Approve the Freedom Flags for Families Military Banner Program guidelines as presented. 2. Direct staff to work with a graphic artist for a banner design. Executive Summary Staff recommends that the City adopt a Freedom Flags for Families Military Banner Program in support of Palm Desert veterans and active duty military personnel. Guidelines have been developed based on similar programs in other communities and are attached to this report. Staff also requests Council provide direction on the content/design of the banners. A sample banner used in other Coachella Valley communities is attached, however staff believes there is an opportunity to design a less "busy" banner which will showcase the individual being honored. Staff recommends a design similar to the banner used by the City of Temecula, or City of Chino Hills (also attached.) Staff proposes working with a local graphic art design firm to develop a new banner design at an estimated cost of fess than $500. Staff Report Freedom Flags for Families — Military Banner Program November 13, 2014 Page 2 of 3 Staff proposes these banners be hung on the light fixtures in the San Pablo Entrance to the Civic Center (as marked on attached map) which will lead in to and complement the existing Peace Memorial. Backqround: At the September 11, 2014, Council Meeting a presentation was made by Susie Del Toro requesting the City of Palm Desert take part in a "Freedom Flags for Families" Military Banner Program in support of veterans and active duty military personnel. This program would consist of the City providing a space and support for the hanging of designated banners in public areas, containing the picture, name and service information of the veteran and/or active service member. These banners would be purchased by the families, individual sponsors or from donations by community groups. Similar programs exist in many cities both in California and throughout the nation. Southern California cities with similar programs include, Hemet, Chino Hills, Temecula, Downey, Orange, Co�ton, San Bernardino, Pomona, Montciair, and Moreno Valley, just to name a few. These programs are all based on a similar model. Staff met with Ms. Del Toro to discuss the program she envisioned and also obtained information from a variety of cities with similar programs in place. Staff also met with Ted Wood of SignARama, regarding production of banners, and hanging brackets. Summary of Program: • Banners will be hung on light posts on the San Pablo Entrance to the Civic Center; • Banners will be available for active duty military personnel and veterans, with active duty receiving preference; • Banners will be purchased by the famities, individuals or community groups from the designated vendor; • Banners will be hung for one year and then be returned to the family at a council meeting. This program will provide recognition to community members and their families for their service and sacrifice for our country. There is an opportunity to put in up to 16 brackets. City staff time to hang and remove banners will be minimal. Wohlmuth, City Manager l City of Palm Desert Freedom Flags for Families Military Banner Program Guidelines The purpose of the City of Palm Desert Freedom Flags for Families Military Banner Program is to: • Honor City of Palm Desert residents actively serving in the military • Pay tribute to our veterans and deceased veterans • Promote the recognition of our military currently serving, veterans and deceased veterans • Manage the military banner approval process Eligibility for placement of the Freedom Flags for Families Military Banner Program Banners By enactment and administration of the Freedom Flags for Families Military Banner Program, the City does not intend to designate City light poles for expressive activity or render City light poles into a public forum for expressive activity. Banner Content and Specifications 1. The Freedom Flags for Families Military Banner Program is to be used for the benefit of recognizing those who are currently serving or who have served in the United States Armed Forces. 2. The City Manager of his/her designee shall manage the Freedom Flags for Families Military Banner Program and have sole authority to approve the installation of banners meeting the requirements as stated in these guidelines for this program. 3. Banners will be purchased by families, individuals or groups for the vendor designated by the City according to pre-determined criteria. Procedure: 1. The City's decision to install any banners will be based on the availability of City staff, resources and staff scheduling for installation and removal, as well as the banner's compliance with the banner program. 2. Preference will be given to military personnel that are currently serving. 3. The City will make the final determination of the banner location. 4. The pre-approved banner design will be used for all banners produced for this program. 5. Once the banners are installed they will remain up for one year. After the banners are de- installed they will be returned to the purchasing party at a Council Meeting. 6. The City shall not be responsible for damage to banners. Other Specifics and Requirements 1. Installation shall be the responsibility of the City. 2. Banner specifications will be supplied by the City of the designated vendor. 3. Once produced and installed, banner shall remain the property of the City until removed and presented to the family or requestor. 4. All banner requests must be submitted on the approved application.
