HomeMy WebLinkAboutRes 2014-16 - LED Parking Lot Light FxtrsCITY OF PALM DESERT DEPARTMENT OF COMMUNITY DEVELOPMENT STAFF REPORT REQUEST: APPROVAL OF A PERMANENT EXEMPTION, AS PROVIDED FOR IN SECTIONS 24.16.055 AND 24.16.110 OF THE PALM DESERT MUNICIPAL CODE, TO ALLOW LIGHT EMITTING DIODE (LED) PARKING LOT LIGHT FIXTURES IN PLACE OF HIGH PRESSURE SODIUM LIGHT FIXTURES AT DESERT CROSSING ON THE CORNER OF PAINTERS PATH AND HIGHWAY 111, AND AT THE ALBERTSONS SHOPPING CENTER ON CORNER OF DEEP CANYON DRIVE AND HIGHWAY 111. SUBMITTED BY: Tony Bagato, Principal Planner DATE: March 13, 2014 CONTENTS: Resolution No. 2014-16 Recommendation Waive further reading and approve Resolution No. 2014-16 granting an exemption to allow LED parking lot Tight fixtures in place of high pressure sodium light fixtures, as required by Chapter 24.16 Outdoor Lighting Requirements of Title 24 Environment and Conservation of the Palm Desert Municipal Code. Background Currently, the Palm Desert Municipal Code (P.D.M.C.) requires high pressure sodium lights for outdoor parking lot lighting in commercial parking Tots. Staff and the Citizens' Sustainability Committee are drafting amendments to Chapter 24.16 Outdoor Lighting Requirements to allow LED lighting in parking Tots, as well as other modifications. The City code was written prior to the development of LED lighting and it does not address this type of light source. LED lighting is among, if not the most, energy efficient light sources. Staff has recently received a request to install LED parking lot lighting at Desert Crossing and the Albertsons shopping center. Both of these centers are located on Highway 111. New LED parking lot lighting will use less energy and provide a cost savings for both of these properties in the future. The P.D.M.C. allows for a permanent exemption that may be granted by the City Council on a case -by -case basis. Staff Report LED Lighting Code Exemption Page 2of2 March 13, 2014 On February 14, 2013, the City Council approved an exemption that allowed LED parking lot lighting for a commercial property on Country Club Drive. Fiscal Analysis There is no fiscal impact to the City if an exemption is granted to allow LED parking lot Tight fixtures in place of high pressure sodium light fixtures. WHEREAS, the City Council of the City of Palm Desert, California, did on the 13th day of March, 2014, consider the request to allow LED parking lot light fixtures in place of high pressure sodium light fixtures; and WHEREAS, the City of Palm Desert is dedicated to energy conservation as something that makes good financial sense and protects our environment for the future. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, as follows: The City of Palm Desert set a goal to cut energy usage to the maximum practicable extent. City Council approval of a permanent exemption to allow LED light fixtures in place of high pressure sodium light fixtures assists in achieving this goal. LED lighting is among, if not the most, energy efficient light sources. PASSED, APPROVED and ADOPTED at a regular meeting of the Palm Desert City Council, held on the 13th day of March, 2014, by the following vote, to wit: AYES: NOES: ABSENT: ABSTAIN: VAN G.
