltering
programs in the Coachella Valley since 2005. CVAG was very pleased to renew its contract with
JFSSD/Desert SOS in October 2012.
Emergency Shelter: Effective September 1, 2012, Roy's has approximately 90 emergency shelter beds for
single women, single men, and families with children. The shelters are separated into two dorms — one for
men and one for single women and women with children. There are also three private dorm rooms for
families. Clients have access to the most basic amenities such as showers, laundry, phone and email,
mailboxes, and a place to keep some of their personal belongings.

Food Services: All residents are provided with two meals per day. Dinner and breakfast are provided in the
dining area. With further funding, we hope to reinstate the sack lunch meals for clients. In the meantime,
clients are provided a resource list of places where they can obtain a lunch meal. Regular food contributors
to Rov's include:
Palm Springs Farmers Market — fresh fruit & vegetables Fresh `n Easy in Palm Springs - food
Starbucks in Cathedral City — pastries and coffee Panera Bread - Bread
The Mission Team from United Methodist Church of Palm Springs — lunch meals every Thursday
St. Paul's Episcopal Church of Palm Springs — Monday night desserts
Access Center: The most crucial component of Roy's DRC is the Access Center. It is here that clients
receive access to all of the services necessary to help them break the cycle of homelessness. In the Access
Center, case managers complete the intake process for all clients and create a case management plan along
with the client to help end each individual's cycle of homelessness.
A range of services are provided on a rotating and consistent basis in the Access Center by partner agencies
from throughout the community. These partner service agencies INCLUDE:
Desert AIDS Project - AIDS/HIV services
County Workforce Development -general services
Social Security Administration
Veterans Welcome Home -resources for veterans
Desert Horizon and Desert Vista Housing Outreach
Riverside County HPRP -housing
God's Closet - clothing
County Mental Health
Loma Linda Veterans Outreach
Goodwill Industries
Wells Fargo — budgeting assistance
Family Law Facilitators -legal aid
Transportation: is provided for all clients to major SunLine Transit Agency bus line hubs where clients utilize
the buses to access other area services, such as employment and employment search, more in depth
medical treatment, etc. Clients are also provided with direct transportation, on an as needed basis, to other
locations throughout the Coachella Valley that are not accessible by bus due to location or hours of
operations.
Nursing Program: Through generous grants from the Desert Healthcare District and the California
Wellness Foundation, a nursing program allows clients to be seen by public health nurses and then given
referrals for follow-up treatment. Basic health education classes for clients were added in Fall 2012 and
much needed dental services will soon follow.
Physician Services: Health to Hope Clinics (formerly Urban Community Action Project) provide free medical
care along with prepaid prescription medications and referral visits. They also conduct health awareness
seminars.
2013 ROY'S DESERT RESOURCE CENTER ACCOMPLISHMENTS
763 unduplicated men, women and children were comfortably and safely sheltered at Roy's.
• 65% were men; 35% were women
• 9% were children 0-17 years; 69% were Adults ages 18-54 years; and 22% were Adults ages 55+
years
• 46 Families received services at Roy's;
• 77 unduplicated individuals (10%) were Veterans;
• 97 unduplicated individuals (13%) were disabled;
• 64 clients were linked to Mental Health Services using resources located next to Roy's;
• 108 individual clients were placed into new jobs;
• 631 unduplicated clients completed budgeting and resource training;
• 631 unduplicated clients secured mainstream benefits such as social security, medi-cal, food stamps,
veterans benefits, etc. for the first time;
• 468 of the 763 exiting unduplicated clients enrolled in case management services at Roy's and were
successfully placed into affordable housing ending their Cycle of Homelessness
• St. Paul's of the Desert Episcopal Church continues to serve the evening meal and dessert every
Monday at Roy's; and donates new undergarments and socks monthly;
• The Missions Team for United Methodist Church of Palm Springs hosts luncheons for Roy's clients;
• God's Closet provides clients with gently used clothing weekly
• Desert Best Friends Closet provided resume services and job training to 28 clients;
2013 MEDICAL/HEALTH ACCOMPLISHMENTS
• Health to Hope Medical Clinic provided services to 159 individuals;
• Clients who were uninsured and in need of medical care were seen free of charge by a physician on
site at Roy's and received lab and follow-up referrals for medical care;
• Flu shots were provided to clients who requested them and clients were provided meds free;
• Desert AIDS Project conducts health and wellness classes for clients
• 15 Clients attended the Remote Area Medical Fdtn Clinic for medical and dental care in Indio;
• Roy's is also associated with the Volunteers In Medicine Clinic for services

Recommendation

Desert Resource Center in the amount of $103,000 for Fiscal Year 2014-
2015
Discussion
At its meeting of March 13, 2008, City Council approved the CVAG Homelessness
Committee's Homeless Strategic Plan. In addition, at the joint CVAG Executive
Committee, Technical Advisory Committee, and Homelessness Committee meeting of
September 29, 2008, approval of an "across the board" funding method for the
operation of Roy's Desert Resource Center was approved. It was agreed that the
contribution be limited to the amount determined using the total estimated operations of
Phase 1 in the amount of $1,023,805 for a ten (10) year period, which is congruent with
the Riverside County's Continuum of Care 10 Year Plan to End Homelessness.
The City of Palm Desert has funded Roy's $103,000 annually beginning in FY
2009/2010, and is included as part of the City's FY 2014/2015 budget process.

Dear Mayor Tanner:

In follow-up to Executive Committee action in September 2008, CVAG is requesting a
contribution from the City of Palm Desert in the amount of $103.000 for operation expenses at
Roy's Desert Resource Center for fiscal year 2014-15.
During the period of January 2013 through December 2013, we offer the following summary of
activities related to Roy's:
Approximately 763 unduplicated individuals (men, women and children) have been through
the regional homeless shelter. A breakdown of the total is as follows: 65% male; 35%
female; 9% were children 17 years and under, and 22% were seniors 55 years and older. A
total of 77 veterans and 46 families received services and assistance.
Also of the 696 exiting clients enrolled in Case Management; 468 were successfully placed
into housing ending their cycle of homelessness; 631 secured benefits ranging from Medi-
Cal/ Medi-Care to unemployment assistance; and 108 were able to secure new
employment. In addition, Health to Hope clinics provided medical services to 159
individuals.
Roy's Desert Resource Center is a successful win -win for us all. Your City's contribution is
needed to continue to build on the legacy left by late County Supervisor Roy Wilson: to help the
underserved is a responsibility that must be shared by all.
