Authorize the City Manager to sign the cover letter for the Congestion Mitigation and Air Quality (CMAQ) funding application; 2. Authorize the Director of Public Works to sign and submit the CMAQ funding application; and 3. If awarded funding, commit to a local agency match amount of $92,000 for the Citywide Advanced Transportation Management System (ATMS) project. Backqround The City recently received a Coachella Valley Association of Governments (CVAG) Call for Projects to program CMAQ funds provided through the new federally funded transportation bill called Moving Ahead for Progress in the 21st Century, or MAP 21. The purpose of the CMAQ program is to fund transportation projects or programs that will contribute to attainment or maintenance of the National Ambient Air Quality Standards (NAAQS) for ozone, carbon monoxide, and particulate matter. Funding is available for programming in Federal fiscal years 2012/13 through 2014/15 with an amount of approximately $14 million available at this time. The applications for CMAQ funding are due to CVAG on April 1, 2014, and Public Works staff is in the process of preparing an application for the Citywide ATMS Project. Once submitted, the project will be ranked by CVAG along with all other Coachella Valley cities' projects, and the funds will be awarded to the highest ranked project as funds are available. Staff Report Authorize Application for CMAQ Funding Page 2 of 2 March 13, 2014 Once implemented, the Citywide ATMS will allow staff to communicate with all traffic signals at once rather than in smaller localized groups, as currently is the case. This will enable the City to synchronize all signals, optimizing the traffic flow throughout the City. Additionally, the ATMS has the regional benefit of communicating with other agency signals across city boundaries. This will not only improve traffic within the City of Palm Desert, but has the potential to improve traffic valley wide. Optimizing the traffic flow will reduce congestion and improve air quality. The proposed project improvements include upgrading existing controllers to Ethernet ready traffic controllers and installing a citywide Ethernet communication system via fiber optic cable, copper cable and wireless radio. Additionally, the City will need to upgrade the traffic control center, including system servers and a dedicated work station, with the proper equipment to communicate with the signal controllers and adjacent agencies. A location map depicting the project is attached. A requirement of the CMAQ application is that the cover letter be signed by the City Manager indicating the project title, brief description, total project cost, amount of funding request, and the local agency match amount. The commitment to local match should also be described in the letter. A copy for the application package cover letter is attached for reference. Additionally, the Director of Public Works will sign the application on behalf of the City. Fiscal Analvsis The overall estimated cost of the Citywide ATMS Project is $794,000. CMAQ funding requires a minimum of 11.47 percent local funds, and staff recommends a local match of $92,000 to fulfill the requirement. Given a local match of $92,000, the total requested CMAQ funding amount is $702,000. Staff anticipates that Measure A funds will be used for this project and will be programmed in the City's Fiscal Year 2014-2015 budget if the funding is awarded. A location map depicting the project is attached. As defined within the attached CMAQ Application, the total estimated project cost of the improvements is $794,000. Considering the proposed Grant Funds in the amount of $702,000, the total local contribution would be $92,000. Per City Council action, the City of Palm Desert is committed to providing the local share once the project is approved to receive the funds. Construction is expected to begin by 2016.
