Recommendation
By Minute Motion, that the City Council approve an exception to Municipal
Code Section 9.58.010 (Consumption of Alcoholic Beverages on Public
Property) for a reception jointly held by the Regional Access Project
Foundation (RAP Foundation), Riverside County Office and the United Way
on November 13, 2014 at the Parkview Office Complex.
Background
The RAP Foundation, Supervisor Benoit, and the United Way have planned a "Give Big
Riverside County" fundraising event at the Parkview Office Complex and would like to
serve wine at their reception. The event will be held at the Parkview Office Complex in
the conference rooms and each respective tenant's suite. The event is listed in more
detail in Attachment A and will also include the consumption of alcoholic beverages, both
inside the facility common areas and the leased space of each respective tenant. The
Parkview tenants plan on serving wine and cheese.
Staff recommends an exception to Municipal Code Section 9.58.010 (Consumption of
Alcoholic Beverages on Public Property) for the event listed.

A trend sweeping the country, online giving days have raised millions for communities across the
country, and in our region:
• Park City, UT raised $852,000 (population of only 7,558 but with many affluent residents)
• San Diego raised $1.1 million
• San Bernardino County raised $548,000, and
• In 2012 and 2013, Give BIG Riverside has raised more than $500,000 for nonprofits in the
western county.

Who Is leading the Campaign?
The campaign is run by a volunteer Taskforce of nonprofit and business leaders from across the County,
with The Community Foundation contributing staff and funds to serve as the coordinator of the effort.

Funds raised go directly to the participating nonprofits, with only a small (4.9%) fee taken to cover bank
transaction fees — this rate is highly competitive with other online giving capabilities such as PayPal.
