Aryan, Risk Manager DATE: November 13, 2014 CONTENTS: FY 2014-2015 SLESF Expenditure Plan Correspondence Recommendation By Minute Motion, approve the Cal COPS Supplemental Law Enforcement Services Funding (SLESF) Expenditure Plan, as provided by the Chief of Police, for expenditure of a $100,000 grant award, to cover the costs for the 2014 Holiday Theft Suppression Program and miscellaneous equipment, services, and supplies to support front line law enforcement services. Commission Recommendation The Palm Desert Public Safety Commission is scheduled to review this item on November 12, 2014, after this report was prepared. Staff can provide an oral update on the Commission's recommendation upon request. Strateaic Plan Obiective This item is related to the Public Safety and Emergency Services section of the Palm Desert Strategic P(an, specifically under Prioritv 1: Enhance the delivery of public safetv services. The priority's strategy is to expand the existing superlative services provided by the fire and police departments to address future growth and safety concerns. Palm Desert's participation in the Holiday Theft Suppression Program and the availability of SLESF revenues will assist in meeting this priority, by (1) having an increased law enforcement presence in mitigating any potential criminal activity during the busy holiday shopping season and (2) providing revenues for front line law enforcement activities throughout the year. Executive Summary The City of Palm Desert is eligible under SB 1023 to receive $100,000 in Cal COPS Supplemental Law Enforcement Services Fund (SLESF) funding for FY 2014/2015. The purpose of the Cal COPS SLESF grant is to provide funds to local governments for underwriting projects to reduce crime and improve public safety. SLESF Grant Award November 13, 2014 Page 2 of 3 The processing requirements for this grant changed significantly two years ago. There are no longer State Controller reporting requirements or a Riverside County SLESF Oversight Committee. In the case of a city, the city council shall appropriate existing and anticipated monies exclusively to fund frontline municipal police services, in accordance with written requests submitted by the Chief of Police. The Chief of Police indicates that the Palm Desert Police Department recommends utilizing the FY 2014/2015 SLESF funds as indicated: ITEM AMOUNT Holiday Theft Suppression Program $40,000 Service and Supplies $25,000 Equipment $35,000 Administrative Overhead $0.00 TOTAL $100,000 The restrictions for the funds are as follows: • Funds are to exclusively provide front line law enforcement services. These monies shall supplement existing services, and shall not be used to supplant any existing funding for law enforcement services provided by that entity. • Administrative overhead costs in excess of 0.5 percent of a recipient entity's SLESA allocation for that year is not allowed (we have $0.00 historically). • The cost of any capital project or construction project that does not directly support front line law enforcement services is not allowed. 2014 HOL/DAY THEFT SUPPRESSlON PROGRAM The Palm Desert Police Department recommends continuing the Holiday Theft Suppression Program during the 2014 holiday season. The program is staffed with overtime officers working seven days a week in the retail shopping areas between "Black Friday" and Christmas Day. During the overtime shifts, officers patrol on foot, bicycles, horses (Mounted Posse at Westfield), Segways, golf carts, and patrol cars. The program's focus areas include the EI Paseo Business district, the Highway 111 corridor, the Westfield and Desert Crossing shopping centers, and the Wal-Ma►t/Costco complexes. Staff anticipates that the program cost will be approximately $40,000. The program's purpose is to conduct high visibility patrols in those locations and in surrounding residential areas in an effort to deter crime during the Holiday Season. !n addition, those assigned officers handle radio calls and other business related crimes in their assigned areas. SLESF Grant Award November 13, 2014 Page 3 of 3 EQU/PMENT, SERV/CES, AND SUPPLIES These monies are used to fund multiple items, including but not limited to, monthly vehicle rental for undercover officers in the Business District Team, raid vests for new special team members, Police Department golf cart maintenance, shoulder patches, K-9 supplies, police vehicle decals, radar gun purchase and/or maintenance, safety supplies, training, cellular telephone and services for special teams. Additionally, computers, technology and other support apparatus will be purchased using these funds. Staff anticipates that these items will cost approximately $60,000. Fiscal Analvsis Should the City Council concur with staff's recommendation, the City of Palm Desert will accept Cal-Cops SLESF funding in the amount of$100,000. The County Auditor allocates these monies in the County's Supplemental Law Enforcement Services Account (SLESA). The funds are then deposited in an SLESA established by the City. In accordance with the requirements of SLESF, all of the following proposed expenditures are for"front line law enforcement" and will not be used to "supplant"any existing funding for this agency. Additionally, computers, technology and other support apparatus will be purchased using these funds. Should the City Council concur with staff s recommendation, the City of Palm Desert will accept Cal-Cops Supplemental Law Enforcement Services Funding(SLESF) funding iw the amount of$100,000.The SLESF expenditures will continue to be reflected in The City of Palm Desert Fiscal Account#229-4210-422-3914.
