REQUEST: APPROVAL TO ACCEPT FROM THE CALIFORNIA GOVERNOR'S
OFFICE OF EMERGENCY SERVICES, THE 2014 EMERGENCY
MANAGEMENT PERFORMANCE GRANT IN THE AMOUNT OF
$15,562 AND AUTHORIZE THE PURCHASE OF A MOBILE
WATER TREATMENT SYSTEM FOR DISASTER OPERATIONS.

Recommendation
By Minute Motion:
1. Accept the FY 2014 Emergency Management Performance Grant (EMPG) through the
California Governor's Office of Emergency Services (OES) in the amount of $15,562.
2. Authorize the purchase of a mobile water treatment system in an amount up to $45,000
through a sole source process, if approved by OES.
3. Appropriate $45,000 from the Unobligated General Fund Reserves and transfer into
Account No. 110-4130-411.40-40.
4. Authorize the City Manager to execute all required grant documentation.
Committee Recommendation
The Public Safety Commission will review this matter on October 8, 2014. Staff will provide an
oral report if the Commission's recommendation differs from staff's recommendation above.
Strategic Plan Obiective
This item is related to the Public Safety and Emergency Services section of the Palm Desert
Strategic Plan, specifically under Priority 3: Help the community become more prepared for
disasters and public safety emergencies. Although not encompassing a specific action step or
strategy, the purchase of a water treatment system can provide the minimum recommended
daily amount of one gallon of potable water per person for half of the City's non -seasonal
population (approximately 28,000 people) during a major disruption to the City's water supply.

Backaround
Presently, the City has limited means to provide potable water after any event which severely
impacts the water infrastructure system. A mobile water treatment system can produce up to
28,000 gallons of potable water per day, which would supply over half of Palm Desert's non-
seasonal population with a minimum of one gallon of water per day. The unit can be set up to
use water from multiple sources including, but not limited to, golf course lakes, the City's
Aquatic Center, and trucked in water.
The City's Risk Manager submitted a FY 2014 Emergency Management Performance Grant
application to CAL OES, via the Riverside County Office of Emergency Services, to purchase
one mobile water treatment system and laptops. Staff intends to modify their application request
to utilize the funds solely for the water treatment system. The recommended system is identical
to the one purchased by the City of Palm Springs. It includes a collapsible holding tank, filling
station, water bags, chlorinators, generator, water testing kits and staff training. The main unit's
dimensions are 40" x 24" x 32" and it weighs 190 lbs. It is on wheels for ease of transport and
can easily be placed in an SUV or flatbed vehicle. The unit requires the use of electrical power
or an included generator.
Staff respectfully recommends that City Council authorize the City Manager to accept the EMPG
grant award of $15,562 for partial funding of a mobile water treatment system, which will provide
potable water during the time of a major disruption to the City's water supply.
Fiscal Impact
Based upon preliminary estimates, staff anticipates the mobile water treatment system to cost
approximately $45,000, which will be offset by the use of state grant funds toward the purchase.
The remaining estimated balance and City match requirement of approximately $29,500
requires an unobligated general fund appropriation.

The California Office of Emergency Services (CaIOES) has approved Riverside County's
FY14 Emergency Management Performance Grant Program (EMPG) application and has
authorized the commencement of reimbursement requests. The performance period of this
grant is July 1, 2014 (for personnel) 9/11/14 (for equipment) - April 30, 2015. All final
reimbursement requests are due no later than May 10, 2015.
Please remember that changes to your grant will require the approval of the OA prior to
incurring any costs. All modifications, EHP's, sole source procurement, EOC and
construction requests require additional approvals from CaIOES through the OA prior to
incurring any costs. Some of your projects may require these additional approvals. It is your
Agency's responsibility to obtain all additional approvals prior to expending the funds. Your
Agency will also be responsible for providing all necessary documentation for
reimbursements. If you are purchasing maintenance agreements, upgrades, service fees,
etc. for your equipment or continuation of a service it is your responsibility to provide proof
that these costs follow the guidelines of the grant. Your Agency's Financial Workbook is
being provided to you via email along with a copy of this letter. If you have not already done
so, please have the Grant Assurances read, signed and dated by your authorized agent in
blue ink and return to me. Reimbursements will not be processed without these. Keep in
mind that this grant has a dollar -for -dollar match requirement.
By accepting this award it will be understood that you are agreeing to conform to the
requirements of the grant as put forth in the FY14 EMPG Grant Assurances, the State
Supplemental Guidance, the Federal Guidance, the Federal Single Audit Act of 1984 and
amendment of 1996, and the Robert T. Stafford Disaster Relief and Emergency Assistance
Act as amended.
